Circular
1) The Project Officers of RVM (SSA) all Districts except Hyderabad and West Godavari, and the Secretaries of APREIS, APTWREIS and APSWREIS, are informed that it has been decided to provide Art/Craft/Vocational Skills education to KGBV students in the year 2013-14 through recruitment of female Instructors. The following guidelines are to be adhered to in the appointment of Instructors and implementation of the Art/Craft/Vocational Skills Education component.
2) Guidelines for Art/Craft/Vocational Skills Education:
a) The Vocational Skills Education component if for 6 months only from 01.09.2013 to 28.02.2014.
b) Skills to be imparted to the students may be any two of the following, and it is expected that the students will excel in at least one of skills:
i) Tailoring, Stitching and Embroidery
ii) Dance
iii) Music
iv) Pottery
c) For recruitment of Art/Craft/Vocational Instructors at the KGBV level, the following is to be followed:
• In those places where Vocational Instructors were engaged during 2012-13, the same may be retained for the year 2013-14 @ Rs. 4500/- per month for a period of 6 months from September 1, 2013 – February 28, 2014, and they will be responsible for imparting at least 2 of the above mentioned skills.
• In those places where new persons are proposed to be engaged, the Project Officer of RVM (SSA) is the officer responsible to move the proposal for recruitment of Part time Vocational Instructors by constituting a District Level Selection Committee comprising of the
(i) PO, RVM (SSA) as Chairman
(ii) District Employment Officer
(iii) DM of Mahila Pranganam and
(iv) Principal of ITI.
• Depending on the Selection of Skills, it may be decided to engage two Instructors for a period of three months at a time. In this case, the remuneration is fixed at Rs.3,000/- per Instructor per month only.
The requisite qualifications for selection as Instructor are as follows:
10th class pass or its equivalent.
Diploma/Certificate in music or dance, OR certificate in a trade such as sewing, tailoring, weaving, etc. issued by any ITI or DLTC.
Technical Teacher Certificate of Government of Andhra Pradesh.
d) The appointment is for the current year only and will be terminated on 28.02.2014.
e) The required materials for imparting the skills may be purchased duly following the Procurement Guidelines. This shall be charged to the Specific Skills component of the KGBV budget.
f) The salary component of Vocational Instructors shall be charged to the Specific Skills Component of the KGBV Budget.
3) The Executive Committee of APKGBV Society has decided that only Vocational Instructors will be continued and there will be no Computer Instructors. However, orientation on computer knowledge will be taken up through CRTs. A CRT may be identified and trained in computers to impart the same to the other CRTs and thereby to the students.
4) The POs, RVM (SSA) and the Secretaries of APREIS, APSWREIS and APTWREIS are requested to follow the instructions scruplously and report compliance

Sub:- Maintenance Grant –Release and guidelines for Utilisation - Instructions issued

Maintenance Grant is provided to Primary, Middle, High and Higher Secondary Government Schools only on annual basis. This Grant is given to provide Quality Education by maintaining the infrastructure periodically. It is to be utilized for the annual maintenance and repair of existing school building and other facilities to upkeep the infrastructure in good condition with the involvement of community.
SSA Frame work (Intervention No.36) and FMP Manual para 27 stipulates:
1.To provide Rs.5000 per year/School upto three instructional classrooms.
2.To provide Rs.10000 per year/School with; more than three instructional classrooms
(Subject to the condition that the overall eligibility for the District would be Rs.7500/-per school).
3.Primary and Upper Primary Schools will be treated as separate schools for the purpose of Maintenance Grant even if they are functioning in the same premises.
4.To provide Maintenance Grant for those schools which have existing buildings of their own
5.To provide Maintenance Grant to those Government schools in urban areas which are running in rented buildings.
6.To be spent by VEC/SMC
The Implementation of the Activity may be carried out as follows:
i. Maintenance Grant is to be released from State Project Office to the Additional CEOs Offices before the end of June of every year.
ii. Maintenance Grant is to be released from District Project Offices to the VEC/SMC after ascertaining the Schools to which the Grant is to be released.
iii. Issue of Cheques to be entered in the Cheque Issue Register.
iv. Release /Acknowledgement of Cheques to be entered in the Maintenance Grant Register.
v. VEC/SMC should exhibit the Grant received in the School Notice board, pass resolution for every expenditure incurred which is to be supported by Stock entry and Voucher.
vi. Utilization Certificate to be submitted by the Head Master after the utilization of the Grant
Duties of District Programme Coordinator:
a. To ensure the release of Maintenance Grant to all eligible Government VEC/SMC account of the schools.
b. Fund release should not exceed beyond the sanctioned amount.
c. To issue circular to DEEOs, DIET, BRC Supervisor, AEEOs and HMs regarding Maintenance Grant and to obtain Acknowledgement.
d. To monitor and collect Blockwise format regarding effective utilization of Maintenance Grant.
e. To send the District level monthly formats to State Project Office before 5th of next month
f. To obtain Block wise Utilization Certificate at the end of January every year.
g. To submit confirmation of Utilization Certificate format at the end of May of succeeding year
h. Monthly review meeting to be conducted for the Block Supervisors to monitor the progress of effective utilization of Maintenance Grant
i. Photo Documentation to be sent to State Project Office with photos before and after utilization

