In accordance with the G.O.Ms No. 213 School Education Department, dated 26.12.2011 and G.O. Ms No. 126 School Education Department, dated 25.05.2012 all the Government and Government Aided schools should have constituted School Management Committees.
In the reference cited it has already been instructed to all the District Officials that the SMC meeting to be conducted on last Friday of every month. In this connection the Additional Chief Educational Officers are informed to ensure that the monthly meetings are held in every school without fail on the stipulated day. The details of the schools which have not conducted SMC meeting without obtaining the prior permission from ACEO should be reported to this office through the revised review format enclosed on or before 5th of every month. Additional Chief Educational Officers are also instructed to call for explanation from Head Masters who have not conducted the SMC meetings on the stipulated day. This may be treated as most

ORDER:
1) In the reference first read above, orders have been issued granting higher start of pay at two stages above the minimum of scale of pay of Rs.3200—4900 to the Graduate Junior Assistants / Typists and in the case of Record Clerks with S.S.L.C. qualification they were granted higher start of pay at two stages above the
minimum of the scale of pay of Rs.2610—3540. Consequently on the adoption of the Tamil Nadu Revised Scales of Pay Rules, 2009 the above benefit of higher start of pay was continued in the revised pay structure based on the clarification issued in the reference third read above
3) The Committee has recommended to compensate this difference of pay as ‘‘Personal Pay’’ for directly recruited Assistants in service at present. However, the Committee observed that the concession of higher start of pay for acquiring graduate qualification was introduced many years ago with the aim of incentivizing Junior Assistants / Typists to acquire higher qualification when most of them were appointed with the Minimum General Educational Qualification of S.S.L.C. In the present scenario where most of the recruits are Degree holders and even have Post Graduation / Professional qualification. In such a situation the higher start of pay granted to the Junior Assistants / Typists with a degree qualification is no longer warranted and the Committee therefore recommended for dispensation of the grant of higher start of pay to the Junior Assistants / Typists to be recruited in future for possession of degree qualification and also it will avoid unnecessary pay anomaly of the directly recruited Assistants. Likewise, the Committee also recommended to dispense the higher start of pay to the Record Clerks for possession of S.S.L.C. qualification.
4) The Government accordingly examined the above recommendations of the Pay Grievance Redressal Cell and decided to accept it. Accordingly, Government direct that the higher start of pay granted to the Junior Assistants / Typists for degree qualification shall be dispensed to the incumbents recruited in future with a view to avoid the pay anomaly between the Junior Assistants and the directly recruited Assistants and also considering the fact that the persons now recruited are Degree / Post Graduate /Professional Degree holders. Likewise, the higher start of pay granted to the Record Clerks shall also be dispensed with. However, considering the loss in emoluments between the Graduate Junior Assistants and the directly recruited Assistants, the Government recommends to compensate the difference of pay as ‘‘Personal Pay’’ to the directly recruited Assistants / Accountants in service and this concession shall not be applicable to future cases in view of the dispensation of higher start of pay to the Graduate Junior Assistants.
5) The compensation of the difference in pay as ‘‘Personal Pay’’ to directly recruited Assistants / Accountants shall take notional effect from 01.01.2006 with monetary benefit from 01.04.2013. Further, the orders of dispensation of higher start of pay to the Junior Assistants / Typists and Record Clerks shall also take effect from the same date. However, in cases where higher start of pay has already been granted between 01.04.2013 and the date of issue of order, such cases need not be effected any recovery.

ORDER:

For example, an Assistant on entry into service gets his pay fixed at the minimum of the time scale of pay of Rs.5200—20200 + Grade pay Rs.2800 at Rs.8000/- (Rs.5200 + 2800), whereas a Junior Assistant with graduate qualification gets his pay fixed in the scale of pay of Rs.5200-20200 + Grade pay Rs.2400 at Rs.7600/- (Rs.5200 + 2400) and consequent on sanction of higher start of pay at two increments (3% + 3% Rs.230 + Rs.230 = Rs.460) gets fixed at Rs.8060/- (Rs.7600 + 460) and there is a loss of Rs.60/- in emoluments to the directly recruited Assistants. |
4) The Government accordingly examined the above recommendations of the Pay Grievance Redressal Cell and decided to accept it. ORDER:
3) After careful examination, the Government has decided to implement the above recommendation of the Pay Grievance Redressal Cell. Accordingly, Government direct that an additional increment benefit (over and above the existing one increment benefit) equivalent to 3% + 3% of basic pay (Pay + Grade pay) shall be granted to the employees on award of Selection Grade / Special Grade in the revised scales of pay implemented w.e.f. 01.01.2006.
4) The above orders shall take notional effect from 01.01.2006 with monetary benefit from 01.04.2013.

