Therefore, all the District Educational Officer in the state are instructed to take action for Preservation of Earned Leave to the teachers who participated in the training programmes conducted in summer vacation by Rashtriya Madhyamik Shiksha Abhiyan (RMSA) during the year May/June 2012 as per Sub-rule (6) and (15) of F.R.82 duly verifying the Training deputation orders issued by attendance certificate of participants and make necessary entries in the S.Rs of the teachers. 1.In the reference 2nd read above, the Andhra Pradesh Non-Gazetted Officers Association has requested for payment of advance equal to maximum of two months salary to the employees who participated in the strike from 13.08.2013 onwards and who have rejoined duty on or before 18.10.2013.
2. Government, after careful examination of the request, decided for payment of Special Advance equal to the extent of salary losssuffered by the above employees on account of participation in the strike, subject to a maximum of two months salary minus all statutory recoveries, as applicable. Accordingly, the following orders are issued.
3. The Government employees who have participated in the strike for 60 days and above, shall be paid (2) months salary minus all statutory recoveries as applicable. For those Government employees who have participated in the strike for 45 days and above, shall be paid 1½ months salary minus all statutory recoveries as applicable. For those Government employees who have participated in the strike for 30 days and above, shall be paid one month salary minus all statutory recoveries as applicable. The amount of Special Advance sanctioned as above, shall be recovered in one lumpsum from the individual Government employee salary, at the time of adjustment of the strike period. The Government employee who would like to avail the above advance will have to submit an application in the format enclosed as Annexure to this order.
4. The expenditure on payment of advance under this Order shall be debited to the Head of Account 7610-Loans to Government Servants etc., 800-Other Advances- SH (80)-Other Advances – 001-Other Advances.
5. These orders are applicable to all the Gazettedand non-gazetted officers of the Andhra Pradesh Government employees, who are drawing salaries under 010- Salaries.
6. The Departments of Secretariat/Heads of Departments/Heads of Offices are requested to take necessary action accordingly.

NOTIFICATION
In exercise of the powers conferred by Sections 3 and 15 of the Andhra Pradesh Educational Institutions (Regulation of Admissions and Prohibition of Capitation Fee) Act, 1983 (Andhra Pradesh Act 5 of 198
3) and in supersession of all the rules in force on the subject, the Governor of Andhra Pradesh hereby makes the following rules for admission of students into Elementary Teacher Training Institutes / District Institutes of Education and Training (DIET) through Common Entrance Test.


Allotment of Seats: Government DIETs / Private Elementary Teacher Training Institutions
(i)All the sanctioned intake of seats for D.El.Ed course in Government DIETs shall be filled by the Convener, DEECET admissions. Such seats shall be allotted to the eligible candidates on the basis of rank obtained in DEECET by following the provisions of Rule 6 and Rules of Reservation as laid down in Rule 7 hereunder.
(ii)Un-aided Non-Minority and Minority Elementary Teacher Training Institutions:
(a) The seats allotted in each un-aided Non-Minority and Minority Elementary Teacher Training Institutions under these rules of admission of candidates shall be classified as:
1.Category A seats
2.Category B seats
(b)The Category A seats shall be 80% of the sanctioned intake of seats in D.El.Ed Course in the un-aided Non-Minority and Minority Elementary Teacher Training Institutions, which shall be filled with eligible candidates on the basis of rank obtained in DEECET following the provision of Rule 6. Rules of Reservation laid down in Rule 7 shall be applicable in total to all the Non-Minority institutions and Minority institutions that do not opt for SW-2 while the Minority institutions that opt for SW-2 shall maintain the region wise reservation of seats as shown at Rule 7 (i) (c)
The Category B seats shall be 20% of the total sanctioned intake of seats in D.El.Ed course in respect of un-aided Non-Minority and Minority Elementary Teacher Training Institutions, which shall be open to all the eligible candidates who satisfied the eligibility criteria for admission i.e. the candidates should have passed Intermediate Examination (Qualifying Examination) or it’s equivalent and they should secure minimum of 50% of marks in aggregate.

