Order


1. In the G.O. first read above the General Administration (Services-A) Department issued orders adopting an annual calendar for recruitments and prescribed a schedule for estimation and notification of vacancies for
recruitment. It was ordered that all departments should follow this schedule. In the G.O. second and fourth read above orders were issued according permission to fill (57,304) vacancies in different categories
including the categories that are classified as Group-I, Group-II and GroupIV Services, other gazetted, non-gazetted and technical categories in various departments through direct recruitment by the relevant recruiting agencies. Several secretariat departments have sent further proposals for filling vacancies in various categories meant for direct recruitment in the departments and institutions under their administrative control
2. After careful examination of the proposals of the departments and keeping in view the actual requirement with reference to the nature of work and activities of the departments and the overall financial implications, the Government hereby accord permission to fill three thousand twenty five (3,025) vacancies in different categories including the categories that are classified as Group-I, Group-II and Group-IV Services, other gazetted, nongazetted and technical categories in various departments, through direct recruitment by the relevant recruiting agencies, as shown in the Annexure to this order.
3. Government also decided to notify the post of Junior Assistant in the Directorate of Public Libraries, in the Commissionerate of Tribal Welfare and in the Directorate of TCR&TI, by indicating the category name as
Junior Assistant – cum – Date Processing Assistant.
4. The Secretary, Andhra Pradesh Public Service Commission shall take appropriate steps for filling the above vacancies through direct recruitment by obtaining the details, such as zone/ district wise vacancy position, roster points and qualifications, etc., from the concerned authorities in the prescribed proforma. The A.P. Public Service Commission shall issue schedule for recruitment expeditiously and issue notification accordingly
5. All administrative departments and the Heads of Departments concerned shall furnish details of all vacant posts authorized in this order, including the zone/district wise vacancy position, roster points and
qualifications, etc., to the recruiting agencies immediately.
6. For the posts authorized to be filled by the Departmental Selection Committees, the administrative departments of secretariat and the heads of departments concerned shall take necessary action for filling the respective posts duly following the Rule of Reservation, the provisions of the Presidential Order and the provisions of the Service Rules applicable to the relevant posts. They shall adopt a transparent selection procedure based on written test for the purpose. The departments shall obtain orders on the composition of the selection committee, selection process and other issues related to the recruitment process duly following the rules of business by routing the file through the Finance Department before undertaking the recruitment by the departmental selection committees.
7. All concerned are hereby instructed to take immediate action to implement these orders

ORDER:
1.In the reference 1st read above, Government have issued orders for payment of salaries and pensions to the municipal employees including municipal teachers in all the Municipalities and Municipal Corporations except Greater Hyderabad Municipal Corporation, Greater Visakhapatnam Municipal Corporation and
Vijayawada Municipal Corporation, under 010 Head of Account i.e, through Treasuries with effect from 01.04.2009 in lieu of statutory and non-statutory grants to be released to the urban local bodies.
 2. In the reference 2nd & 3rd read above, Government have issued operational guidelines for payment of Salaries to the Municipal Employees including Municipal Teachers & Non Teaching Staff of Schools working in ULBs except Greater Hyderabad Municipal Corporation, Greater Visakhapatnam Municipal Corporation
and Vijayawada Municipal Corporation through the Treasury under 010 Salaries Head of Account.
3. In the reference 4th read above, the Commissioner & Director of Municipal Administration, Hyderabad, has stated that, the Commissioner, Vijayawada Municipal Corporation has informed that, the Municipal Corporation in its Council Resolution have resolved that, the payment of salaries, pensions etc., who are
working in Vijayawada Municipal Corporation also be made through Treasuries along with other Municipalities and Corporations. Further, stated that, the Commissioner, Greater Visakhapatnam Munici
pal Corporation has also requested to consider the proposal for payment of salaries of teachers of Greater Visakhapatnam Municipal Corporation from the Head of Account “22-2-01-103-04-310311 and
2202-02-191-04-310-311” (Non Plan) to under detailed Head of Account “010-Salaries” on par with other Municipalities and Municipal Corporations, as proposed in G.O.Ms.No.179, Dated:25.02.2009 to pay salaries to the teachers of Greater Visakhapatnam Municipal Corporation also, through Treasury, as there would be no additional financial burden on the Government, as the pay and allowances of the Teaching Staff, now are being paid by Government only. Finally, the Commissioner & Director of Municipal Administration, Hyderabad, has requested the Government to extend the benefit of payment of salaries under 010 Head of Account in Greater Visakhapatnam Municipal Corporation and Vijayawada Municipal Corporation and issue necessary orders in the mater.
4. Government, after careful examination of the matter, hereby ordered that the payment of salaries of Teaching and Non-Teaching Staff working in schools functioning in Greater Visakhapatnam Municipal Corporation and Vijayawada Municipal Corporation, shall be made under the detailed Head of Account “010-Salaries” through the Treasuries, as is being done in respect of teaching and non-teaching staff working in schools in the other ULBs with the similar operational guidelines for preferring the bills under sub-detailed head 010 salaries issued vide G.O.Ms.No.300, Municipal Administration & Urban Development (G1) Department, Dated:02.05.2009, read with G.O.Ms.No.405, Municipal Administration & Urban
Development (G1) Department, Dated:02.06.2009.
5. The Commissioner & Director of Municipal Administration, Hyderabad, shall take necessary further