In the reference 1st read above, Ministry of HRD, Department of School Education & Literacy, Government of India have decided to increase the cooking cost for 2013-14 @ 7.5% over and above the cooking cost for the year 2012-13 for Primary and Upper Primary Schools. w.e.f 1stJuly, 2013.
2. In the reference 2nd read above, the Commissioner and Director of School Education, A.P., Hyderabad has requested the Government to issue orders for enhancement of cooking cost under National Programme of Mid Day Meal Scheme w.e.f 1/7/2013 from Rs.4.00 to Rs.4.35 for Primary Schools and Rs.4.65 to Rs.6.00 for Upper Primary Schools as per GOI norms; and also for enhancement of the Cooking cost from Rs.4.65 to Rs.6.00 w.e.f 1/7/2013 as a (100%) State share for providing Mid Day Meals for classes XI & X th classes.
3. Government, after careful examination of the proposal, hereby enhance the Cooking cost for Primary Schools, Upper Primary Schools and High Schools w.e.f. 1/7/2013 is as below:



4. For classes IX & Xth, Government also here by enhance the Cooking cost from Rs.4.65 to Rs.6.00 w.e.f 1/7/2013 as a (100%) State share for providing Mid Day Meals.
5. The order issues with the concurrence of Finance Department vide their U.O.No.18301/383/ESE/13 dt. 25/7/2013.

Whereas the Andhra Pradesh Treasuries and Accounts Subordinate Service and the Andhra Pradesh Treasuries and Accounts State Service, the Andhra Pradesh Pay and Accounts State Service and the Andhra Pradesh Pay and Accounts Subordinate Service, the Andhra Pradesh Works Accounts Service have been declared as Essential Services under the provisions of the Andhra Pradesh Essential Services Maintenance Act, 1971 (Andhra Pradesh Act 20 of 1971) by Notification dt: 05.07.1983, 03.08.2011 and 26.10.2012 respectively.
And, whereas, the Government is satisfied that in the Public interest it is necessary to prohibit strikes in the above essential services.
Now, therefore, in exercise of the powers conferred by Sub- Section (1) of section 3 of the Andhra Pradesh Essential Services Maintenance Act 1971(Andhra Pradesh Act 20/71) the Government of Andhra Pradesh hereby prohibit strikes in the Andhra Pradesh Treasuries and Accounts State Service, the Andhra Pradesh Treasuries and Accounts Sub ordinate Service, the Andhra Pradesh Pay & Accounts State Service, the Andhra Pradesh Pay & Accounts Subordinate Service, and the Andhra Pradesh Works Accounts Service with immediate effect for a period of Six months.

KERALA TEACHER ELIGIBILITY TEST (K-TET), SEPTEMBER 2013, NOTIFICATION.
The RTE Act 2009 directs the State to ensure the quality requirement for recruitment of teachers. The persons recruited as teachers should possess the essential aptitude and ability to meet the challenges of teaching at all levels of schooling. K-TET is an examination to assess the quality of teacher candidates for Lower Primary, Upper Primary and High School Classes in Kerala.
Separate test will be conducted to select teachers for Category I (Lower Primary classes), Category II (Upper Primary classes) Category III (High School classes) and Category IV ( for Language Teachers - Arabic, Hindi, Sanskrit, Urdu ( up to UP classes), Specialist Teachers (Art & Craft) and Physical Education teachers.
The conduct of the examination is entrusted with Pareeksha Bhavan, Kerala. A prospectus for the examination is made available in the website of Pareeksha Bhavan (www.keralapareekshabhavan.in) and SCERT (www.scert.kerala.gov.in) Candidates are strictly advised to go through the same before submitting the application form. Qualifications for applying for each category are given in detail in the Prospectus.
The exam fee is Rs.500/- (Rupees Five Hundred) for each category. Fee for SC/ST and differently abled categoriesis Rs.250/- (Rupees Two Hundred and Fifty only).
Applications should be submitted to Pareeksha Bhavan only through online. Print out of the application and copy of the certificates need not be sent to Pareeksha Bhavan. Exam fee may be remitted in cash to any of the selected branch of State Bank of Travancore inside and outside Kerala. The procedure for sending application and remitting fee is given in detail in the Prospectus (Page 14 & 15). Candidates can choose the district for the examination while filling the application.
The centre of examination will be allotted by Pareeksha Bhavan in the admit card.