Order:
Government hereby order the revision of Dearness Allowance (DA) sanctioned in the Government Orders 25th read above to the employees of Government of Andhra Pradesh from 54.784%of the basic pay to 63.344%of basic pay from 1st July, 2013.
The Dearness Allowance sanctioned in the above para shall also be payable to:
i) The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samasthas, Work Charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010 and to the full time contingent employees whose remuneration has been revised from Rs.3850/- to Rs.6700/- per month vide G.O.Ms.No.171, Finance (P.C.III) Department, dated 13.05.2010.
ii) Teaching and Non-Teaching Staff of Aided Instit utions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.
iii) Teaching and Non-Teaching Staff of Universities including Acharya N.G. Ranga Agricultural University, Jawaharlal Nehru Technological University who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.
3. Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales, 2006, from 80% to 90% of the basic pay with effect from 1st July 2013.
The Dearness Allowance shall be paid in cash with the salary of October, 2013 payable in November, 2013. The arrears on account of payment of Dearness Allowance for the period from 1st July 2013 to 30th September 2013 shall be credited to the General Provident Fund Account of the respective employees.

ORDER:
The Director of Adult Education, A.P., Hyderabad submitted a proposal for a special project to improve female literacy in low f emale literacy Mandals. The project aims at substantial increase in female literacy rate which is critical for improvement of social and demographic indicators in the State. The Special Focus Literacy Project will be implemented in 470 Mandals in (19) districts where Saakshara Bharat Programme is being implemented. Under this project, two Instructors will be appointed per Gram Panchayat in 9505 GPs located in 470 low female literacy Mandals in the State. Each Instructor will enroll 30 non literates and conduct literacy classes for a period of (6) months and will be paid @ Rs. 1000/- per month as honorarium. The Director of Adult Education, A.P. Hyderabad also requested the Government to sanction the project by providing Rs.22.81 crores per year to enroll 11,40,000 non-literates in the age group of 15 -50 in two batches.
2. Government after careful examination of the proposal, hereby issue administrative approval for implementation of Special Focus Programme in 470 low female literacy Madals in 19 Saakshara Bharat districts duly engaging two Instructors in each Gram Panchayat in 9,505 Gram Pa nchayats. Further, the
Government also hereby accord administrative approval for an amount of Rs. 11.41,00,000/- ( Rupees Eleven crore, fourty one lakh only) to implement Special Focus Programme to cover 5,70,000 non-literates in the age group of 15 -50 in 470 low female literacy Madals for a period of (6) months on pilot basis.
3. The Director of Adult Education, A.P., Hyderabad shall implement the programme as per the guidelines annexed to the G.O.

ORDER:-
In the reference 1st read above, orders have been issued relating to the Andhra Pradesh Right of Children to free and compulsory Education rules 2010 under the provision of Right to Education Act 35 of 2009. In the reference 2nd read above, Government of Andhra Pradesh notified the State Council of Education Research and Training as academic authority for School Education U/s.29 (1) of the Right of the Children to Free and
Compulsory Act,2009 for under taking the Curriculum and the Evaluation proceducures for Elementary Education.
2. The Right to Education Act 2009 prescribes Continuous and comprehensive Evaluation of competencies of children studying in schools as per sub section -2 (h) under section 29. Continuous and comprehensive Evaluation (CCE) helps the teacher to know the phase of development of competencies on one hand and personality traits on the other hand while assessing the child’s academic achievement levels. Evaluation is a powerful means of improving the quality of education. The Continuous and comprehensive Evaluation is
through school based and teacher made test papers and not from external sources. The scope of evaluation extends all the areas of learner’s personality development which includes scholastic extends all the areas. Continuous and comprehensive Evaluation integrates into class room teaching thorough formative assessment and it focuses on self expression. In this process the grading is awarded in the place of marks against academic standards for both scholastic and co scholastic areas. Keeping this in view all the Educational Committees recommended for the assessment of the children through continuous and Comprehensive Evaluation
3. In the reference 3rd read above, the State Project Director, Rajiv Vidya Mission (SSA), A.P., Hyderabad submitted a proposal to the Government explaining all the above facts and stated that in order to bring forth examination reforms in School Education, Continuous and comprehensive Evaluation is to be implemented in all the schools. She requested the Government to issue orders accordingly.
4. After Careful examination of the matter, the Government have considered the proposal and hereby issue orders that Continuous and Comprehensive Evaluation for Assessing Academic Achievement Levels of children reflecting subject specific academic standards for curricular and co- curricular areas shall be adopted in all schools which come under the purview of School Education.
5. The State Project Director, Rajiv Vidya Mission (SSA), A.P., Hyderabad is requested to issue guidelines on Continuous and Comprehensive Evaluation in consulting with State Council of Education Research and Training which is the State Academic Authority.
6. The Director, State Council of Education Research and Training is requested to prepare details of procedures to be adopted at different levels and co-ordinate with the State Project Director, Rajiv Vidya Mission (SSA), A.P., Hyderabad to evolve implementable guidelines at School level.
7. The Commissioner and Director of School Education, the State Project Director, Rajiv Vidya Mission (SSA), A.P., Hyderabad and the Director, State Council of Education Research and Training will jointly monitor the implementation of Continuous and Comprehensive Evaluation and Right to Education related quality issues in all schools under the jurisdiction of State Government i.e., Government, Local bodies, aided and Private recognized Schools.

