ORDER
The following Notification shall be published in the next issue of Andhra Pradesh extraordinary Gazette:
NOTIFICATION
In addition to the above mentioned General Holidays in Annexure.1(A), the State Government employees may avail themselves of Optional Holidays not exceeding FIVE during the year 2014 on the festival/occasions specified in Annexure-II(A) to this order, at their option and irrespective of the religion to which the festival pertains. Permission to avail any of these holidays shall be applied for, in writing in advance and will normally be granted by the Superior Officers competent to grant casual leave except when the presence of an individual employee is considered necessary in exigencies of Government work.
The Government also directs that General Holidays shall not ipso-facto apply to the Industrial Establishment and Public Undertakings under the control of the State Government, the workmen engaged in Public Works Departments andEducational Institutions in this State.
Separate orders regarding the festivals/occasions when these Institutions to observe holidays shall be issued by the concerned Administrative Department of the Secretariat.
If there is any change of date in respect of Idu’l Fitar, Idu’l Zuha, Muharram and Id-eMilad as per the moon sight or any other holiday declared now, it shall be announced through electronic/print media. All the Departments of Secretariat, Heads of Departments and District Collectors shall take action according to such an announcement and without waiting for formal order about the change of date

ORDER
3. In this regard, a meeting has been held by the Principal Secretary (PR) to resolve the issues involved on 10.09.2013 at 3.30 P.M. In pursuance of the decision taken in the meeting, the Commissioner of Panchayat Raj & Rural Employment, Hyderabad, in letter 4th read above, has submitted a proposal to delegate the powers to Head Masters/Mandal Educational Officers for sanction of Zilla Parishad Provident Fund to Panchayat Raj Teachers based on the Letter of Credit (LOC) issued by the Treasury and the Chief Executive Officer shall maintain the sanction orders issued by Head Masters/Mandal Educational Officers in seriatum manner and draw and disburse to the extent of amount available.
4. Government after careful examination of the matter have decided to accept the proposal of the Commissioner of Panchayat Raj & Rural Employment, Hyd., and to amend the guidelines pertaining to the head General Provident Fund annexed to G.O. first read above.
5. In the guidelines under the side heading of General Provident Fund Subscription annexed to G.O., for the sentence “the GPF Loans and GPF withdrawals shall be continued to be sanctioned by the CEO., Z.P.” substitute the following:
i. The Head Master of Zilla Parishad High School shall have the power in respect of all teachers working in Zilla Parishad High School and he shall sanction GPF Loans/Part-finals and forward GPF final withdrawals.
ii. The Mandal Educational Officers shall have the power in respect of Head Masters of Zilla Parishad Primary and Zilla Parishad Upper Primary Schools and the teachers working in Zilla Parishad Primary and Zilla Parishad Upper Primary Schools and he shall sanction GPF Loans/Part-finals and forward GPF final withdrawals.
iii. The Chief Executive Officer of Zilla Parishad shall continue as Drawing and Disbursing Officer and to control and maintain the Accounts and issue GPF Account Slips for every financial year ending.
iv. The Chief Executive Officer, Zilla Parishad, shall reconcile the Zilla Parishad Provident Fund Accounts/Ledgers with Treasury and ensure the postings in individual accounts promptly.
v. The Chief Executive Officer, Zilla Parishad, shall maintain/file the sanction orders issued by the Head Masters/Mandal Educational Officers in seriatum and draw the amounts as per availability of amounts in their individual accounts as limited by the Letter of Credit issued by the District Treasury Officer in this regard.
vi. The Head Masters/Mandal Educational Officers, while sanctioning the Provident Fund Loans/Part-finals etc., shall follow all the rules and regulations governing such sanctions apart from following the balances available in the individual accounts as per Accounts Slip issued by the Chief Executive Officer, Zilla Parishad.