ORDER:
Grade / Special Grade on or after 01—01—2006 shall be fixed on the date of award of Selection Grade / Special Grade by granting the benefit of one increment equal to three per cent of the basic pay including grade payin the same Pay Band and Grade Pay in the revised scale of pay. 2) Several Associations have represented before the Pay Grievance Redressal Cell to revive the scheme of separate scales of pay to Selection Grade / Special Grade holders as in the previous Pay Commission periods as there are no promotional chances for several posts and that as the employees awarded Selection Grade / Special Grade between 01.01.2006 and 31.05.2009 alone have been given the concession to opt to come over to revised scale of pay on the date of award of Selection Grade / Special Grade by foregoing the arrears to accrue the benefit of higher scales of pay consequent on the revision of the scale of pay of the respective Ordinary Grade post and thereby requested to rectify the anomaly in the total emoluments between those awarded Selection Grade / Special Grade prior to and after 31.05.2009. The Pay Grievance Redressal Cell constituted in the Government Order second read above did not favor granting the Pay Band and Grade Pay of the promotion post for Selection Grade / Special Grade since this would give uneven benefit to employees existing in the same pay scale in different departments with different hierarchical patterns. However, the Pay Grievance Redressal Committee, considering the longstanding service rendered by the employees and with the intention to recognize their service properly has recommended to grant an additional increment benefit (over and above the one increment already allowed) equivalent to 3% + 3% of basic pay (Pay + Grade pay) for award of Selection Grade / Special Grade in the revised scale of pay. |
4) The above orders shall take notional effect from 01.01.2006 with monetary benefit from 01.04.2013.

The Pay Grievance Redressal Cell constituted in the Government Order second read above, has recommended enhancement of the Special Pay by 100% to those employees who were sanctioned / granted enhancement of Special Pay on or before 01.09.1998 and by 50% to those employees who were sanctioned / granted enhancement of special pay after 01.09.1998.
2) After careful examination, the Government has decided to accept the above recommendation of Pay Grievance Redressal Cell, Accordingly, Government pass the following orders:--
i) The existing rate of Special Pay which has been sanctioned / enhanced on or before 01.09.1998 shall be increased by 100% and
ii) The existing rate of special pay which has been sanctioned / enhanced after 01.09.1998 shall be increased by 50%.
3) These orders shall take effect from 01-4-2013.

Based on the requests made by the Tamil Nadu Government Office Assistants and Basic Servants Central Association, Tamil Nadu Secretariat Office Assistants and Basic Servants Association and the Medical Department Basic Health Workers Association and Various Associations to grant Compensatory Personal Pay as granted with effect from 01.09.1999, the Pay Grievance Redressal Cell constituted in the Government Order second cited, considering the fact that the Compensatory Personal Pay has been merged in the subsequent pay revision, has recommended to grant Special Compensatory Allowance to the Office Assistants, Duffadars and Basic Service Personnel including Hospital Workers working in Hospitals at the following rates:--
Ordinary Grade – Rs.50/- p.m
Selection Grade -- Rs.75/- p.m.
Special Grade -- Rs.100/- p.m
2) After careful examination, the Government has decided to accept the above recommendation of the Pay Grievance Redressal Cell. Accordingly, Government sanction a Special Compensatory Allowance to the Office Assistants, Duffadars and Basic Service Personnel of all Departments including Hospital Workers in Hospitals at the following rates:--
Ordinary Grade – Rs.50/- p.m