Govt of Andhra Pradesh, DEPARTMENT FOR WOMEN, CHILDREN, DISABLED & SENIOR CITIZENS, G.O.Ms.No. 24 Dt.21/10/2013.
1.The Government of India as part of “Strengthening and Restructuring of ICDS Scheme” has proposed a minimum six hours of working of Anganwadi Centres (AWCs) to provide different services such as health, nutrition and early learning to the children below 6 years, pregnant women, lactating mothers and adolescent girls
2. As per existing Government orders, the timings of Pre-School in Anganwadi Centres is from 9.00 am to 1.30 pm
The Commissioner, Women Development & Child Welfare Department, Hyderabad has stated that there is a need to extend the timings of Pre-School in the AWCs upto 4.00 pm for the following reasons
  1. The need of working parents will be met due to extension of timing of Pre-School in Anganwadi Centres and they may send their children to Anganwadi Centres instead of private schools
  2. As part of “Strengthening and Restructuring of ICDS” the GOI is focusing on strengthening of Anganwadi Centres as “Vibrant ECD (Early Childhood Development) Centre” to become the first village outpost for health, nutrition and early learning. Accordingly cost of pre-school kits has also been enhanced from Rs.1,000/- to Rs.3,000/-. Further the cost of supplementary nutrition has been
    enhanced from Rs.4/- per child per day to Rs.6/- and now snacks and hot cooked food are being provided to children attending Pre-School which will fit in the pattern of extended hours 
  3. The Government has examined the proposal of the Commissioner, Women Development & Child Welfare Department, Hyderabad and in modification of GOs cited, accords permission for extending the timings of Pre-School of Anganwadi Centres till 4.00 pm from November, 2013. The Government also enhances the honorarium of Anganwadi Workers & Anganwadi Helpers by Rs.500/- and Rs.250/- per pm respectively and thereby sanctions an additional budget of Rs.75,68,07,000/- per annum under Normal State Plan

Based on the guidelines, the following instructions are issued
1.Considering the quantum of salary fixed and the work in schools, a MINIMUM of 3 half working days of duty per week should be allotted by the Headmaster.
2.Due time table to be formed and given to them well in advance.
3.They may be permitted to work for more than 3 half days in a week to account for full month salary based on specific time schedule given by the Headmaster.
4.They should work for all the 4 weeks in a month with a minimum of 3 half working days in each week.
5.They are not permitted to work for full day, treating such full day as 2 half working days.
6.No Part-Time Instructor should be allowed to work continuously for 12 days and treat the same as one month.
7.The days of absence during examination may be compensated by attending school on Holidays and during vacations, provided classes are conducted to train the children

All the District Educational Officers, the Project Officers of RVM (SSA) and the Principals of DIETs in the State are informed that the APRVM (SSA) and SCERT, A. P., Hyderabad are together planned to organize 3 day training to all U P level teachers i.e., School Assistants & Language Pandits (who are dealing subjects for Classes VI & VII) in the month of November, 2013.