The following guidelines are issued for utilization of various grants released under Sarva Shiksha Abhiyan during 2013-14.
1. School Grant
Primary School: Rs.5,000
Upper Primary School: Rs.12,000, and Rs.7000 for UP Sections of High Schools
Provision:- The schools functioning under Government, Local Body, Tribal Welfare (ITDA), Social Welfare, APRIES, APSWRIES, APTWRIES, Disabled Welfare and Aided Management will be released school grants. The provision for primary school is Rs.5000/- per school per annum.
Upper Primary Schools having I to VIII Classes are to be considered as two schools i.e. Primary School (I to V) and Upper Primary School (VI to VIII) for sanction of School Grant. Hence, an upper primary school is eligible for an amount of Rs.12000/- (Rs. 5000/- for PS + Rs. 7000/- for UPS) towards school grant. Therefore, an amount of Rs. 12000/- has to be released to Upper Primary Schools (I to VIII Classes) towards School Grant.
High schools will be released Rs.7000/-
Utilization
Purchase of games & sports material.
Procurement of science lab material in case of upper primary and high schools.
Procurement of children magazines like Balamitra, Chandamama, Bujjai, Bommarillu etc., (not exceeding 50/- per month)
Meeting electricity charges.
Purchase of soap liquid and towels for hand washing of children.
Stationery, Xeroxing, Procurement of Radio (if not available)
Utilized for celebration of National science day, Maths day, annual day and other important other events organized under talent search activities.
School registers, Records , stationary, Xeroxing
Purchases of chalks,dusters,buckets,mirrors,comb set
May also be used for up keeping of toilets and for payment of electricity bills
2. Maintenance Grant (@ Rs. 5000/- to 10,000/-)
Provision:- The Schools having own buildings and functioning under Government, Localbody, Tribal Welfare, Social Welfare, APRIES, APSWRIES, APTWRIES and Disabled Welfare Managements are eligible for maintenance grant. (Maintenance grant shall not be released to aided schools).
The maintenance grant shall be released @ Rs. 5000/- to the schools having upto 3 classrooms and @ Rs. 10000/- to the schools having more than 3 classrooms.
Upper primary schools having I to VII classes are to be considered as two schools i.e., primary school (I to V) and upper primary school (VI to VII) for sanction of maintenance grant. However, it should not exceed the approved budget.
Utilization:
The grant shall be utilized for the following items as per the priority shown below:
Payment of electricity bills per month for primary for upper primary and upper primary sections of high schools.
Maintenance of toilets: Not exceeding 400/- per school, either on outsourcing basis or by hiring a local person.
Maintenance of drinking water facility
Maintenance of equipment (TV, Computer, Radio, fans, electrical hand switches, electrical motor etc.,)
Minor repairs to floor, roof, compound wall, gate, furniture etc. and white washing

ORDER:


1. The Tribal Welfare Department has stated that the Commissioner of Tribal Welfare (CTW), Hyderabad in the letter first read above has reported that in the Scheduled Area the rate of literacy at present is 37.4% only. When compared with general rate of literacy of 64%, the literacy rate in the scheduled area is very low and the same has to be bridged on par with general rate of literacy. For improving the same, the strengthening of quality education in scheduled area is very much essential and needs additional schools and teacher in the Ashram Schools of ITDA Districts in the Scheduled Areas.
2. At present there are (599) Tribal Welfare Ashram Schools functioning under the control of Tribal Welfare Department. Out of the above schools, (381) schools are located in the Scheduled Area. In addition to the existing, (14) new schools are proposed i.e.
(1) School in ITDA, Paderu, Goodem Colony GKV (M), (2) Schools in ITDA, Bhadrachalam i.e. one at Ashwaraopeta and another at Juloorupadu, (2) Schools are being opened with new branches in ITDA, R.C.Varam (one is Irlapally Ashram School and another is Musurumilli Ashram School) and (9) schools in ITDA, Utnoor are functioning as 100% PTG/Gond community as satellite centers since 10 years. Further, (17) Hostels have been converted into Ashram Schools to provide quality education to the ST Children of the Scheduled Area.
3. In Tribal Welfare Ashram Schools there are no specific subject teachers for providing quality education. As per the RTE, the Teacher – Pupil Ratio should be 1:40 and there is a need to provide specific subject teachers for teaching in the Ashram Schools of ITDA Districts inthe scheduled areas as per the teacher – pupil ratio for ensuring quality education.
4. Therefore, the Social Welfare (TW) Department has requested for sanction of (2825) Teacher posts to Tribal Welfare Ashram Schools, in addition to the existing posts as proposed by the Commissioner of Tribal Welfare, Hyderabad.
5. The Government after careful examination of the matter, hereby accord sanction for creation of two thousand eight hundred twenty five (2825) Teacher posts to Tribal Welfare Ashram Schools in Scheduled areas for the year 2013-2014 as mentioned in the Annexure appended to this order subject to condition that the posts shall be adjusted against the posts sanctioned under SSA and RMSA i.e. (1735) posts under SSA and (1090)posts under RMSA.
6. The Social Welfare (TW) Department/School Education Department/ Commissioner of Tribal Welfare, Hyderabad/Commissioner and Director of School Education, E.O. SPD (RMSA), Hyd./ State Project Director, RVM (SSA), Hyderabad shall take further necessary action accordingly.

BELONGING TO MINORITIES
MAULANA AZAD EDUCATION FOUNDATION
Maulana Azad Education Foundation was established on the occasion of Maulana Abul Kalam Azad’s birth centenary. The Foundation was registered under the Societies Registration Act 1860, on 6th July, 1989. The Foundation is a voluntary non-political, non-profit marking social service organization established to promote education amongst the educationally backward sections of the society.
OBJECTIVE OF THE SCHEME
To recognize, promote and assist meritorious Girl students belonging to National Minorities who can not continue their education without financial support
PURPOSE OF SCHOLARSHIP
Scholarship will be admissible for expenditure on payment of School/College Fee, purchase of syllabus books, purchase of stationery/equipments required for the course & payment of Boarding/Lodging charges.
Application Form
Application can be downloaded from the web site www.maef.nic.inPhotocopy of the application form can be used freely. No fee/any other amount is to be paid for application. Application form can be sent by the student directly to the Foundation by post or can be submitted by hand from 10.00 a.m. to 5.00 p.m.on all working days in the office of the Foundation. Sanction letter/cheque for scholarship will sent by Regd. Post directly to the address of successful candidate on completion of prescribed papers/formalities
ELIGIBILITY CRITERION / WHO CAN APPLY
Only Girl Students belonging to National Minorities, (i.e. Muslims, Christians, Buddhists, Sikhs, Parsis) can apply. Should have secured not less than 55% marks (in aggregate) in the secondary school certificate examination (Class xth) conducted by any recognized Centre/State Board of Secondary Education. Family income of the student from all sources should be less than Rs. 1,00,000/- (Rupees one lakh only) in the preceding financial year:
Last Date to Apply
The last date for receipt of application in the office of the Maulana Azad Education Foundation is September 30th which must be adhered to. The application of the scholarship received after 30th September, will not be entertained under any circumstances.
Scholarship Amount
The amount of Scholarship will be Rs. 12,000/- (Rupees twelve thousand only) which will be released in two installments of Rs. 6,000/- each. The first installment will be released after sanction of scholarship and the second installment will be released when the student will submit proof of passing class XIth, and admonition to Class XIIth in the office of the Foundation.

The Chief Minister, Jayalalitha, Govt of Tamilnadu has increased the TN Govt Pensioners’ family security fund to Rs 50,000. Earlier it was Rs.35,000.
A government press release (PR No.429) issued on Wednesday, the 7th of August 2013, said that the previous pensioners’ families security fund was Rs 25,000 and it was raised to Rs 35,000 earlier by the Chief Minister, and now again it was further increased to Rs 50,000.

In the Government Order first read above, orders have been issued for the implementation of New Health Insurance Scheme 2012 to provide Health Care Assistance to the employees of Government Departments, Public Sector Undertakings, Statutory Boards, Local Bodies, State Government Universities,Willing State Government Organisations/Institutions and their eligible family members with a provision to avail assistance up to Rs.4.00 lakhs (Rupees four lakhs only) for a block of 4 years on selection of a suitable Public Sector Insurance Company through National competitive bidding.
2. In the Government order second read above, the Government has awarded the tender to United India Insurance Company Limited and the said Company has executed an agreement with the Government for the implementation of the New Health Insurance Scheme, 2012.