ORDER:-
1.The Director of Treasuries and Accounts, A.P., Hyderabad in the reference read above, has stated that, as all the Treasury employees upto the cadre of Assistant Director have been participating in strike, as part of general call given by the A.P.NGO., Association, w.e.f., 13.08.2013 in all the (13) Districts of Costal
Andhra and Rayalaaseema Regions, protesting against the proposed bifurcation of State of Andhra Pradesh, all the Sub Treasuries in these (13) Districts are not functioning w.e.f., 13.08.2013. Only the Deputy Directors of (13) Districts are running District Treasuries with the assistance of outsourced staff like DPO and DEOs. Salary and other important contingent bills are passed by the Deputy Directors manually with the help of outsourced staff and manual lists are sent to the bank for payment. As a precautionary measure, the Director of Treasuries and Accounts, A.P., Hyderabad stated that in the likely event of Deputy Directors
also participating in the strike, it is proposed to pay the salary and other contingent claims presented by the Drawing & Disbursing Officers of (13) Districts from District Treasury, Hyderabad (U) through State B
ank of India, Osmangunj branch by following the procedures indicated there in.
2) The Director of Treasuries and Accounts, A.P., Hyderabad therefore requested for necessary permission for payment of salary bills/salary cheques/other contingent bills of all Drawing & Disbursing Officers located in (13) Districts from District Treasury, Hyderabad (U) through State Bank of India, Osmangunj branch duly following the procedure indicated therein in her letter, after counter signature of all bills/cheques/LOC requisition by HOD/CAO/AO/AAO located in the respective HODs in relaxation of T.R.16 of A.P. Finance Minister Mr.P.Chidambaram has announced the constitution of the Seventh Pay Commission, (7th Pay Commission). He said “Prime Minister Manmohan Singh approved the constitution of the 7th Pay Commission. Its recommendations are likely to be implemented with effect from January 1, 2016". P. Chidambaram has also told that 7th Pay Commission will be allowed about two years to submit its report. It is expected that report will come in 2016 and implemented from 1st January, 2016. 7th Pay Commission, whose recommendations will benefit about 50 lakh central government employees, and about 30 lakh pensioners.The names of the chairperson and members of the 7th Pay Commission and its terms of reference will be finalised shortly after consultation with major stakeholders, Mr. Chidambaram said.

All the District Educational Officers, the Project officers of RVM (SSA) and the principals of DIETs in the State are informed that it is to conduct Formative Test -I in the month of July, 2013 as per the School Academic Year 2013-2014
In this connection it is proposed to follow the guidelines, instructions for conducting Formative Assessment Test-I under Continuous and Comprehensive Evaluation, which are provided by the SCERT, Hyderabad.
Therefore the District Educational Officers, the Project officers of RVM (SSA) to inform to all the MEOs inturn to Head Masters and  Photostat copy of one set to all schools, MRCs and DIETs immediately. Further they are requested to instruct all field functionaries to maintain record and registers as per the guidelines of Formative Assessment Test. The Contributory Pension Scheme of the Government of Tamil Nadu came in to effect through the Government Order, 430, Finance (Pension) Department, dt. 6th August, 2004. It is applicable to all the employees of the Government of Tamil Nadu, who have joined the government service in regular time-scale on or after 1st April, 2003.