In this connection, the APRVM (SSA) is planned to conduct TOT programme at State level to impart the trainings to the teachers at divisional level in the district. The DPOs have to follow the guidelines given below
1. Constitute a district level committee with DEO, Principal, DIET, Project Officer, RVM (SSA) and Academic Monitoring Officer, RVM (SSA) for identification Resource Persons. The committee has to
identify suitable Resource Persons@10 per subject for six subjects i.e., English, Telugu, Hindi, Mathemat
ics, Science and Social Studies.
2.The Resource Persons has to attend the state level TOT programme at the allotted venue and to train U P Level teachers at District / Divisional Level in the district.
3.The Resource Persons have to attend the State Level TOT with the concerned subject textbooks of Class VI & VII, CCE Module, RTE Module (modules available at district / school level) and a subject - specific module providing during 2012 – 13.
4.The TOT programme is scheduled from 28th – 30th October, 2013 at allotted venues.
5.The district / divisional training will be held in two or three spells (depending on number of teachers) simultaneously to conduct all six subjects.
6.The Deputy Educational Officer will be the Course Director for U P Level Trainings.
The DLMTs and CRPs (total 12 members) should Assist the Deputy Educational Officer.
7.The P.O / AMO has to identify the suitable venues in collaboration with Deputy Educational Officer for conduct of U P Level Trainings

GOVERNMENT OF TAMIL NADU, 2013, FINANCE (ALLOWANCES) DEPARTMENT, G.O.No.405, Dated 11th October 2013.
ALLOWANCES - Dearness Allowance in the pre-revised scales of pay - Enhanced Rate of Dearness Allowance from 1st July, 2013 - Orders - Issued.
READ - the following papers:

2. From the Government of India, Ministry of Finance, Department of Expenditure, New Delhi, Office Memorandum No.1-3/2008 – E.II (B), dated 7th October 2013.

ORDER:



In the Government Order first read above, orders were issued sanctioning revised rate of Dearness Allowance in the pre-revised scales of pay to State Government employees as detailed below:
Date from which payable: 1st January, 2013
Rate of Dearness Allowance in the pre-revised scales of pay (per month): 166 per cent of Pay plus Dearness Pay
2. The Government of India in its Office Memorandum second read above has enhanced the Dearness Allowance to its employees who continue in the pre-revised scales of pay from 166% to 183% with effect from 1st July 2013.
3. Following the orders issued by the Government of India, the Government sanction the revised rate of Dearness Allowance to the State Government employees who continue to draw their pay and allowances in the pre-revised scales of pay that was in existence prior to 01.01.2006 as indicated below:
Date from which payable: 1st January, 2013
Pre-revised scales of pay (per month): 183 per cent of Pay plus Dearness Pay
4. The Government also direct that the Dearness Allowance increase shall be paid in cash with effect from 01.07.2013.
5. While working out the revised Dearness Allowance, fraction of a rupee shall be rounded off to next higher rupee if such fraction is 50 paise and above and shall be ignored if it is less than 50 paise.
6. The Government also direct that the revised Dearness Allowance sanctioned above, shall be admissible to full time employees who are at present getting Dearness Allowance and paid from contingencies at fixed monthly rates. The revised rates of Dearness Allowance sanctioned in this order shall not be admissible to part time employees.
7. The revised Dearness Allowance sanctioned in this order will also apply to the teaching and non-teaching staff working in aided educational institutions, employees under local bodies, employees governed by the University Grants Commission/All India Council for Technical Education scales of pay, the Teachers/Physical Directors/Librarians in Government and Aided Polytechnics and Special Diploma Institutions, Village Assistants in Revenue Department, Noon Meal Organisers, Child Welfare Organisers, Anganwadi Workers, Cooks, Helpers, Panchayat Assistants/Clerks in Village Panchayat under Rural Development and Panchayat Raj Department.
8. The expenditure shall be debited to the detailed head of account `03. Dearness Allowance' under the relevant minor, sub-major and major heads of account.
9. The Treasury Officers / Pay and Accounts Officers are requested to make payment of the revised Dearness Allowance when bills are presented without waiting for the authorisation from the Principal Accountant General (A&E) Tamil Nadu, Chennai-18.
