2. All the sections and all the mediums of a particular class in a school shall be treated as one class only. 3. The school having both primary and upper primary classes shall have one SMC for the entire school. 4. In case of schools having classes for both elementary and secondary education, separate School Management Committee shall be constituted for the elementary section, which may be styled as ‘upper primary School Management Committee’ of the corresponding school. 5. Child belonging to socially disadvantaged group means and includes a child belonging to the Scheduled Caste, Scheduled Tribe, Orphans, Migrant and Street Children, Children With Special Needs and HIV affected/infected children. 6. A child belonging to weaker sections means a child belonging to BC, Minorities and includes OCs whose parents income does not exceed Rs 60,000/- per annum. |

The following notification shall be published in the extra-ordinary issue of the Andhra Pradesh Gazette dated 17.06.2013.
NOTIFICATION
In exercise of the powers conferred by Section 99 read with sections 20,21,79,80 and 83 of the Andhra Pradesh Education Act, 1982 (Andhra Pradesh Act 1 of 1982), the Governor of Andhra Pradesh hereby makes the following amendment to the Andhra Pradesh Educational Institutions (Establishment, Recognition, Administration and Control of Schools under Private Managements) Rules, 1993 issued in G.O.Ms.No.1, Education(PS.2) Department, dated 01.01.1994 as subsequently amended.
AMENDMENT
In the said rules, in rule 10, for sub-rule (17), the following sub-rules shall be substituted namely:-br /> (17)That when a private aided school is forced to be closed down for any reason or whenever the management of the school goes out of the way to remove any of its staff members or whenever there is fall in strength in a private aided school for two successive academic years or whenever an exercise for rationalization of aided staff working in aided institutions is taken up, the competent authority may transfer the staff, with or without posts, as the case may be, to any other needy private aided school within the District.
(17 A)Where, in pursuance of action taken under sub rule (17), an aided post in an institution is rendered surplus, the same shall stand suppressed on transfer of the incumbent to another aided institution with effect from the date of such transfer”.

Government hereby order the revision of rates of Dearness Relief to pensioners from 47.936% to 54.784% from 01.01.2013 Government also hereby order the revision of rates of Dearness Relief from 133.764% to 147.894% with effect from 01.01.2013 to the Pensioners who are drawing their pension in Revised Pay Scales, 2005 and not consolidated in terms of the orders issued in the reference 2nd read above. Government also hereby order the revision of rates of Dearness Relief to the pensioners who retired while drawing UGC Pay Scales 2006 from 01-01-2006 from 72%to 80%with effect from 01-01-2013. Government also hereby order the revision of rates of Dearness Relief to the pensioners/family pensioners whose pension was consolidated as per orders issued in G.O.Ms.No.54, Higher Education (UE.II) Department, dated 08.06.2011 and G.O.Ms.No.31, Higher Education (UE.II) Department, dated 24.05.2013 from 72% to 80%with effect from 01-01-2013. Read the following:
1. G.O.Rt.No.5691, General Administration (Services-A) Department, dated 13.12.2012.
2. This Department D.O. Letter No. 11085-A/184/A4/SMPC-I/2013, dated 23.04.2013.
3. Proposal received from various departments.
2. After careful examination of the proposals of the departments and keeping in view the actual requirement with reference to the nature of work and activities of the departments and the overall financial implications, the Government hereby accord permission to fill thirty three thousand seven hundred and thirty eight (33,738) vacancies in different categories including the categories that are classified as Group-I, Group-II and Group-IV Services, other gazetted, non-gazetted and technical categories in various departments,
through direct recruitment by the relevant recruiting agencies, as shown in the Annexure to this order.
3. The Secretary, Andhra Pradesh Public Service Commission and the Chairman, Andhra Pradesh State Level Police Recruitment Board shall take appropriate steps for filling the above vacancies through direct recruitment by obtaining the details, such as zone/district wise vacancy position, roster points and qualifications, etc., from the concerned authorities in the prescribed proforma. These agencies are hereby instructed to issue schedule for recruitment expeditiously and issue notification accordingly.
4. All administrative departments and the Heads of Departments concerned shall furnish details of all vacant posts authorized in this order, including the zone/district wise vacancy position, roster points and qualifications etc, to the recruiting agencies immediately.
5. For the posts authorized to be filled by the Departmental Selection Committees (DSC), the administrative departments of secretariat and the heads of departments concerned shall take necessary action for filling the respective posts duly following the Rule of Reservation, the provisions of the Presidential Order and the provisions of the Service Rules applicable to the relevant posts. They shall adopt a transparent selection procedure based on written test for the purpose. The departments shall obtain orders on the composition of the selection committee, selection process and other issues related to the recruitment process duly following the rules of business by routing the file through the Finance Department before undertaking the recruitment by the departmental selection committees.
6. All concerned are hereby instructed to take immediate action to implement these orders.

In the G.O. first read above the General Administration (Services-A) Department issued orders adopting an annual calendar for recruitment's and prescribed a schedule for estimation and notification of vacancies for recruitment. It was ordered that all departments should follow this schedule. In the reference second read above, this departments has requested all the Secretariat Departments to furnish a list of vacancies meant for direct recruitment in the departments under their administrative control. In the reference third read above, several secretariat departments have furnished the list of vacancies in various categories meant for direct recruitment in the departments and institutions under their administrative control. |

2)One-day Teleconference is scheduled on 10.06.2013 from 10.00 A.M to 05.00 P.M Orientation program on School Readiness and Classroom Readiness
a. Participants - the MEOs, the School Complex H.Ms,
b. Identified two Resource Persons for each subject and each complex Primary level (i.e., Telugu 2 +English 2 + Maths 2 = Total 6 R.Ps for each complex)
c. Two Resource Persons for each subject complex (Telugu, Hindi, English and Maths - 4 subjects X 2R.Ps = 8) at UP Level(clubbing mandals).
3)(a)A one-day orientation to all the Primary School Teachers to be organized at Primary School Complex level on 13.06.2013 & 14.06.2013 @50%of teachers per day.
(b)A one-day orientation to subject complex level to the UP level Telugu and English teachers on 13.06.2013 and Maths & Hindi teachers on14.06.2013.
Therefore, the District Educational Officers, the Project Officers of RVM(SSA) in the state are requested to issue instructions to the field level on implementation of School Readiness Program to all schools in the state.
Further it is requested to follow the schedule and communicate to all the field officers to implement School Readiness and Class Readiness Program.

The Project Officers of RVM(SSA) in the state are requested to identify subject-wise Resource Persons and attend the teleconference and in turn they train all teachers at complex level. The previous year norms may be follow for conduction of tele conferences. The expenditure may be met from the teacher training budget for the year 2013-14. Further it is requested to download the attached proforma and fill the data and send to the SPO after the completion of Teleconference and the complex level orientation.
This has got the approval of the State Project Director.

Loans And Advances by the State Government – Advances to Government Employees for the Celebration of Marriages - Allotment of Funds for the year 2013-2014 – Order–Issued.
1. G.O.Ms.No.234, Finance (Salaries) Department, dated 30-03-1995.
2. G.O.Ms.No.102, Finance (BG-I) Department, dated 29-03-2013.
3. G.O.Ms.No.170, Finance (B.Coord.) Department, dated 27-05-2013.
In the Government order first read above, Government have enhanced the marriage advance to Rs.6,000/- in the case of male Government employees and sons of Government employees and Rs.10,000/- in the case of female Government employees and daughters of Government employees for the marriages held on or after 1st April, 1995.
2. A sum of Rs.50.00 lakhs has been provided in the Budget Estimates for the year 2013-2014 under Demand No.16. Finance Department towards sanction of advances to Government employees for celebration of marriages. In the Government order second read above, Government have exempted the Marriage Advance from the operation of the Quarterly Control of Appropriation System during 2013-2014. In the Government order third read above, it has been ordered that the Demands for Grants, as voted by the Legislative Assembly, are intended to cover the expenditure of the State on existing services and purposes for the entire financial year, commencing from 1st April, 2013.
3. The Government accordingly direct that Out of Rs.50.00 lakh(Rupees Fifty lakh only) provided in Budget Estimate 2013-2014 a sum of Rs.40.00 lakh (Rupees Forty lakh only) be allocated among the Departments of Secretariat, Heads of Departments and District Collectors as shown in Annexure-I, Annexure-II and
Annexure-III to this order for the entire financial year commencing from 1st April, 2013. The balance amount of Rs.10.00 lakh (Rupees Ten lakh only) is kept in reserve for allocation among the departments as and when additional allotment is required based on the applications received
4. The Secretaries to Government, Heads of Departments and the District Collectors are requested to ensure that the sanctions are restricted to the allotment as indicated in the Annexures. They are also requested to send the quarterly reports to the Government in Finance (Salaries) Department, Secretariat, Chennai-600 009 on the utilisation of funds allotted to the departments.
