All the District Educational Officers and Project Officers of RVM (SSA) in the state are informed that 12271 posts of part time instructors i.e., 4293 in Art Education, 3226 in Health & Physical Education and 4752 in Work Education were approved in AWP&B 2012-13 to position them in upper primary schools /upper primary sections of high schools where the strength of upper primary classes is more than 100 and no regular posts are sanctioned by state Government. The district-wise posts approved category-wise is enclosed.
Therefore, they are requested to complete the process of engaging the part time instructors duly following the guidelines (enclosed) within the time schedule prescribed i.e., 25.09.2012.
This has got the approval of the State Project Director, RVM (SSA), Hyderabad.

Guidelines for filling up the posts of Part Time Instructors in upper primary schools and upper primary sections of high schools Government of India have identified Sarva Shiksha Abhiyan Programme as main vehicle to implement the provisions of RTE Act 2009 which has been introduced to provide free and compulsory education to all the children in the age group of the schedule of the Act, Part time instructors for (a) Art Education (b) Health and Physical Education (c) Work Education shall be appointed in the Upper Primary Schools/ Upper Primary sections of High Schools where the enrollment in Upper Primary classes is more
than 100. For this purpose 6th and 7th classes in Upper Primary schools and 6th to 8th classes in High schools Annual plan of 2012-13 with required budget.

A) Part-time instructor for Art Education
i)10th class or its equivalent examination.
ii)Diploma or a certificate in drawing commercial art, fine arts and architecture, painting, sculpture, music, dance or a certificate in higher grade drawing certificate
iii)Posses technical teacher certificate of Govt of Andhra Pradesh.
B)Part-time instructor for Health and Physical Education
i)Intermediate and an under graduate diploma in physical education OR
Bachelor Degree and a B.P.Ed
C)Part-time instructor for Work Education
i)10th class or its equivalent examination.
ii) Certificate in a trade viz., carpentry, weaving, sewing, tailoring, textile printing etc., issued by any ITI / DLTC
iii) Technical teacher certificate of Government of Andhra Pradesh.
Honorarium: A honorarium of Rs4500/- per month shall be paid for all three posts.

All the Principals of APRE Institutions are aware that for any organisation, it is essential to have an effective monitoring system to ensure regularity of staff and students.  In order to ensure the regularity of staff,  APREI Society has decided to provide one Bio Metric Attendance system to each APRE Institution.
Accordingly APREI Society has identified the Vendor M/s Corporate Technologies, Begumpet, Hyderabad for supply of Bio Metric Attendance system  through open Tender  for the Model X990 Biometric attendance system of  M/s Enterprise Software Solutions Lab, Bangalore (Essl) make for the price of  Rs. 22838/-( Twenty two thousands and eight hundred and thirty eight rupees only) inclusive  of all taxes(Rs 21750/-+5% Sales Tax)  with GPRS system and user manual along with the training to one staff member at the Regional  Centre  identified by the Society.  The warranty for the machine is one year. After one year warranty, Annual Maintenance charges fixed for each machine is Rs.3101(inclusive of all taxes per machine per annum). Sanction is hereby accorded for Rs. 22838/-(Twenty two thousands and eight hundred and thirty eight rupees only)  for each  APRE Institution  for procurement of the Bio Metric Attendance system. Principal of  each  APRE  Institution is  hereby informed to  pay  22838/-(Twenty two thousands and eight hundred and thirty eight rupees only) from the Imprest of the Institution to M/s Corporate Technologies  through  Cheque or D.D. in favour of  M/s Corporate Technologies against the delivery of the machine.  The expenditure may be met under the head of account ”Computer Expenditure”

Sub: RVM (SSA), A. P., Hyderabad – Pedagogy Wing –: Communication of model unit and terminal test papers for classes I to VIII based on academic standards to DPOs - Reg.