Based on the requests made by the Tamil Nadu Government Office Assistants and Basic Servants Central Association, Tamil Nadu Secretariat Office Assistants and Basic Servants Association and the Medical Department Basic Health Workers Association and Various Associations to grant Compensatory Personal Pay as granted with effect from 01.09.1999, the Pay Grievance Redressal Cell constituted in the Government Order second cited, considering the fact that the Compensatory Personal Pay has been merged in the subsequent pay revision, has recommended to grant Special Compensatory Allowance to the Office Assistants, Duffadars and Basic Service Personnel including Hospital Workers working in Hospitals at the following rates:--
Ordinary Grade – Rs.50/- p.m
Selection Grade -- Rs.75/- p.m.
Special Grade -- Rs.100/- p.m
2) After careful examination, the Government has decided to accept the above recommendation of the Pay Grievance Redressal Cell. Accordingly, Government sanction a Special Compensatory Allowance to the Office Assistants, Duffadars and Basic Service Personnel of all Departments including Hospital Workers in Hospitals at the following rates:--
Ordinary Grade – Rs.50/- p.m
Selection Grade -- Rs.75/- p.m.
Special Grade -- Rs.100/- p/m.
3) These orders shall take effect from 1-4-2013

ORDER:
3) After careful examination, the Government has decided to implement the above recommendation of the Pay Grievance Redressal Cell. Accordingly, Government direct that in exercise of the powers conferred under Rule, 12 of the Tamil Nadu Revised Scales of Pay Rules, 2009, accord permission to the employees as a final opportunity for exercising re-option to come over to the revised scale of pay between 1.1.2006 and 31.05.2009 as a one time measure in cases where option could not be exercised within the time limit to the advantage of the individual employees. However, such re-option should not be in any case lead to fixation of lower pay than what has been fixed earlier.
4) The above Government Order shall be in force for a period of six months from the date of issue and any requests for exercising re-option from employees after the above period shall not be entertained.

ORDER:
2) As per the clarification issued in the Government letter second read above, employees have been permitted to exercise re-option within a period of three months from the date of issue of clarification or orders revising the scales of pay, grant of retrospective regularization of services or grant of Selection Grade / Special Grade with retrospective effect as the case may be. Based on several representations made by individual employees / Employees Associations that several employees failed to accrue the full benefit of the Pay Commission revision due to exercising of the option date wrongly and deprived of the benefits. The Pay Grievance Redressal Cell has recommended that employees may be given final opportunity for exercising re-option as a one time measure in cases where option could not be exercised within the time limit due to the delayed reach of instructions issued by Government and also to cover the implementation of any of the recommendations of the Committee, the Government accepts and that such re-option should not be in any case lead to fixation of a lower pay than what has already been fixed. |
4) The above Government Order shall be in force for a period of six months from the date of issue and any requests for exercising re-option from employees after the above period shall not be entertained.

3. In the reference third cited, the rate of interest for General Provident Fund has been fixed at the rate of 8.8% for the financial year 2012-2013 with effect from 1.4.2012 and at the rate of 8.7% for the financial year 2013-14 with effect from 1.4.2013.
4. Accordingly, the Government direct that the rate of interest for the Contributory Pension Scheme is also fixed at the same rate of interest applicable to General Provident Fund i.e. at the rate of 8.8% for the financial year 2012-13 with effect from 1.4.2012 and at the rate of 8.7% for the financial year 2013-14 with effect from 1.4.2013

2)In the letter read above, the Director of Co-operative Audit has stated that the process of preparation of list of employees by calling for the proposal from the subordinate officers will in turn cause delay for sanction of cash award. ORDER:
1. In the G.O. first read above the General Administration (Services-A) Department issued orders adopting an annual calendar for recruitment's and prescribed a schedule for estimation and notification of vacancies for recruitment. It was ordered that all departments should follow this schedule. In the G.O. second read above orders were issued according permission to fill thirty three thousand two hundred twenty six (33,226) vacancies in different categories including the categories that are classified as Group-I, Group-II and Group-IV Services, other gazetted, non-gazetted and technical categories in various departments through direct recruitment by the relevant recruiting agencies. Several secretariat departments have sent further proposals for filling vacancies in various categories meant for direct recruitment in the departments and institutions under their administrative control
2. After careful examination of the proposals of the departments and keeping in view the actual requirement with reference to the nature of work and activities of the departments and the overall financial implications, the Government hereby accord permission to fill twenty four thousand seventy-eight (24,078) vacancies in different categories including the categories that are classified as Group-I, Group-II and Group-IV Services, other gazetted, non-gazetted and technical categories in various departments, through direct recruitment by the relevant recruiting agencies, as shown in the Annexure to this order.
3. The Secretary, Andhra Pradesh Public Service Commission shall take appropriate steps for filling the above vacancies through direct recruitment by obtaining the details, such as zone/ district wise vacancy position, roster points and qualifications, etc., from the concerned authorities in the prescribed proforma. The A.P. Public Service Commission shall issue schedule for recruitment expeditiously and issue notification accordingly.
4. All administrative departments and the Heads of Departments concerned shall furnish details of all vacant posts authorized in this order, including the zone/district wise vacancy position, roster points and qualifications, etc., to the recruiting agencies immediately.
5. For the posts authorized to be filled by the Departmental Selection Committees, the administrative departments of secretariat and the heads of departments concerned shall take necessary action for filling the respective posts duly following the Rule of Reservation, the provisions of the Presidential Order and the provisions of the Service Rules applicable to the relevant posts. They shall adopt a transparent selection procedure based on written test for the purpose. The departments shall obtain orders on the composition of the selection committee, selection process and other issues related to the recruitment process duly following the rules of business by routing the file through the Finance Department before undertaking the recruitment by the departmental selection committees.
6. All concerned are hereby instructed to take immediate action to implement these orders.