Office of the Accountant General (A & E) will receive applications and allot CPS Index Number for State Government Departments, only, for those categories of employees whose GPF accounts are presently maintained. As per, the G O No. 201, Finance (Pension) Department, Dt. 21st May, 2009 the following employees, (whose CPS accounts are not maintained by this office), have to send their CPS admission
applications to the Govt. Data Center, Kotturpuram, Chennai, as the work of assigning CPS Index Numbers, has been entrusted to them.
a.Teachers of Panchayat Union Schools
b.Teachers of Aided Schools/Institutions
c.Non-Teaching Staff of Panchayat Union Schools
d.Municipal Corporation and Municipal Employees
e.Non-Provisionalised Employees of Town Panchayats
f.Non-Provisionalised Employees of Panchayat Unions Employees drawing consolidated pay are not eligible
to join CPS. These employees are eligible only when their services are regularized and brought under time scale of pay (Vide Letter No. 92399/Pension/2005-01, Dated, 13th April, 2006)

Eligibility to join GPF/CPSThe government in letter No. 47286/Allowances/06-1 Dt. 07-09-2006, has clarified that candidates who have been selected by Tamil Nadu Public Service Commission prior to 01-04-2003 and joined in service after 01-04-2003, should be brought under CPS only and cannot be allotted GPF account numbers.
How to join the CPS?
For assigning of CPS index number, a completely filled application and signed by the applicant in the prescribed format as given in Annexure I of GO 430, may be forwarded through the DDO(Drawing and Disbursing Officer) concerned. The application can be down loaded from and sent to The Accounts Officer, GPF14/CPS, O/o The Pr.Accountant General, A & E , Tamil Nadu, 361, Anna Salai, Teynampet, Chennai 600018
The government has fixed 10% of the Basic Pay+ Grade Pay+ Dearness Allowance, as the mandatory amount of contribution to the Scheme. No excess or lesser amount should be deducted from the salary. It is the responsibility of the DDOs, for the correctness of the deduction. If, say, the total of BP+GP+DA is Rs 13410, than only 1341/ (@10% of 13410/-) should be deducted from the salary. For any deviation, in the deduction, the DDO concerned would be held responsible.

And whereas the Government have satisfied in public interest that it is necessary and expedient to prohibit strikes / hartals / bandhs in the Municipalities and Municipal Corporations indicated in the annexure appended to this notification for a period of six months.

Hyderabad viz., teaching and non-teaching staff of Residential Schools and the services of the staff of the Andhra Pradesh Residential Educational Institutions, such as hostels viz., Hostel Welfare Officers, Cooks, Kamatis and Watchman etc. as an essential service under the provisions of the Andhra Pradesh Essential Services Maintenance Act, 1971 (Andhra Pradesh Act 20 of 1971).
2. And, whereas, the Government are satisfied that in the public interest, it is necessary and expedient to prohibit strikes in the above said essential services, for a period of six months.
3. Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 of the Andhra Pradesh Essential Services Maintenance Act, 1971(Andhra Pradesh Act 20/1971), the Government of Andhra Pradesh, hereby prohibit strikes in the Andhra Pradesh Residential Educational Institutions Society
for a period of six months with immediate effect

West Bengal State Govt will be implementing Yuva Utsaha Prakalpa (YUP)-2013 scheme from 1st of October 2013 for the unemployed youth. The objective of the scheme is to provide unemployment assistance to the enrolled job seekers of Employment Bank to enable them to upgrade their level of skill in order to make them employable or suitable for setting up of self -employment ventures. The Directorate of Employment under the Labour Department, Government of West Bengal shall implement the scheme.


Eligibility:
In order to be eligible to apply for unemployment assistance under this scheme a person should conform to the following criteria:-
1. He/She must be unemployed and a resident of West Bengal.
2. He/She should be enrolled with the Employment Bank as ‘job seeker’.
3. His /Her Educational Qualification should be Class VIII pass and above.
4. Should be between 18-45 years of age on the 1st day of April of the year in which he/she is considered under the scheme.
5. He/ She has not availed financial assistance /loan under any state/central government sponsored Self-Employment scheme.
B) Only one member of a family is eligible to receive assistance under the scheme.
How to Apply:
Applicant has to apply for unemployment assistance in a prescribed form (Annexure-I) to be available in the Employment Bank web portal along with Unemployment certificate (Annexure-II). The selection of the applicants shall be done strictly on ‘First come, First Served’ basis taking into account the date and time of enrollment of the applicant in the Employment Bank