All the District Educational Officers and the Project Officers of RVM (SSA) in the state are informed that the Pedagogy wing, SPO, RVM (SSA)has prepared the model unit and terminal test papers for classes I to VIII, which are designed as per the academic standards prescribed by SCERT in all subjects. They are further informed that the soft copies of these questions papers are being sent through e-mail and  the same may be communicated to school complexes and MRCs either through e-mail or by posting the materials in the website of concerned DPO. In turn the MEOs and School complex HMs shall be instructed to communicate
the materials to respective schools either through soft copies (e-mail, CD) or hard copies. The DEOs and POs are requested to send the proper instructions to the school HMs that these question papers are only model papers, the teachers of respective schools have to prepare their own question papers and conduct the test/examination accordingly. Further the DEOs and POs are also informed that preparation of question  papers for the unit test/terminal test shall be made as one of the agenda for the coming school complex meetings, this may enable the teachers to have thorough discussions on preparation of question papers, which will facilitate in preparation of teacher made tests to be conducted at the school level.

ORDER:
The Principal Accountant General (A&E), A.P., Hyderabad in the reference read above, has informed that his office has hosted an electronic pension cum provident fund final withdrawal application form which would streamline the entire process of applying and processing of pension. The electronic form is available on
the website http://www.agap.cag.gov.inand use of this form would ensure faster and more effective capturing of data by the pensioners and the pension sanctioning authorities when applying / forwarding the proposals for the pension. It would also ensure quicker processing and finalizing of pension cases and it also enables uploading of scanned signatures and photographs. Since these are incorporated in the pension authorizations also, the process of identification of the beneficiary by the treasury becomes easier. The enclosed annexures elucidate the changes enunciated in the online application. Applicant can take print out of the application in desired number of sets, sign at appropriate places and can submit to the Pension Sanctioning Authority (PSA) for approval. PSA in turn would fill up his portion of the application online and would take a print out which he would forward along with Service Books to AG after signing at appropriate places. The general instructions for filing the data online are enclosed as Annexure I & II.
2. Government after careful consideration of the proposal of Principal Accountant General (A&E), A.P., Hyderabad, here by instruct all the government servants to be retired and all the Pension Sanctioning authorities to use the electronic form created by the AG for filling PART-I and PART-II respectively,
which is available on http://www.agap.cag.gov.in. Further all the Pension Sanction Authorities are directed to verify the names, dates of birth and dates of joining, etc., against the Employee’s-ID of their staff to avoid data entry errors and problems.
3. Therefore, all the Departments of Secretariat and Heads of Departments are requested to communicate these instructions to all the Pension Sanctioning Authorities and all the government servants.

Circular No.5730 Guidelines for Recruting CRPs and MIS Coordinators

Sub:-Recruitment of CRPs. and MIS Coordinators – Certain Guidelines issued – Reg.
Ref:-This office Lr.Rc.No.5730/RVM(SSA)/B10/2010 dated 7.8.2012 addressed to all District Collectors.

In continuation of this office letter cited, the following guidelines are hereby issued. In almost all the districts, advertisement seeking applications for CRP posts has been released and large number of applications have received.
1)  All the applications are to be sorted out Mandal-wise, complex-wise and Caste-wise.
2)  The vacancies Mandal-wise are to be assessed and rule of reservation shall be followed to the extent possible at each Mandal level i.e. for example, if there are 10 CRP vacancies in a Mandal, 15% vacancies shall be reserved for SCs i.e. one vacancy. 6% of the vacancies shall bereserved for STs. i.e. one vacancy. 25% of the vacancies shall be reserved for B.Cs.and 3% for PHC. Hence, the vacancies will be filled up as follows taking 10 as example.


