The Director, ESD (Mee-Seva) has informed that the transaction charges for enrollment of health cards are Rs.35/- for each Employee/ Pensioner and Rs.15/- for each family members/dependent who intends to use Mee Seva services. The cost of each physical application form if needed, will be sold at Rs.2/-(4 pages) at Mee-Seva centers. This service is optional. The Chief Executive Officer, Aarogyasri Health Care Trust has requested the Government to issue instructions to District Collectors to adopt E-Seva rates for employees / pensioners applications for enrollment of health cards at mee-seva / AP Online centers as an
additional facility to the employees/pensioners, whoever approaches the Mee-Seva for enrollment.

1476 School Assistants (Special Teacher) posts Under IEDSS - District wise Vacancies
School Education Department - Creation and sanction of 1476 School Assistants (Special Teacher) posts under Central Sponsored Scheme for “Inclusive Education for Disabled at Secondary Stage (IEDSS) in the State – Orders – Issued.
The Commissioner & Director of School Education in the reference second read above has stated that as a part of the implementation of the IEDSS Scheme, the Government of India, Ministry of Human Resource Development, New Delhi, has approved one thousand four hundred and seventy six (1476) Special Teachers posts to Andhra Pradesh and that release of funds would be on actual utilisation basis after appointment of Teachers and intimation  of the details by the State Government.
Accordingly, the details obtained from all the DEOs, the children with disabilities enrolled in Govt.,/Zilla Parishad/Municipal/Govt., Aided Schools are 7379 in Classes IX and X in 3062 Secondary Schools. Based on this data the State Government has worked out the actual requirement of the Teacher Posts and the budget requirement and sent proposals to the Government of India for approval.
Accordingly, based on the proposal of the State Govt., the Govt., of India, has approved 1,476 Special Teacher Posts in the cadre of School Assistants in the Scale of Rs.14,860-39540/-. This Scheme is 100% centrally sponsored and these posts are to be created by the State Government and filled to impart education to the disabled children studying IX and X classes these posts have to be filled up as per the norms of the Government of India.
For implementation of this Scheme an amount of Rs.62,92,73,676.00 (Rs.Sixty Two Crores Ninty Two Lakhs Seventy Three Thousand Six Hundred and Seventy Six only)  and Rs.400/- per month per Teacher for 12 months as a Special Pay for 1476 School Assistants (Special Teacher) was also approved in the Minutes of the Project Management & Evaluation Group (PMEG) held on 15th September 2011 under Teacher oriented Components.

Recruitment Examination, 2012 for the post of Teacher (Bengali/Hindi/Urdu) in the Kolkata Municipal Corporation

Applications are invited in the prescribed form on or before  31st December, 2012  (Monday up to
05.00 P.M.)  from the Indian citizens (both men and women) for a Competitive Examination to be held in
Kolkata for recruitment to the post of  Teacher (Bengali/Hindi/Urdu)in the Kolkata Municipal
Corporation.  Two panels--one main panel against clear vacancies  and one supplementary panel against
subsequent vacancies will be prepared in order of merit on the result of the Recruitment Examination.  The
panels will remain valid for one year only from the date of its publication

Qualifications:
i) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent
with at least 50% marks and 2 years Diploma in Elementary Education (by whatever name known); or
ii) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent
with at least 45% marks and 2 years Diploma in Elementary Education (by whatever name known), in
accordance with the NCTE (Recognition Norms & Procedure), Regulations, 2002; or
iii) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent
at least 50% marks and 4 years Bachelor of Elementary Education (B.El.Ed.); or
iv) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent
with at least 50% marks and 2 years Diploma in Education (Special Education); or
v) Graduation and two years Diploma in Elementary Education (By whatever name known)