The attention of all the District Educational Officers in the State is invited to the reference read above. They are request to issue suitable to instructions to the Forwarding Officers/Drawing and Disbursement Officers under their control to follow the instructions given here under and also the instructions issued in the reference read above.
The following Officer should arrange and to submit the proposal in the following order serially.
1. Forwarding Letter
2. Applications Requisition of individual with date
3. Check list duly attested by the Forwarding Officer
4. Appendiw-II duly signed by the Employee/Pensioner and attested by the Forwarding Officer
5. Non-Drawal Certificate in Prescribed proforma as communicated vide reference read above
6. Dependent Certificate as required in prescribed proforma which as communicated vide reference read above with Forwarding Officer signature
7. P.P.O.(Pension Payment Order) copy in case of pensioner/family pensioner attested by the Forwarding Authority
8. In case of accident cases and treatment taken in un-recognized hospitals under emergency, FIR should be submitted
9. For every follow up treatment for post operative cases and who requires lifelong treatments, revalidation of prescription once in six month from special Government Doctor attested by Forwarding Officer
10. Legal Heir Certif icate should be submitted in case of death of the Teachers/Pensioners/Dependents duly attested by the Forwarding Authority
11.A copy of proceedings Issued by the Director of Medical Education for recognition of the hospital
12. Emergency Certificate/O.P in original duly signed with stamped by the treating doctor attested by Forwarding Officer

14. Discharge Summery/Discharge Memo.(OP card in respect of OP treatment) in original duly signed with stamped by the treating Doctor attested by Forwarding Officer

Further, all the District Educational Officers in the State are requested to direct all the Drawing and Disbursement Officers in their instructions to furnish to the proposal in triplicate to the Commissioner and Director of School Education (Original plus Two (2) sets of Xerox copies should be attested by the Forwarding Authori ty including Medical Bills). One set of Xerox copies of Bills shall, invariably, be kept with the Forwarding Officer even after the disposal of the claim.
Separate proposal for the treatment obtained at NIMS/SVIMS/RIMS and other private recognized hospitals shall be submitted.
They are further requested to arrange the proposal in the above order only serially numbered
claimant.
All the District Educational Officers in the State are requested to issue necessary instructions to all the
concerned Drawing and Disbursement Officers under their instructions issued by the Commissioner and Director of School strictly and submit the proposals accordingly . Any deviation in this regard will be viewed seriously and necessary disciplinary action will be initiated against them as per CCA Rules 1991. The concer ned Forwarding Authorities/ Drawing and Disbursement Officers are personally held responsible for fake and fabricated bills and misappropriation of public funds.

I am to invite your attention to the references cited.
2) In the reference second cited, orders were issued to the effect that the existing rate of Special Pay which has been sanctioned / enhanced on or before 1.09.98 shall be increased by 100% and the existing rate of Special Pay which has been sanctioned / enhanced after 1.09.98 shall be increased by 50% with
effect from 1.04.2013.
3) In the references third to fifth cited, it has been requested to clarify whether the enhanced rate of Special Pay ordered inthe Government Order cited is applicable to the individual employees based on the date of their appointment or it is based on the applicability of Special Pay to the categories to which Special
Pay was sanctioned / enhanced on or before 1.09.98 and after 1.09.98.
4) In this connection, I am directed to clarify that the enhanced rate of Special Pay ordered in the Government Order cited is only with reference to the date of Special Pay sanctioned / enhanced to the categories as a whole and not with reference to the date of sanction of Special Pay to individual employees based on their date of appointment. As such, the employees in the categories for whom Special Pay has been sanctioned / enhanced on or before 01.09.98 and after 01.09.98 are eligible for an uniform enhanced rate of Special Pay by 100% and 50% respectively.

Applications are invited to work as Special Officers in the Kasturba Gandhi Balika Vidyalayas located in all Districts (except Hyderabad and West Godavari), which are Residential Schools for girls in classes 6 – 10, on contractual basis for one year, from eligible female candidates who hold Post Graduate Degree and B.Ed. Teaching Experience is preferred

Eligibility:

a) All candidates fulfilling the essential qualifications will be required to appear for a written test. Candidates will be selected purely on the basis of merit in the written test and following the Rule of Reservation. b) The Written testshall be of 3 hours duration and will consist of both Objective and Essay type Question. The test will be bilingual (English & Telugu). The Questions will be based on the following syllabus:
