Under the Explanation to Section 25 of the Negotiable Instruments Act, 1881 (Central Act XXVI of 1881) read with the Government of India, Ministry of Home Affairs Notification No.20-25/26/Pub.I, dated 8-6-1957, the Government of Andhra Pradesh hereby declare that in addition to Sundays expressly defined as Public Holidays in the said “Explanation” the following days shall be observed as Holidays in the Andhra Pradesh State during the year 2013:

ORDER :
The Government of Tamil Nadu pass the following orders in regard to the observance of Holidays in the State of Tamil Nadu for the year 2013:- (i) Public Holidays: The Holidays declared under the Negotiable
Instruments Act, 1881 (Central Act XXVI of 1881), indicated in the notification appended to this order will be published in the Tamil Nadu Government Gazette.
(ii) Government Holidays: The Government direct that all the offices under the control of the Government of Tamil Nadu be closed on:- (a) The dates specified in the notification appended to this order (except Annual Closing of Bank Accounts on 01.04.2013 and Half Yearly Closing of Bank Accounts on 30.09.2013).

th read above from 41.944% to 47.936% from 01.07.2012 in respect of: -
(i) those who retired from service after 01.7.2008 and drawing pension in the Revised Pay Scales, 2010;
(ii) those who retired prior to 01.7.2008 and whose pension was consolidated in the light of orders issued in the G.O. 2ndread above;
(iii) those who retired prior to 01.01.1996 drawing UGC Pay Scales and whose pension was ordered to be consolidated in the light of orders issued in G.O. (P) No.95, Finance (Pen.I) Department, dated 01.08.2000 and

Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales 1996, from 139% to 151% of the basic pay with effect from 1st July 2012, as DA equivalent to 50% Basic Pay was already merged through G.O.Ms.No.9, Higher Education (U.E.I) Department, dated: 8-2-2006 and G.O.(P)No.173, Finance (PC.I) Department, dated:23.07.2007.
Government hereby order the revision of Dearness Allowance rate sanctioned in the G.O. 22nd read above to the State Government employees in the Andhra Pradesh Revised Pay Scales 2005 from 122.46% of the basic pay to 133.764%of the basic pay with effect from 1st July 2012in the Revised Pay Scales of 2005.
The Dearness Allowance shall be paid in cash with the salary of November, 2012 payable in December, 2012. The arrears on account of payment of Dearness Allowance for the period from 1st July 2012 to 31st October 2012shall be credited to the General Provident Fund Account of the respective employees.
In respect of the employees who were appointed to Government service on or after 01.09.2004 and are governed by the Contributory Pension Scheme (CPS), the arrears from 1st July 2012 to 31st October 2012, 10% of the DA arrears shall be credited to the PRAN accounts of the individuals along with the government share as per G.O. and the remaining 90% of arrears shall be paid in cash.

7% DA Hike to Punjab State Govt Employees Pensioners
7 per cent DA Hike to Punjab State Govt Employees.
The Punjab State Government announced 7% DA to Employees and Pensioners. DA now enhanced from 65% to 72% with effect from 1.07.2012. July and August Months enhanced DA will be deposited in to the General Provident Fund (GPF) accounts of employees, and DA arrears from September 2012 to October 2012 will be given in cash. From 1.11.2012 onwards, enhanced dearness allowance will be merged with the salaries. For Pensioners, total DA Arrears will be paid in cash with effect from 1st July, 2012.
The Punjab State Government announced 7% DA to Employees and Pensioners. DA now enhanced from 65% to 72% with effect from 1.07.2012. G.O.Ms.No.390 Dated: 07.11.2012, Award of cash incentive to the Government employees who have rendered 25 years of unblemished service - Orders Issued
Read:
1. G.O.Ms.No.13, Finance (Pay Cell) Department, dated: 04—01--1996.
2. SB Order No.22 / 2011, letter No.113-01 / 2011-SB dated: 24-11-2011, the Department of Posts, Ministry of Communication and Information Technology, Government of India.
ORDER:
In the Government Order read above, orders have been issued to the effect that the Government employees who have completed 25years of unblemished service under the State Government shall be awarded with an Indira Vikas Patra in the denomination of Rs.1,000/- (Rupees one thousand only) with an initial value of
Rs.500/-(Rupees five hundred only). Subsequently, Kisan Vikas Patra was issued in lieu of Indira Vikas Patra.
2)In the letter second read above, the Government of India has conveyed its decision of discontinuing the sale of Kisan Vikas Patra with effect from 1--12--2011 consequent on rationalization of schemes.
3) Consequent on the closure of the scheme of Kisan Vikas Patra, requests were made from various Departments of Secretariat /Head of Departments to provide an alternate incentive in lieu of Kisan Vikas Patra awarded for rendering of 25 years of unblemished service by the employees. The Government has examined the issue in detail and considering the quantum of incentive fixed fifteen years ago, it was felt necessary that the twenty five years of unblemished service rendered by the employees should be recognised in a proper perspective and therefore it has been decided to grant cash award as an incentive to the above employees. Accordingly, Government direct that a cash award of Rs.2,000/- (Rupees two thousand only)
shall be sanctioned to the employees who have rendered twenty five years of unblemished service along with a Certificate (Annexure enclosed) issued on behalf of Government duly recognizing their unblemished services
4) The Government also direct that the appointing authorities concerned shall prepare a list of employees who have completed 25 years of unblemished service once in every six months i.e. on the 1st January and 1
st July of every year and issue sanction orders for issue of cash award of Rs.2,000/- (Rupees two thousand only) so as to enable the Drawing and Disbursing Officers to claim the same and make payment to the employees concerned. Further, there shall be no change in the conditions stipulated in para--3 of the Government Order cited and subsequent clarification issued in this regard.
5) These orders shall also apply to the teaching and non-teaching staff of local bodies and aided educational institutions.
6) The expenditure shall be debited to the detailed head of account “59 Prizes and Awards” under the relevant sub-head,minor, sub-major and major heads of account.
7) Necessary additional funds will be provided in Revised Estimate / Final Modified Appropriation 2012–2013. Pending provision of such funds, the Heads of Department concerned are permitted to incur the expenditure under the relevant head of account and the same may be included in the proposals sent to Government for Revised Estimate / Final Modified Appropriation2012--2013.
8) In cases where the sanction for issue of Kisan Vikas Patra has already been made and the amount drawn and kept in the accounts of the Drawing Officers for purchase of Kisan Vikas Patra, which has been dispensed such amounts shall be remitted to the Government account and orders sanctioning Kisan Vikas Patra in such cases shall be cancelled and fresh orders be issued for sanction of cash award to such employees.

4) The Government also direct that the appointing authorities concerned shall prepare a list of employees who have completed 25 years of unblemished service once in every six months i.e. on the 1st January and 1
st July of every year and issue sanction orders for issue of cash award of Rs.2,000/- (Rupees two thousand only) so as to enable the Drawing and Disbursing Officers to claim the same and make payment to the employees concerned. Further, there shall be no change in the conditions stipulated in para--3 of the Government Order cited and subsequent clarification issued in this regard.
5) These orders shall also apply to the teaching and non-teaching staff of local bodies and aided educational institutions.
6) The expenditure shall be debited to the detailed head of account “59 Prizes and Awards” under the relevant sub-head,minor, sub-major and major heads of account.
7) Necessary additional funds will be provided in Revised Estimate / Final Modified Appropriation 2012–2013. Pending provision of such funds, the Heads of Department concerned are permitted to incur the expenditure under the relevant head of account and the same may be included in the proposals sent to Government for Revised Estimate / Final Modified Appropriation2012--2013.
8) In cases where the sanction for issue of Kisan Vikas Patra has already been made and the amount drawn and kept in the accounts of the Drawing Officers for purchase of Kisan Vikas Patra, which has been dispensed such amounts shall be remitted to the Government account and orders sanctioning Kisan Vikas Patra in such cases shall be cancelled and fresh orders be issued for sanction of cash award to such employees.

O R D E R:-
In the reference
1st read above, maternity leave has been enhanced from 120 days to
180 days to the married women employees of State Government. Therefore, the Commissioner and Director of
School Education, Hyderabad in the reference 3rd read above has requested the Government to
amend the orders issued in the ref. 2nd read above, to suit the
orders of the Finance Department. After
careful examination of the matter, Government hereby amend the paragraphs 2(B)
and 2 (C) of reference 2nd read above, as under:

Head Master of High Schools:
The Head Master of High Schools shall have authority to
grant Casual Leave/Special Casual Leave (Special Casual Leave when permitted
by the Government) and also other types of leave(Earned Leave/ Half-pay
Leave/ Commuted leave/ Maternity Leave and Extraordinary Leave) upto 4 months
to the teachers working in their respective High Schools, subject to the
condition that the teachers report back to the same school from where they
went on leave and continue to work there.