In the G.O. second read above orders were issued according permission to fill thirty three thousand two hundred twenty six (33,226) vacancies in different categories including the categories that are classified as Group-I, Group-II and Group-IV Services, other gazetted, non-gazetted and technical categories in various departments through direct recruitment by the relevant recruiting agencies. Several secretariat departments have sent further proposals for filling vacancies in various categories meant for direct recruitment in the departments and institutions under their administrative control
2. After careful examination of the proposals of the departments and keeping in view the actual requirement with reference to the nature of work and activities of the departments and the overall financial implications, the Government hereby accord permission to fill twenty four thousand seventy-eight (24,078) vacancies in different categories including the categories that are classified as Group-I, Group-II and Group-IV Services, other gazetted, non-gazetted and technical categories in various departments, through direct recruitment by the relevant recruiting agencies, as shown in the Annexure to this order.
3. The Secretary, Andhra Pradesh Public Service Commission shall take appropriate steps for filling the above vacancies through direct recruitment by obtaining the details, such as zone/ district wise vacancy position, roster points and qualifications, etc., from the concerned authorities in the prescribed proforma. The A.P. Public Service Commission shall issue schedule for recruitment expeditiously and issue notification accordingly.
4. All administrative departments and the Heads of Departments concerned shall furnish details of all vacant posts authorized in this order, including the zone/district wise vacancy position, roster points and qualifications, etc., to the recruiting agencies immediately.
5. For the posts authorized to be filled by the Departmental Selection Committees, the administrative departments of secretariat and the heads of departments concerned shall take necessary action for filling the respective posts duly following the Rule of Reservation, the provisions of the Presidential Order and the provisions of the Service Rules applicable to the relevant posts. They shall adopt a transparent selection procedure based on written test for the purpose. The departments shall obtain orders on the composition of the selection committee, selection process and other issues related to the recruitment process duly following the rules of business by routing the file through the Finance Department before undertaking the recruitment by the departmental selection committees.
6. All concerned are hereby instructed to take immediate action to implement these orders.

ORDER: In the circumstances stated in the reference 2nd read above and keeping in view the orders issued in the reference 1st read above, Government after careful examination, hereby issue orders fixing the following rates of remuneration payable to the staff deployed on training classes/polling/counting duties during 4th Ordinary elections to Panchayat Raj Institutions,2013 and also issue the following orders.
4. In regard to the staff being drafted randomly from other constituencies covering Central Government / State Government/ Banks/ Insurance employees etc., specific instructions have been issued vide G.O.Ms.No.543 GA(Elec.C)Dept., dated 9.12.2005 shall be followed.
5. The Secretary State Election Commission shall take necessary action accordingly.
6. This order issues with the concurrence of GA(Elec.C)Dept., vide their U.O.No.1673/Elec.C/A1/2013-1 Dated 29.6.2013.

*Polling officers/Counting assistants:- Rs.175/- per day or part thereof *Class IV:- Rs.100/- per day or part thereof 2. Besides the above remuneration lunch shall be provided only on polling day and counting day at the rate of Rs.100/- per head per day in case of difficulty in providing packed lunch. 3. In respect of Zonal Officers, Route Officers, Sectoral Officers, expenditure monitoring committees, Model Code of conduct monitoring staff shall be paid one time remuneration at a lump sum rate of Rs.800/- per head one time only. |
5. The Secretary State Election Commission shall take necessary action accordingly.