O R D E R:
In the G.O. 1st read above the discretion of the competent authority for counting the not-duty period for a specific purpose was withdrawn when the period of deemed suspension/suspension is regularized as “not
duty”. Hence, the Govt. servant would not be entitled for leave, increments and pension for suspension and dismissal period when it is treated as “not duty”.
2. In the U.O. Note 2nd read above it has come to the notice of Finance Department that in many cases, the Hon’ble High Court of Andhra Pradesh/A.P. Administrative Tribunal while acquitting the Public Servant in Criminal Appeals from the Criminal Charge ordered to regularize the suspension period and dismissal period as not duty and to count the interregnum periods (suspension/dismissal) for the purpose of pensionary benefits and also to pay interest on certain issues. In such matters when consulted the Law Department, while citing the Apex Court judgements, advised that the suspension period and the interregnum period between the date of dismissal and reinstatement of a Public servant be counted for purpose of pensionary benefits. But, there is no provision in Fundamental Rules for such payments to the Public Servant for any
pay and allowances for the above periods except the subsistence allowance, as per the rules in force now.
3. According to FR. 54 (5), and FR. 54-(B)(7) when period of deemed suspension/suspension is regularized as ‘not duty’ the period of absence from duty including the period of suspension preceding his dismissal, removal or compulsory retirement, as the case may be, shall not be treated as a period spent on duty and the authority competent may convert the above periods into leave of any kind due and admissible to the Govt. servant, if he so requests.

HOLIDAYS- General Holidays and Optional Holidays for the year 2013 – Declared.
The Government of Andhra Pradesh direct that the days specified in Annexure-I(A) shall be observed as General Holidays by all the State Government Offices excluding the holidays falling on Sundays shown in Annexure-I(B) and Optional Holidays shown in Annexure-II(A) except the Optional Holidays falling on Sundays shown in Annexure II(B), during the year 2013. ORDER :
The Government of Tamil Nadu pass the following orders in regard to the observance of Holidays in the State of Tamil Nadu for the year 2013:- (i)  Public Holidays: The Holidays declared under the Negotiable
Instruments Act, 1881 (Central Act XXVI of 1881), indicated in the notification appended to this order will be published in the Tamil Nadu Government Gazette.
(ii)  Government Holidays: The Government direct that all the offices under the control of the Government of Tamil Nadu be closed on:- (a) The dates specified in the notification appended to this order (except Annual Closing of Bank Accounts on 01.04.2013 and Half Yearly Closing of Bank Accounts on 30.09.2013).
(b) All Saturdays and Sundays in the year 2013.
2. The above notified Public Holidays shall also apply to all State Government Undertakings / Corporations / Boards, etc.

Government hereby order the revision of rates of Dearness Relief to pensioners sanctioned in the G.O. 14
th read above from 41.944% to 47.936% from 01.07.2012 in respect of: -
(i)  those who retired from service after 01.7.2008 and drawing pension in the Revised Pay Scales, 2010;
(ii)  those who retired prior to 01.7.2008 and whose pension was consolidated in the light of orders issued in the G.O. 2ndread above;
(iii)  those who retired prior to 01.01.1996 drawing UGC Pay Scales and whose pension was ordered to be consolidated in the light of orders issued in G.O. (P) No.95, Finance (Pen.I) Department, dated 01.08.2000 and
(iv)  the monetary benefit of Dearness Relief now sanctioned above shall be with effect from the month of July, 2012.

ALLOWANCES – Dearness Allowance – Dearness Allowance to the State Government Employees from 1st July 2012 – Sanctioned – Orders – Issued.



DA G.O Ms.No.297, Dated 14.11.2012 Finance (PC-I) Department.
Government hereby order the revision of Dearness Allowance (DA) sanctioned in the G.O. 19th read above to the State Government employees in the Andhra Pradesh Revised Pay Scales 2010 from 41.944% of the basic pay to 47.936%of basic pay from 1.07.2012.
Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales 1996, from 139% to 151% of the basic pay with effect from 1st July 2012, as DA equivalent to 50% Basic Pay was already merged through G.O.Ms.No.9, Higher Education (U.E.I) Department, dated: 8-2-2006 and G.O.(P)No.173, Finance (PC.I) Department, dated:23.07.2007.
Government hereby order the revision of Dearness Allowance rate sanctioned in the G.O. 22nd read above to the State Government employees in the Andhra Pradesh Revised Pay Scales 2005 from  122.46% of the basic pay to  133.764%of the basic pay with effect from 1st July 2012in the Revised Pay Scales of 2005.
The Dearness Allowance shall be paid in cash with the salary of  November, 2012 payable in December, 2012. The arrears on account of payment of Dearness Allowance for the period from 1st July 2012 to 31st October 2012shall be credited to the General Provident Fund Account of the respective employees.
In respect of the employees who were appointed to Government service on or after 01.09.2004 and are governed by the Contributory Pension Scheme (CPS), the arrears from 1st July 2012 to 31st October 2012, 10% of the DA arrears shall be credited to the PRAN accounts of the individuals along with the government share as per G.O. and the remaining 90% of arrears shall be paid in cash.