UGC National Eligibility Test NET 2012 December Notification
UGC (University Grants Commission) has issued NET (National Eligibility Test) 2012 December Notification. NET is used as an Eligibility Test for Junior Research Fellowship and Lectureship. The University Grants Commission announces holding of the National Eligibility Test (NET) on 30.12.2012 for determining the eligibility of Indian nationals for the Eligibility for Lectureship only or Junior Research Fellowship (JRF) and Eligibility for Lectureship both in Indian universities and colleges. UGC will conduct NET in 78 subjects at 77 selected NET Coordinating Universities spread across the country. The result of the UGC-NET to be held on 30.12.2012 will be made available on the UGC websites: www.ugc.ac.in and www.ugcnetonline.in as and when it is declared. The candidates will not be individually intimated about their result.

The candidates who qualify for the award of Junior Research Fellowship are eligible to pursue research in the subject of their post-graduation or in a related subject and are also eligible for lectureship. The universities, institutions, IITs and other national organizations may select the JRF awardees for whole time research work in accordance with the procedure prescribed by them. The award of JRF and Eligibility for Lectureship both OR Eligibility for Lectureship only will depend on the performance of the candidate in all three papers of NET. However, the candidates qualifying exclusively for lectureship will not be considered for award of JRF. East Delhi Municipal Corporation EDMC, Education Department invites applications from interested and eligible candidates for engagement as Primary Teachers under Sarva Siksha Abhiyan SSA in school of EDMC. Total 681 Posts will be recruited. Engagement is purely on temporary contract basis upto 31.03.2013 on a fixed remuneration of Rs13500.
Teachers Primary are to be engaged by EDMC under the scheme of SSA. Zone wise tentative vacancies of teachers primary are 681 [219 (Shah. South) and 462 (Shah. North)]. The post have been sanctioned under SSA to meet the requirement of additional teachers under RTE Act. SSA will provide funds to EDMC for engaging these additional teachers upto 31.3.2013. If SSA stops providing funds to EDMC the engagement shall stand cancelled.
Qualification:
1). Senior Secondary (10+2) or intermediate or its equivalent from a recognized Board / University / Institute.
2). Must have passed Hindi as a subject at Secondary Level
3). Must have passed English as a subject at Secondary or Senior Secondary level.
Two years diploma / Certificate course in ETE / JBT or equivalent or B.El.Ed from a recognized institution
Must have qualified in CTET conducted by CBSE
Age: General : - 30 years, SC: 35 years, ST: 35 years, OBC: 33 years, PH: 40 years

NMMS National Means cum Merit Examination 2012-13
NATIONAL MEANS CUM MERIT SCHOLARSHIP EXAMINATION 2012 – 13
The N.M.M.S. Examination for the academic year 2012 – 2013 will be held for the students of GOVT / GOVT AIDED / LOCAL BODY / CORPORATION currently studying in Std. VIII, and obtained SC, ST 50% and others 55% of marks in the VII Std. Examination at the annual level.
The amount of scholarship will be Rs. 500/- per month (as per M.H.R.D. guidelines).
The State Level examination will be conducted on
in all the Educational District Headquarters of the State.
The State reservation policy will be adopted, for the selection of candidates including 3% for physically challenged group of students.
Students of Class VIII studying in recognized GOVT / GOVT AIDED / LOCAL BODY / CORPORATION Schools are eligible to appear for this examination.
The pattern of written Examination for Class VIII will be as follows :-
There will be 90 questions each in Mental Ability Test and Scholastic Aptitude Test. Each question carries one mark.
The time allowed is 90 minutes for MAT and SAT Examination, separately.
The question format for SAT will be based on the syllabus for Class VII and VIII as prescribed by the State Board.
For SAT paper, the number of questions allocated for each subject will be as follows:
Science 35, Mathematics 20, Social Science 35
Visually challenged candidates are allowed 30 minutes extra time for both MAT and SAT Examinations. As per the quota allotted for the State by the MHRD, Government of India, 6695 candidates will be selected in this Examination.
Application form may be downloaded from the Directorate of Government Examinations website. www.dge.tn.nic.in from 01.11.2012 to 09.11.2012.
After filling the application form, the candidates should remit a fee for Rs.50/- in the challan available along-with the application, in any one of the Treasury/Sub-Treasury of the State Government. Any other mode of payment viz. Demand Draft/Cheque/Postal Orders will not be accepted and the filled in applications should be handover to the respective Headmasters/Headmistress of the school on or before 09.11.12 with necessary enclosures. Information regarding issue of hall-tickets will be issued separately.