Total number of vacancies : 10
a)  Vacancies to be filled by SC candidate : 02
b)  Vacancies to be filled by ST candidates : 01
c)  Vacancies to be filled up by BC candidates : 03
d)  Vacancies to be filled up by general : 04
Candidates.
Further, it shall also be ensured that 1/3rd of every category to the extent possible will be filled up by Women candidates.
3)While appointing to CRP vacancies, the applicants,  who are residents in proposed school complex area alone are to be made eligible as per the orders already given. Hence, all the eligible applications shall be sorted out Mandal-wise, school complex-wise and caste-wise and merit list shall be prepared, based on 85% Weightage, considering the marks obtained in qualifying examinations (Detailed instructions are given in the earlier letter)
4)Number of representations have been submitted to the Government by many a candidates, who had worked in RVM earlier either in the capacity of Vidya Volunteers or as mobile science lab teachers etc., A decision has been taken to give Weightage of One mark for every one year of service rendered by these candidates not exceeding 5 marks. For this purpose, all the candidates should show evidence that they have worked in the RVM from the concerned authority who has appointed them. However, every care shall be
taken that no bogus certificates are issued by any authority. For this purpose, random verification of Bank accounts, through which they have received their salaries shall be verified. The marks obtained by all these candidates shall also be added to the 85% Weightage and this gives us the total marks the candidate secured out of 90 marks.
5)Since interview is proposed for 10 marks, once caste-wise merit list is prepared, (after excluding 5 marks for Weightage of RVM candidates) candidates who are falling within 10 marks range from the topper’s marks shall be called for the interview. To cite an example, let us say thatfirst candidate being SC, got 82, out of 90 marks, all the candidates who secured marks up to 72 shall be called for the interview.
6)In certain Mandals, if the suitable candidates are  not available in a particular category, eligible candidates from other category can be appointed. However, at district level, the reservation percentage shall be maintained.
7)  Since large number of candidates may have to be interviewed and it may not be possible to call all the candidates at district level, the District Collectors may constitute interview Committees at erstwhile block level or revenue divisional level depending on the number of candidates to be interviewed. A Team not less than 3 Members shall  be constituted, among them, one Senior Officer will be Chairman, and interviews shall be conducted in a befitting manner. The District Collector shall ensure that candidates do not resort to any canvassing and no Officer shall resort to unfair means in selecting the candidates, as it is a very prestigious recruitment taken up by the RVM under the Chairmanship of Collectors. After the interviews are
conducted, the total number of CRP vacancies are to be filled up and necessary orders can be given by MEOs engaging these candidates on contract basis.
8)  In respect of MIS Coordinator, the eligible applicants list has to be prepared district-wise. It must be kept in mind that the candidates residing in a particular Mandal alone are eligible to be recruited as MIS Coordinator in that Mandal. Hence, all the eligible applicants shall be listed out mandal-wise and
merit list shall be prepared by calculating 50% Weightage based on the marks obtained in qualifying examinations. District shall be considered as Unit for observing reservation, wherein out of the total posts in the district, 15% for SCs., 6% for STs. 25% for BCs., 3% for PHC and the remaining vacancies are to be
filled up with general candidates. However, 33% of vacancies in each category shall be reserved for Women candidates.
9)  For instance, if there are 50 vacancies in a district, the reservation shall be made as follows;
a)  Total number of vacancies in a district : 50
b)  Vacancies to be filled by SC candidates : 08
c)  Vacancies to be filled by ST candidates : 03
d)  Vacancies to be filled up by BC candidates : 13
e)  Vacancies to be filled up by PH candidates : 02
f)  Vacancies to be filled up by general candidates : 24
10)  Skill test may be conducted for all the eligible candidates at revenue division/Taluq / erstwhile block levels by a Technical Committee constituted by the District Collector. The experts from NIC/DRDA may be consulted and the candidates may be selected based on the overall merit arrived based on marks (50%) and skill test (50%) duly observing reservation norms. There shall not be any interview for these posts.
11)  After MIS Coordinators are selected, MEO will engage them on contract basis. All the District Collectors are requested to complete the process of appointments by 10th September 2012 as MRPs are being repatriated by 31st August, 2012 and the services of CRPs are very much required to fill up the
vacuum in monitoring the activities.

APPSC will conduct Departmental Tests Examination (Objective Type) vide G.O Ms.No.602 GA (Ser-C) Department Dated 01.11.2011 and few tests are written examinations as mentioned under para 5 (h) at 22 District Head Quarters (except Ranga Reddy district which is clubbed with Hyderabad Dist) for November 2012 session from 07.11.2012 to 12.11.2012 as per the timetable shown in accordance with the terms and conditions as laid down in department tests rules, 1965 and as amended from time to time.

ORDER:

In the G.O. 1st read above, orders were issued to the effect that the candidates who were selected through the DSC shall be initially appointed as apprentice for a period two years from date of appointment. He / she shall be paid a monthly stipend at the rate to be prescribed from time to time by the Government. On satisfactory completion of the period of apprentice, he / she shall be appointed to a regular post with a regular scale of pay. It was also ordered therein that the apprentice period shall be counted for probation.