7% DA Hike to Punjab State Govt Employees Pensioners

7 per cent DA Hike to Punjab State Govt Employees.

The Punjab State Government announced 7% DA to Employees and Pensioners. DA now enhanced from 65% to 72% with effect from 1.07.2012. July and August Months enhanced DA will be deposited in to the General Provident Fund (GPF) accounts of employees, and DA arrears from September 2012 to October 2012 will be given in cash. From 1.11.2012 onwards, enhanced dearness allowance will be merged with the salaries. For Pensioners,  total DA Arrears will be paid in cash with effect from 1st July, 2012.

G.O Ms.No.390 Dated 07.11.2012 Rs2000 Cash Award to Govt Employees

G.O.Ms.No.390  Dated: 07.11.2012, Award of cash incentive to the Government employees who have rendered 25 years of unblemished service - Orders Issued
Read:
1. G.O.Ms.No.13, Finance (Pay Cell) Department, dated: 04—01--1996.
2. SB Order No.22 / 2011, letter No.113-01 / 2011-SB dated: 24-11-2011, the Department of Posts, Ministry of Communication and Information Technology, Government of India.


ORDER:
In the Government Order read above, orders have been issued to the effect that the Government employees who have completed 25years of unblemished service under the State Government shall be awarded with an Indira Vikas Patra in the denomination of Rs.1,000/- (Rupees one thousand only) with an initial value of
Rs.500/-(Rupees five hundred only). Subsequently, Kisan Vikas Patra was issued in lieu of Indira Vikas Patra.
2)In the letter second read above, the Government of India has conveyed its decision of discontinuing the sale of Kisan Vikas Patra with effect from 1--12--2011 consequent on rationalization of schemes.
3) Consequent on the closure of the scheme of Kisan  Vikas Patra, requests were made from various Departments of Secretariat /Head of Departments to provide an alternate incentive in lieu of Kisan Vikas Patra awarded for rendering of 25 years of unblemished service by the employees.  The Government has examined the issue in detail and considering the quantum of incentive fixed fifteen years ago, it was felt necessary that the twenty five years of unblemished service rendered by the employees should be recognised in a proper perspective and therefore it has been decided to grant cash award as an incentive to the  above employees. Accordingly, Government direct that a cash award of Rs.2,000/-  (Rupees two thousand only)
shall be sanctioned to the employees who have rendered twenty five years of unblemished service along with a Certificate (Annexure enclosed) issued on behalf of Government duly recognizing their unblemished services
4) The Government also direct that the appointing authorities concerned shall prepare a list of employees who have completed 25 years of unblemished service once in every six months i.e. on the 1st January and 1
st July of every year and issue sanction orders for issue of cash award of Rs.2,000/- (Rupees two thousand only) so as to enable the Drawing and Disbursing Officers to claim the same and make payment to the employees concerned. Further, there shall be no change in the conditions stipulated in para--3 of the Government  Order cited and subsequent clarification issued in this regard.
5) These orders shall also apply to the teaching and non-teaching staff of local bodies and aided educational institutions.
6) The expenditure shall be debited to the detailed head of account “59 Prizes and Awards” under the relevant sub-head,minor, sub-major and major heads of account.
7) Necessary additional funds will be provided in Revised Estimate / Final Modified Appropriation 2012–2013. Pending provision of such funds, the Heads of Department concerned are permitted to incur the expenditure under the relevant head of account and the same may be included in the proposals sent to Government for Revised Estimate / Final Modified Appropriation2012--2013.
8) In cases where the sanction for issue of Kisan Vikas Patra has already been made and the amount drawn and kept in the accounts of the Drawing Officers for purchase of Kisan Vikas Patra, which has been dispensed such amounts shall be remitted to the Government account and orders sanctioning Kisan Vikas Patra in such cases shall be cancelled and fresh orders be issued for sanction of cash award to such employees.
9) This order is issued with Additional Sanction Ledger No.1568 (One Thousand Five Hundred and Sixty Eight)

