Order
The Hon’ble Supreme Court in the reference 3rd read above has directed all the State Governments to provide safe drinkingwater and sanitation facilities in all the schools in a time bound manner. The Right of Children to Free and Compulsory Education Act, 2009 enacted by the Government of India also envisages water and sanitation facilities for all children in all the schools across Country. This necessitates construction and maintenance of water and toilet facilities in systematic and continued basis and clear action plans have to be drawn to ensure this. Coordination and convergence needs to be built at the State and District levels among Rajiv Vidya Mission (Sarva Siksha Abhiyan), Rashtriya Madhyamik Siksha Abhiyan (RMSA),
Municipal Administration Department, Department of Rural Water Supply and such other related line Departments / Agencies who have the mandate to provide water and sanitation facilities in all schools. These issues were also reiterated during the Regional Workshops on Water, Sanitation and Hygiene in Schools organized by the UNICEF-SSA held in May, 2012 in the State.
2. Government after careful consideration of the matter hereby constitute a State Level Task Force and District Level Task Force on School Sanitation in all Districts as follows:-