Punjab Govt 15% DA Hike from 01.01.2013
Punjab Govt 15% Hike in DA for Employees and Pensioners. DA for Unrevised Scales Employees and Pensioners. Punjab Govt DA from 01.01.2013
The Punjab Government has increased D.A (Dearness Allowance) by 15% for the Punjab State Government Employees and Pensioners. This DA hike is applicable for the people who are still getting their pay in the unrevised Scales. With this hike, the rate of DA is enhanced from 151% to 166% for the unrevised basic pay with effect from 1st January 2013. The enhance DA would be paid in Cash from 01.07.2013. The Enhanced DA will be paid in Cash to the Employees and Pensioners with Pay/Pension effect from 01.11.2013 and Arrears from July to October would be paid in cash. Payment of pending dues from January 2013 to June 2013 will be decided later.

Education Department – Recruitment of Teachers through DSC - Orders dated 15-01-2013 of Supreme Court of India in Civil Appeals No.7479–7485 of 2009 filed by Sri Irrigineni Venkata Krishna & others (207) D.Ed. candidates – entitle them to apply for the posts of SGTs in DSC notification issued within three years from the date of orders (i.e.) from 15-01-2013 to 14-01-2016 in relaxation of age limits for the post – Orders – Issued.
SCHOOL EDUCATION (PE.SER-II) DEPARTMENT, G.O.Rt.No.1443, Dated 27.11.2013.
Government have formulated Special Rules for the Andhra Pradesh School Educational Sub-ordinate Service vide G.O.Ms.No.96, Education (Services.II) Department, dated 25/07/2005. As per Rule 5(v)(III)(1) of the said rules, qualifications for post of Secondary Grade Teacher through Direct Recruitment are stipulated as following :-
“Must possess Intermediate Certificate issued by the Board of Intermediate Education, Andhra Pradesh and D.Ed. Certificate issued by the Director of Government Examinations, Andhra Pradesh.

Must possess a Bachelors Degree and a B.Ed. Degree / D.Ed.”
2. Accordingly, Government issued “A.P.Direct Recruitment to the posts of Teachers (Scheme of Selection) Rules, 2006” vide G.O.Ms.No.44, Education (Services-VII) Dept., dated 16/05/2006 for the purpose of
recruitment of Teachers in DSC-2006
3. The above Rules were challenged by Sri Irrigineni Venkata Krisnha & others in O.A.No.254/2006 and batch. Finally the matter was disposed by the Supreme Court of India in their orders dated 15/1/2013 in Civil Appeals No.7479 to 7485 of 2009 filed by the applicants with a relief to the applicants that, “if within three years from to day the vacancies for Secondary Grade Teachers in the State of Andhra Pradesh are notified, the appellants herein shall be entitled to apply for the same and the provision concerning the age as regards them shall stand relaxed.”
4. The Commissioner & Director of School Education has stated that in view of the orders of the Supreme Court of India dated 15/01/2013 the action of the Government in considering / prescribing / allowing /
selecting B.Ed. candidates to the post of SGT in DSC 2006 and DSC 2008 selections is upheld. No further action is required with regard to SGT selections in DSC 2006 and DSC 2008. However, in view of the relief
granted to the applicants in the above Civil Appeals, he has requested the Government to issue necessary orders to entitle 207 applicants / petitioners / D.Ed. candidates (i.e.) Irrigineni Venkata Krishna and others
to apply for the posts of Secondary Grade Teacher in the DSC notifications to be issued by the Government in the next three years from the date of Supreme Court orders (i.e.) from 15/01/2013 to 14/01/2016 in relaxation of the upper age limit prescribed by the Government from time to time for the post of Secondary Grade Teachers in the State.
5. Government, after careful consideration of the matter, hereby permit the Commissioner & Director of School Education, Andhra Pradesh, Hyderabad to implement the orders of the Hon’ble Supreme Court of India in Civil Appeals No.7479/2009 to 7485/2009, dated 15-01-2013 and allow the 207 D.Ed. candidates (i.e.) the Appellants / Petitioners in the above Civil Appeals to apply for the posts of Secondary Grade Teachers in DSC notifications to be issued within the next three years from the date of Supreme Court orders (i.e.) from 15/01/2013 to 14/01/2016 in relaxation of the upper age limit prescribed for the recruitment to the posts of Secondary Grade Teachers from time to time.