ADVANCE – Festival Advance to Government Employees – Enhanced - Orders - Issued.
Read:- G.O.Ms.No.116, Finance (Salaries) Department, dated 03-04-2007.
ORDER:
1.In the Government Order read above, Government have ordered for enhancement of Festival Advance to Government employees from Rs.1,000/- to Rs.2,000/- with effect from 03-04-2007 payable on the occasion of festival once in a year. Various associations of employees have requested the Government for enhancement of the Festival Advance.
2.The Government after careful consideration, direct that the Festival Advance payable to the Government employees be enhanced from Rs.2,000/- to Rs.5,000/- (Rupees Five Thousand only). There shall be no change in the existing procedure for sanction and recovery of Festival Advance.
3.These orders shall also apply to the teaching and non-teaching staff of the local bodies, aided educational institutions and the employees who are eligible to draw the Festival Advance, as per rules in force.
4.These orders shall take immediate effect and apply to festivals to be celebrated after the date of issue of this order.
5. The expenditure shall be debited to the Sub-detailed head 01.Festival Advance-Debit and Detailed head 49.Festival Advance under the relevant Sub-Head, Minor, Sub-Major and Major Heads of Account.
6.Necessary additional funds will be provided in Revised Estimates / Final Modified Appropriation 2012-2013. Pending provision of such funds in Revised Estimates / Final Modified Appropriation 2012-2013, the Treasury Officers / Pay and Accounts Officers are requested  to make payment of the enhanced Festival Advance as and when bills are presented without waiting for the authorization from the Principal AccountantGeneral (A&E), Tamil Nadu, Chennai-18.

O R D E R:-

            In the reference 1st read above, maternity leave has been enhanced from 120 days to 180 days to the married women employees of State Government.  Therefore, the Commissioner and Director of School Education, Hyderabad in the reference 3rd  read above has requested the Government to amend the orders issued in the ref. 2nd read above, to suit the orders of the Finance Department.  After careful examination of the matter, Government hereby amend the paragraphs 2(B) and 2 (C) of reference 2nd read above, as under:

Head Master of High Schools:

The Head Master of High Schools shall have authority to grant Casual Leave/Special Casual Leave (Special Casual Leave when permitted by the Government) and also other types of leave(Earned Leave/ Half-pay Leave/ Commuted leave/ Maternity Leave and Extraordinary Leave) upto 4 months to the teachers working in their respective High Schools, subject to the condition that the teachers report back to the same school from where they went on leave and continue to work there.
Head Master of High Schools:

The Head Master of High Schools shall have authority to grant Casual Leave/Special Casual Leave (Special Casual Leave when permitted by the Government) and also other types of leave (Earned Leave/Half-pay leave / Commuted Leave and Extraordinary Leave) up to 4 months to the teachers working in their respective High Schools and in respect of Maternity leave to lady teachers upto 180 days, in terms of G.O.Ms.No.152, Finance(FR.I)  Dept, dt: 04-05-2010, subject to the condition that the teachers report back in the same school from where they went on leave and continue to work there.

Mandal Educational Officer:

The Mandal Educational Officer shall have the authority to grant Casual Leave/Special Casual Leave (Special Casual Leave when permitted by the Government) and also other types of leave upto 4 months to the Head Masters and other teachers of Primary and Upper Primary Schools in the Mandal, subject to the condition that the Head Masters and teachers report back to the same school from where they went on leave and continue to work there.

 Casual leave/Special Casual Leave (Special Casual Leave when permitted by the Government) and also other types of leave upto 4 months to the Head Misters and other teachers of Primary and Upper Primary Schools in the Mandal, and in respect of Maternity leave to lady teachers upto 180 days, in terms of G.O.Ms.No.152, Finance (FR.I) Dept, dt:04-05-2010, subject to the condition that the Head Masters and teachers report back to the same school from where they went on leave and continue to work there.


The Commissioner & Director of School Education, Hyderabad shall take necessary action accordingly.