2.    In the G.O. 2nd read above, Government in School Education, had sanctioned (2) Notional Increments to the apprentice period to the teachers working in Government / ZPP / MPP Schools and directed to count the period of 2 years apprentice period for the purpose of sanction of 2 notional increments w.e.f.01-04-2009. Further, Government in Memo.No.8663/ Ser.1/2010, School Edn. (SE.SER-I) Dept., dt.01-07-2010, on the clarification sought by the Director of Treasuries & Accounts, Hyderabad have clarified the above issue including payment of arrears in respect of sanction of 2 notional increments.

3.    In GO 223 (EducationSer.III-2) Dept., dt.01-07-1989, Government have relaxed the TTC qualification in favour of SC, ST candidates for recruitment to the post of SGT /Spl. Teacher and in pursuance of the said GO.223 (Education Ser.III-2) Dept., dt.01-07-1989, Education Department have issued instructions in  Memo.No.79/Ser.III.1/ 2001-9, dt.31-07-2003, while drawing the attention of Director State Audit, Hyd., that such SC/ST candidates are entitled for Notional Increments from the date of their appointment as SGT till they acquire TTC qualification and monitory benefit will be allowed from the day of following the last day of acquiring TTC qualification.

4.    In this connection, the Commissioner of Tribal Welfare, Hyderabad in the letter 4th read above, has stated that in representations dated 3-7-2010 & 5.8.2010, the Teachers Associations of Tribal Welfare have represented that the Notional Increments are not being released to the teachers working in Tribal Welfare Department by the District Treasury Officers with a plea that they have not received any instructions from the Director of Treasuries and Accounts, Hyderabad.


5.    Further, the Commissioner of Tribal Welfare, Hyderabad has informed that in the Memo.No.1656/KK1/68-2, Edn. Dated.25/06/1968, Government have issued orders that “General orders applicable to the schools and teachers working in schools under different managements shall also apply to the schools and teachers under the control of the Director of Tribal Welfare and Director of Social Welfare also”.

6.    In the reference 5th read above, the Commissioner of Tribal Welfare, Hyderabad, has furnished the requirement of financial implications and budget provisions for sanction of notional increments of apprentice period of teachers as Rs. 3,10,44,036/- and stated that the said expenditure will be incurred under the following head of account:

    2225        -    Welfare of SCs, STs and OBCs
    02        -    Welfare of Scheduled Tribes
    MH-277    -    Education   
    SH-05        -    Educational Institutions (Non-Plan)
    010        -    Salaries


7.    Further, the Commissioner of Tribal Welfare, Hyderabad has stated that there are (13) O.As filed by teachers of GPS (Tribal Welfare), Srikakulam District in Hon’ble Andhra Pradesh Administrative Tribunal for sanction of increments thereof and for payment of salaries from December 1991 to May 1993. The Hon’ble Andhra Pradesh Administrative Tribunal admitted the above OAs on 21-12-2010 and granted interim orders directing the 2nd Respondent (Commissioner of Tribal Welfare, Hyderabad) to pass orders on the letter of Project Officers, ITDA, Seethampeta, Srikakulam, District in Rc.No.K3/2003/Dy.E.O/F/Den. Dated 15.03.2010, where in the Project Officer, ITDA., Seethampeta has requested to issue instructions for sanction of increments to the teachers appointed on consolidated pay during the year 1991.

8.    In view of the above, the Commissioner of Tribal Welfare, Hyderabad has requested the Government to issue necessary orders in the matter.

9.    Government after careful examination of the matter hereby orders for release of (2) notional increments to the teachers working in Tribal Welfare Educational Institutions on par with the teachers working in Government/ZPP/MPP Schools who were sanctioned (2) notional increments with effect from 01-04-2009 based on the G.O.Ms.No.2, Edn. (Ser.III) Department, dated:05.01.2009.

10.    The Commissioner of Tribal Welfare, Hyderabad is requested to take necessary action accordingly.

11.    This order issues with the concurrence of Finance (ESW) Department, vide their U.O.Note. No.29515/20/A2/ESW/2012, dt.05-03-2012.

