Central Govt may implement Justice Verma recommendations on Teacher Education Courses. There recommendations will likely be implemented from the academic year 2014-2015. Integrated Teacher Education Course may replace the existing D.Ed (Diploma in Education) Course. This course duration will be 4 years after 10th class. Duration of the B.Ed Course will likely be enhanced to 2 years from the academic year 2015-2016. At present, B.Ed (Bachelor of Education) Course's duration is 1 year. In addition to this, M.Ed (Master in Education) Course duration will also be enhanced to 2 years from 1 year. Justice Varma commission has made about 30 recommendations in the current teacher education system, which will likely be implemented by the union government from the academic year 2015-2016.

Govt of West Bengal, Memo No.1030/g, dated 23.12.2013. The district inspector of Schools requested to submit the name of the SC/ST Girl students for the national scheme of incentives to girls for secondary education as per proforma enclosed in the memo. The criteria is as follows
1.All the SC/ST Girl students who passed in class 8th and enroll in class 9th in any govt, govt aided, or local body school or Madrasahs in the academic year 2013-2014.
2.The girl student should be unmarried and below 16 years of age as on 31.03.2013.
3.The amount will be deposited in the name of the eligible girl student and the student with draw the amount after passing class 10th and reaching 18 years
The names must be submitted within 17.01.2014 positively both in soft copy (CD) in excel file and hard copy.

While enclosing copies of the references along with its enclosures all the District Educational Officers and the Regional Joint Directors of School Education in sate are here by informed that Government have issued orders in their G.O 1st cited to submit employees data (HMRS) through ONLINE Web-based application.
Hence all the District Educational Officers and the Regional Joint Directors of School Education in the state are requested to arrange to see that the staff who are working under their jurisdiction should submit their data/ applications to the concerned Drawing and Disbursing Officers along with the following documents in digital form along with the filled application for uploading the same for issue of Health Cards and they are requested to complete the exercise as per Government instructions before 24.12.2013 positively.
a) Copy of Service Register( pages 1 and 2 old service register or pages 4 and 5 of new register).
b) Digital copy of ICAO complaint photograph of the employee and of each beneficiary.
c) Copy of Aadhar Card or Aadhar Card enrolment receipt for each beneficiary.
d) For the beneficiaries who are below five years if Aadhar Cards or Aadhar Card enrolment receipts are not available, birth certificate issued by the appropriate authority may be furnished.
e) In the case of family member or dependent suffers any disability, the disability certificate issued by the component authority has to be submitted.
f) If (c), (d) and (e) documents above are not immediately available remaining data may be entered without awaiting the documents. In such cases, employees be instructed to submit them before January 31, 2014.
Further all the District Educational Officers and the Regional Joint Directors of School Education in sate should submit their feedback to the Deputy Director (Planning) O/o C&DSE, A.P., Hyderabad without fail and see that the exercise should be completed by 24 -12-2013.

Govt of West Bengal, Department of Finance (Audit) has issued a notification No.8840-F(P 2) Dated 16.12.2013 for the grant of Dearness Allowance to the West Bengal State Govt Employees and also increased the daily rated workers wages with effect from 1.01.2014.
1.The West Bengal Governor is pleased to decide that the whole time State Government Employees drawing basic pay up to Rs.80,000/- shall draw Dearness Allowances at the rate of 58% with effect from 1st January, 2014. The calculation of Dearness Allowance shall be made taking into account the revised Band Pay, Grade Pay & NPA, if any, but shall not include any other types of Pay.
2. The Governor has also been pleased to decide that there will be a further ad-hoc increase in the existing daily rate of wages by Rs.13/- (Rupees Thirteen) only with effect from 01.01.2014 for the daily rated workers under the Government whose wages are not regulated by any statutory provisions like the Minimum Wages Act, etc.

Government has issued orders introducing the Employees’ Health Scheme (EHS) and issue of Health Cards to the employees, their family members and dependents, for cashless treatment at empanelled hospitals.
In order to implement the HRMS (Human Resources Management System) and issue of Health Cards, the Government has decided to collect the data of all Government Employees online through a Web-based application established by the Finance Department Portal. It has been decided to collect the data directly from all the Drawing and Disbursing Officers (DDOs) to obviate delay in the matter
In this context, the Government hereby direct all the Drawing and Disbursing Officers (DDO) in the state to furnish the data relating to all employees mentioned above through web-based application by logging in to the Finance Department portal at “https://fdp.cgg.gov.in” by using their existing log-in ID (DDO code) issued by the Director of Treasuries and Accounts (DTA) using the default password “dataentry”. The detailed instructions are given in the annexure to this order. The relevant forms and the User Manual are available in the website mentioned above. The helpline numbers are also indicated in the above mentioned website for the benefit of the DDOs and other employees
The DDOs shall complete the data entry on or before January 5th 2014. All DDO shall ensure that the required data-forms are printed and supplied to all employees and other functionaries for whom they are drawing and disbursement officers, including subordinate offices and staff.
The Government hereby instructs that the pay and allowances for the month of January 2014 of the employees who fail to submit their data to the DDOs by December 24th 2013 and the pay and allowances of DDOs who fail to upload the data by January 5th 2014, will be claimed only after they submit their data.

A Health Card is required for Employee Health Scheme (EHS) which is started for AP State Govt Employees and Pensioners. Government of Andhra Pradesh, has started this scheme on the 5.12.2013. AP State Govt Employees have to enroll for Health Card, which enable them to get cashless treatment in the network hospitals notified across all andhra pradesh. Step by step procedure for getting registered for EHS is as follows.
1.Employee have to log in to the official website www.ehf.gov.in with their Treasury ID and Password
2.Then they have to click on the registration tab
3.Then they have to click "Initiate Health Card/View Application"
4.After that, they have to enter their Aadhar Number, or Aadhar Enrollment Number
5.Then they have to click "retrieve details"
6.Then they have to enter personnal details like date of joining, address, pay, post details Etc..
7.After that, they need to click the save button to save the information which they entered. Enrollment application saved successfully message will then be displayed upon successfully saving.
8.After that, they have to enter their family members details.
9.If a family member is below 5 years of age, then, they have to upload date of birth certificate of that child
10.After adding family members (beneficiaries), they have to attach the required documents online. Then they have to submit the application form.

Employees Health Scheme (EHS) – Recovery of contribution from the Salaries/Pensions of December 2013 payable in January 2014 onwards and depositing the amount with Government contribution in the Public Account – Orders – Issued

ORDER
In the reference first to third read above, orders were issued for implementation of Employees Health Scheme (EHS) by providing Cashless Medical Treatment to the State Government Employees, Pensioners and their dependents.
2. In continuation to the orders read above, the following orders are hereby issued regarding recovery of contribution towards EHS from the salary/pension of employees/pensioners eligible for EHS as indicated below starting from December 2013 payable in January 1st 2014 onwards; the source of finances for
implementation of the Employees Health Scheme and creation of Public Account
i) All Drawing and Disbursing Officers/Pension Payment Officers are hereby instructed to recover the contributions from the Employees/ Pensioners as ordered in the reference first read above from the
salaries/pensions of December 2013 payable in January, 2014 onwards.
The contribution is as under:
a) Rs.90/- per month (for Slab A consisting of employees with Pay Grades from I to IV and Slab B consisting of employees with Pay Grades from V to XVII).
b) Rs.120/- per month (for Slab C consisting of employees with Pay Grades from XVIII to XXXII).
c) The Pay Grades for three Slabs under other Pay Scales, such as University Grants Commission Pay Scales, will be those equivalent to the corresponding Pay Grades under the State Government.
d) The contribution for service pensioners or family pensioners will be according to the present Pay Grade of the post from which the pensioner retired from service.
(ii) If both of the spouses are Government employees or Service Pensioners, contribution by any one of the spouses is sufficient. In such a case, the applicant shall give a declaration to the effect that the other spouse is a Government employee / Service Pensioner, duly indicating the Employee Code/Pensioner Code of the other spouse. All the Drawing and Disbursing Officers are instructed to obtain an undertaking from the employees in the proforma annexed to this order with immediate effect
iii) (a) The proportionate Government Contribution is as follows:
i) Rs.135/- per month for Slab A and Slab B category of employees and pensioners.
ii) Rs.180/- per month for Slab C category of employees and pensioners.
(b) The Government contribution for Employees Health Scheme will be made under the following head of account:

iv) The contribution of the employees and pensioners on one hand and Government contribution together shall be deposited under the following heads of account under Employees Health Scheme Account along the lines of Contributory Pension Fund.

iii) In respect of employees who are on long leave the contribution towards Employees Health Scheme shall be recovered from their leave salary.
vi) In respect of employees who are under suspension and those who are on leave without pay, the concerned employee shall contribute the amount to the EHS fund through a challan in the first week and furnish the same to the Drawing and Disbursing Officers of the last station they have worked. The services under Employees Health Scheme shall be suspended temporarily if they fail to comply with the above instructions

Half Yearly Examinations in Andhra Pradesh will commence on 2nd January 2014 and continue upto 8th of January 2013 for all classes. After Half Yearly Examinations, Pongal Holidays will be declared to all non-missionary schools in Telangana Region. Pongal Holidays commence on 9th of January 2014 and continue upto 18th of January 2014. Pongal Holidays will only be observed in the Telangana Districts of the state. No Holidays will be given to Seemandhra Districts as 33 working days were lost during the samaikyandhra stike. The commissioner and director of school education, andhra pradesh has released a proceedings Rc.No.31 regarding this issue.

Eligibility Criteria
1.Applicants should be residents of West Bengal State.

3.Annual family income of the applicant from rural area should not exceed Rs.81,000 and Rs.1,03,000/- for  urban area applicants.
4.The applicant should have secured admission to the educational institution on the basis of JEE/CAT Extra.
Loan Amount and Interest Rate
Upto Rs10,00000 will be granted as loan for studies with in the country and for education abroad, loan will be granted for about Rs20,00000.
90% of course expenditure will be granted as loan and students have to bear the remaining 10% expenditure cost. 4% interest rate per annum will be collected from the male students, while female students have to pay 3.5% interest rate

Sub: Utkarsha Abhijan 2013 - Assessment of Quality of Education in Primary Schools in West Bengal.
The Utkarsha Abhijan is an initiative whereby the students at the primary level will be assessed to get a preliminary idea of their learning levels and through the process, awareness will be generated on “quality education” amongst teachers, guardians, government officials at different levels and the community at large. The entire exercise will be taken up in a cooperative mode in a congenial atmosphere and care should be taken to avoid any fear or mental pressure on the children. The assessor will complete the process with the taking of the Mid-Day Meal with the children and teachers of the school.
1.An assessment of learning levels – “READING, WRITING & BASIC NUMERICAL OPERATIONS” amongst students from Class 3 & Class 4will be carried out to see if they have achieved the expected learning outcomes of class 2 & 3 levels respectively. The assessment will be conducted either by a School Inspector or a Siksha Bandhu under SSA.
2. The assessment will be conducted in your schoolson any day between 9th & 21st December, 2013 by an assessor assigned for the purpose
3. Simple formats for the assessment have been devised which will be filled in by the assessor during the assessment.
4. She/he will reach your school before the start of the school for the day and shall remain in the school up to the MDM break or till completion of the assessment works and shall share MDM with all the teachers andstudents in the school

ORDER:
1. In the G.O. first read above the General Administration (Services-A) Department issued orders adopting an annual calendar for recruitments and prescribed a schedule for estimation and notification of vacancies for recruitment. It was ordered that all departments should follow this schedule. In the G.Os. second to fourth read above orders were issued according permission to fill certain vacancies in different categories including the categories that are classified as Group-I, Group-II and Group-IV Services, other gazetted, non-gazetted and technical categories in various departments through direct recruitment by the relevant recruiting agencies.
Several secretariat departments have sent further proposals for filling vacancies in various categories meant for direct recruitment in the departments and institutions under their administrative control
2. After careful examination of the proposals of the departments and keeping in view the actual requirement with reference to the nature of work and activities of the departments and the overall financial implications, the Government hereby accord permission to fill seven thousand one hundred and seventy-three (7,173) vacancies in different categories in various departments, through direct recruitment by the relevant recruiting agencies, as shown in the Annexure to this order.
3. The Secretary, Andhra Pradesh Public Service Commission shall take appropriate steps for filling the above vacancies through direct recruitment by obtaining the details, such as zone/ district wise vacancy position, roster points and qualifications, etc., from the concerned authorities in the prescribed proforma. The
Andhra Pradesh Public Service Commission shall issue schedule for recruitment expeditiously and issue notification accordingly.
4. All administrative departments and the Heads of Departments concerned shall furnish details of all vacant posts authorized in this order, including the zone/district wise vacancy position, roster points and qualifications, etc., to the recruiting agencies immediately
5. For the posts authorized to be filled by the Departmental Selection Committees, the administrative departments of secretariat and the heads of departments concerned shall take necessary action for filling the respective posts duly following the Rule of Reservation, the provisions of the Presidential Order and the provisions of the Service Rules applicable to the relevant posts. They shall adopt a transparent selection procedure based on written test for the purpose. The departments shall obtain orders on the composition of the selection committee, selection process and other issues related to the recruitment process duly following the rules of business by routing the file through the Finance Department before undertaking the recruitment by the departmental selection committees.
6. All concerned are hereby instructedto take immediate action to implement these orders.

Udyogasri Scheme for AP State Govt Employees and Pensioners will commence from 5th of December 2013. AP State Govt Employees and Pensioners will get cashless treatment under this Udyogasri Scheme. They will get free treatment in 335 network hospitals which are covered by Aarogyasri Trust. They have to submit their Temporary/Permanent Health Card to get free treatment in the network hospitals for about 1835 Diseases and Treatments. They can get free treatment upto 2 Lakh rupees. Employees, Pensioners, Teachers Medical Bills will be paid by the Aarogyasri Trust. They dont need to pay any amount on joining in the network hospitals. There will be a 'Aarogya Mitra' in every network hospitals, that takes care of the people who joined by submitting an Health Card. AP State Govt will start the Udyogasri Scheme on experimental basis tomorrow that is on 01.12.2013. They have to register online at the official web portal www.ehf.gov.in
Gazetted and Non Gazetted Employees have to pay a premium of Rs120 and Rs90 respectively to avail free treatment. Semi Private Ward will be allotted to the employees who pay Rs90/month as premium and Private Ward will be allotted to the employees who pay Rs120 as premium per month.

ORDER:
In the reference 1st read above, Government have accorded administrative approval for setting up 355 Model Schools in the Educationally Backward Blocks as Bench-mark of Excellence and prescribed the guidelines for establishment of Model Schools duly following the norms of GoI.
2. In the reference 2nd read above, under phase-II of the Scheme, the Government of India have sanctioned total 234 Model Schools for the State of Andhra Pradesh with the total project cost of Rs.904.23 crores (Rupees Nine Hundred and Four Crores and Twenty Three lakhs only). As per the norms of the scheme, sharing pattern of expenditure is 50:50 between the Government of India and the State Government.
3. The Commissioner & Director of School Education, A.P., Hyderabad vide reference 3rd read above has requested the State Government to accord administrative approval for setting up of 234 Model Schools under Phase-II scheme. The Commissioner & Director of School Education, A.P., Hyderabad has also requested to sanction total 4680 posts of teaching to be filled up by Direct Recruitment, and 3236
posts of Non-teaching to be recruited through outsourcing basis in the 234 Model Schools. He has further stated that as per the above sharing pattern, State Government have to bear Rs.452.12 crores (Rupees Four Hundred and Fifty Two Crores and Twelve Lakhs only) being the 50% of the total project cost of Rs.904.23 crores approved by GOI for the scheme.
4. Government, after careful examination of the matter, hereby accord administrative approval for setting up of 234 Model Schools in the Educationally Backward Blocks identified / approved by the GoI under Phase-II of the Scheme, with the total Project cost of Rs.904.23 crores. The State Government have also agreed to bear Rs.452.12 crores (Rupees Four Hundred and Fifty Two Crores and Twelve Lakhsonly)
towards 50% of the total Project Cost. The list of 234 Model Schools isappended to the G.O. as Annexure.
5. The Commissioner & Director of School Education, Hyderabad is informed that except the cost of Rs.452.12 crores sanctioned above, Government will not entertain any proposals for additional amounts of the scheme. Further the guidelines issued in G.O.Ms.No.42, SE(Prog.I) Department, dt. 12/7/2013 shall be followed in respect of execution of the Phase-II scheme approved above.