Procedure & Criteria for Declaration of Result:
This will comprise of following steps:
Step-I:
Minimum marks to be obtained in APSET for considering a candidate for the eligibility for lectureship:
The candidates are required to obtain following minimum marks separately in Paper-I, Paper-II and Paper-III as given below
General:
Paper 1:40%, Paper 2:40%, Paper 3:50%
BC:
Paper 1:35%, Paper 2:35%, Paper 3:45%
SC/ST/PH/VH
Paper 1:35%, Paper 2:35%, Paper 3:40%
Step-II:
Amongst those candidates who have cleared step-I, a merit list will be prepared subject-wise and category-wise using the aggregate marks of all the three papers secured by such candidates.
Step-III:
Top 15% candidates (for each subject and category), from the merit list mentioned under step-II, will be declared APSET qualified for eligibility for lectureship.

Step-I:
Minimum marks to be obtained in APSET for considering a candidate for the eligibility for lectureship:
The candidates are required to obtain following minimum marks separately in Paper-I, Paper-II and Paper-III as given below
General:
Paper 1:40%, Paper 2:40%, Paper 3:50%
BC:
Paper 1:35%, Paper 2:35%, Paper 3:45%
SC/ST/PH/VH
Paper 1:35%, Paper 2:35%, Paper 3:40%
Step-II:
Amongst those candidates who have cleared step-I, a merit list will be prepared subject-wise and category-wise using the aggregate marks of all the three papers secured by such candidates.
Step-III:
Top 15% candidates (for each subject and category), from the merit list mentioned under step-II, will be declared APSET qualified for eligibility for lectureship.

Govt of Kerala has increased GIS rate of interest for its employees and released a G.O regarding this hike.

FINANCE (GROUP INSURANCE SCHEME) DEPARTMENT, Govt of Kerala.
The Government of lndia have enhanced the rate of interest allowed for the savings fund of Group lnsurance Scheme for the Central Government Employees from 8% to 8.6% with effect from 01.12.2012 onwards; vide Office Memorandum read as 4th paper above. The Group lnsurance Scheme for the State Government is analogous to that of Central Government Employees and errhancement and reduction of rate of interest whenever made by the Central Government is applicable to the State.
Government after examining the matter, are pleased to order that the rate of interest for the accumulation in the Savings Fund of Group lnsurance Scheme will be enhanced from 8% to 8.6% w.e.f 01.12.2011 onwards.

All the District Educational Officer in the State are informed that, the teachers Association are frequently requesting to issue calefactory instructions to all the District Educational Officers with regard to preservation of Earn Leave to teachers and other employees working in schools as all the Deputy Educational Officers and MEOs are not following uniform procedure. Therefore, the instructions are hereby reiterated in connection with prevention from availment of summer vacation and preservation of E.L.
4 Any prevention of teaching / non-teaching staff during the vacation / summer vacation should be by a general or special / specific order of higher authority / competent authority.
5 Ruling 15 under FR 82 is that “If a Government servant of the vacation department does duties during vacation and separately remunerated therefore, he should not be considered as having been deprived of vacation.” However, the teaching and nonteaching who are prevented from availing vacation / summer vacation for attending the duties such as preparation / revision of electoral rolls, enumeration, census and
received remuneration shall not be treated as remuneration in terms of G.O.Ms.No.35, Edn., dated 16.01.1981 and G.O.Ms.No.355, GAD, dated 19.05.1991.
6 Regarding remuneration paid in connection with attending the examination work viz., spot valuation and instant examinations, receipt of TA and DA during training programmes shall be treated as remuneration and does not comes under prevention
7 The Number of days of prevention/summer vacation shall be considered to have foregone vacation is the one that actually spent inattending to the duties assigned in terms of G.O.Ms.No.114, Finance, dated 28.04.2005.
8 In any case the total number of E.Ls. accrued by virtue of prevention of vacation/summer vacation shall not exceed 30 days (inclusive of 6 days)

If there is no Junior Assistant / Record Assistant, Seniormost teacher may be prevented from availing of summer vacation, in any case the prevented staff should not exceed three (3) persons. |