Tamilnadu State Eligibility Test (SET) 2012 Online Registration

Bharathiar University, Coimbatore, Tamilnadu. State Eligibility Test (SET) For Lectureship, October – 2012


1. Bharathiar University will hold the State Eligibility Test (SET) on Sunday, 07th October 2012 for determining the eligibility of Indian Nationals for recruitment of Lecturers in Universities and Colleges in Tamil Nadu & Union Territory of Puducherry in the subjects listed in item No.7 at the centers listed in item 8 below.
2. ELIGIBILITY CONDITIONS
I) Only those Candidates who have completed / are pursuing PG degree are eligible to appear in SET. Others need not apply.
ii) Candidates who have secured atleast 55% marks (without grace or rounding off) in Master's Degree (or) equivalent examination are eligible for this test. The Scheduled Caste (SC) / Scheduled Tribes (ST) / Physically Challenged (PC) / Visually Challenged (VC) category candidates who have secured atleast 50% marks (without grace or rounding off) in Master's Degree Examination are eligible for this Examination.
iii) Candidates who have appeared (or) will be appearing at the qualifying Master's Degree Examination and whose results are still awaited (or) candidates whose examinations have been delayed may also apply for this test. However, such candidates will be admitted provisionally and shall be considered eligible for award of Lectureship eligibility only after they have passed their Master's Degree examination (or) equivalent with atleast 55% marks (50% in case of SC/ST/PC/VC category candidates). Such candidates must obtain their P.G. degree Marksheet within two years from the date of SET result with required percentage of marks, failing which they will be treated as disqualified.
iv) The Ph.D degree holders whose Master's level examination had been completed by 19th September 1991 (irrespective of date of declaration of result) shall be eligible for relaxation of 5% of marks from 55% to 50% to appear in SET Examination.
v) Candidates have to appear for SET in the subject of their Post Graduation only.
vi) CANDIDATES SHOULD NOTE THAT THEIR CANDIDATURE IS PROVISIONAL. THE MERE FACT THAT AN ADMISSION CARD HAS BEEN ISSUED TO A CANDIDATE WILL NOT IMPLY THAT THE UNIVERSITY HAS FINALLY ACCEPTED HIS/HER CANDIDATURE. CANDIDATE MAY NOTE THAT THEIR CANDIDATURE WILL BE DEEMED FINAL UPON VERIFICATION OF ELIGIBILITY CONDITIONS.
vii) The UGC is considering the OBC candidates as per the Central List of 'Government of India' for giving relaxation in NET Examinations. Further, it has been decided that for SET Examinations, which are valid within the respective state, OBC candidates as per the List maintained by the respective state, may also be allowed to be eligible for relaxation in qualifying marks in SET examination, in addition to the OBC candidates as per the 'Central List' maintained by Govt. of India.
viii) Candidates seeking concession in fee are required to submit attested copy of their OBC/SC/ST/PC/VC certificate along with their Application Forms. Other candidates are not required to submit any certificates/documents in support of their eligibility along with printout of their Application Form. Therefore, the candidates, in their own interest, must satisfy themselves about their eligibility for the Test. In the event of any ineligibility being detected by the university at any stage, their candidature will be cancelled and they shall be liable for legal action.

3. AGE LIMIT : No Upper age limit
4. EXEMPTION (ELIGIBILITY FOR LECTURESHIP)
i) NET/SLET/SET shall remain the minimum eligibility condition for recruitment and appointment of Assistant Professors in Universities/Colleges/Institutions. Provided, however, that candidates, who are or have been awarded a Ph.D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulation, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/ Colleges/Institution.
ii) For SET Candidates: The candidates who have cleared the State Eligibility Test (SET) accredited by UGC for eligibility for Lectureship held prior to 1st June 2002 onwards, the qualified candidates are eligible to apply for the post of lecturer only in the universities/colleges belonging to the state from where they have cleared their SET.
5. EXAMINATION FEE AND MODE OF PAYMENT
For General Candidate, the examination fee is Rs. 1000/-, for Other backward classes (OBC) the fee is Rs.750/- and Rs.250/- for SC/ST/Physically Challenged / Visually Challenged.
Examination fee has to be paid through Bank Challan by downloading from www.b-u.ac.in/set2012. Fee once paid will not be refunded under any circumstances.
