ORDER:-In the G.O. fifth read above, orders have been issued as directed by Hon’ble Supreme Court ofIndia on 20.8.2008 in SLP Nos.18227-18228/2008 that the State Government should followed the Statewide seniority in employment registration while appointing Secondary Grade Teachers by calling for the list of eligible persons from all the District Employment Exchanges and by newspaper Public Advertisements throughout the State. Further it was also ordered to mention in the notification, that any person selected and appointed in a particular school within a district cannot aspire for transfer to another school outside the
District. The Supreme Court has further directed that the aforesaid arrangement will apply for any recruitment be made pending disposal of these appeals.
2. In the G.Os 7th, 8th and 10 read above, Government direct that the appointment to the post ofSecondary Grade Teachers, the existing procedures (i.e.) selection through Employment Exchange in Statewide seniority may be continued till the disposal of the SLP.Nos.18227 and 18828 of 2008 filed in the Supreme Court of India

ORDER:
3. After reviewing the progress and considering the request for extension of time, Government hereby extend the time for uploading the data upto 1st February, 2014 with a clear indication that no further extension of time will be given in any circumstances.
4. Government also reiterate that the data of all categories of employees including the contract employees and the persons hired on outsourcing basis shall be entered without fail. All the DDOs and the appointing authorities shall note that the any claims relating to the persons whose details are not entered, will not be admitted in the PAO or the Treasuries and therefore they should ensure that the data of all employees of all types of employment is entered accurately and failure in this regard will lead to disciplinary action being initiated against them.
5. The other instructions issued in the references read above hold good and the pay bill of the employees for the month of February, 2014 shall be passed only after the submission of their data.
6. All the DDOs and the departmental officers and unit officers of all the departments should adhere to the above instructions.
7. The District Collectors shall review the progress with all the unit officers in the district and ensure that the data is uploaded before 1st February, 2014

2.From the Chief Executive Officer, Aarogyasri Health Care Trust, Letter No.186/EHS/P&C/2014, dated.10.01.2014.
O R D E R:
a. The employees, pensioners and their dependent family members will be eligible for a sum of Rs.2.00 lakhs (Rupees Two Lakhs only) per episode of illness with no limit on the number of episodes as existing in APIMA Rules, 1972. However, in the cases where the cost of treatment exceeds Rs.2.00 lakhs, cashless treatment will continue. No network hospital shall deny the treatment in such cases.
b. The limit of Rs.2.00 lakhs will not apply in cases where predetermined package rates are above Rs.2.00 lakhs.
c. Chief Executive Officer, Aarogyasri Healthcare Trust will settle the claims which exceed Rs.2.00 lakhs, following the standard claims settlement process after obtaining the approval of the Technical committee constituted by the Government.
3. The Chief Executive Officer, Aarogyasri Health Care Trust has further stated that already 10,44,000 temporary health cards have been generated under the Scheme, in respect of the Employees / Pensioners and their family members who have already enrolled. As many as 396 beneficiaries have undergone surgeries so far. In order to meet any eventuality where the cost of treatment exceeds Rs.2.00 lakhs, it is necessary to constitute a Technical Committee in terms of para.4.3 (c) of G.O.Ms.No.174, HM & FW (M2) Dept.,

4. The Chief Executive Officer, Aarogyasri Health Care Trust has requested the Government that a ‘Technical Committee’ with the following composition may be constituted in terms of para.4.3 (c) of G.O.Ms.No.174, HM & FW (M2) Dept., dated.01.11.2013.

2. In the letter 2nd read above, the Chief Executive Officer, Aarogyasri Health Care Trust has stated that in para 4.3 of the G.O.Ms.No.174, HM & FW (M2) Department, dated.01.11.2013 under ‘Financial Coverage’, the following is mentioned: |

EXISTING EXIT / WITHDRAWAL GUIDELINES UNDER NATIONAL PENSION SYSTEM (NPS)
The current exit / withdrawal guidelines under NPS are framed in such a manner that the subscriber has a long period of accumulation of corpus for providing him with a decent accumulated pension wealth when he retires or he moves out of the regular work routine due to age. Also, it lets the subscriber have the freedom to move out of the scheme at any point of time, irrespective of cause or reason which determines the
complete exit from the scheme.
The following are the current rules/guidelines for withdrawals under NPS as approved by PFRDA:
a) Exit from NPS upon attaining the age of Normal superannuation (for govt. employees only) or upon attaining the age of 60 years (for all subscribers other than govt. employees): At least 40% of the accumulated pension wealth of the subscriber needs to be mandatorily utilized for purchase of an annuity providing for the monthly pension of the subscriber and the balance is paid as a lump sum payment to the subscriber.
b) Exit from NPS before attaining the age of Normal superannuation (for govt. employees only) or before attaining the age of 60 years (for all subscribers other than govt. employees): At least 80% of the accumulated pension wealth of the subscriber needs to be utilized for purchase of an annuity providing for the
monthly pension of the subscriber and the balance is paid as a lump sum payment to the subscriber.
c) Upon Death: The entire accumulated pension wealth (100%) would be paid to the nominee / legal heir of the subscriber.

ORDER:
4. Government also here by direct all the DDOs that they should enter the data of all categories of employees including the Contract and Outsource personnel irrespective of the source from where the salaries are drawn. They shall invariably enter the data even where the salaries or remuneration is paid from the funds released directly from the Government of India or drawn from the funds locally generated by the respective units. Necessary changes have been made in the software for this purpose.
5. Government has taken action to make necessary changes in the software to enable all the District Collectors, District Treasury Officers, Pay and Accounts Officers (Works) and the PAO, Hyderabad to add new DDOs and also to reset the passwords for the DDOs where ever required by the DDOs under their jurisdiction. Necessary changes are also been made in the software to enable all the Treasury Officers to review the progress of the data entry under their audit jurisdiction. They have to submit an online report to the District Collector every day regarding the progress made by the DDOs.
6. Government hereby order that in view of the extension of the time up to 27th January, 2014 the pay bills for the month of January, 2014 may be admitted without linking it to the submission of data. However, the pay bill of the employees for the month of February, 2014 may be passed only after the submission of their data.

2. Several Drawing and Disbursing Officers have brought to the notice of the Government certain technical difficulties in uploading the data and have requested for extension of time. 3. After reviewing the progress and the technical difficulties, Government hereby extend the time for submission of data up to 27th January, 2014. |
5. 8.75% Interest Rate for PF Deposits in 2013-2014
PF Interest Rate 8.75%. EPFO CBT Interest rate 8.75% for 2013-2014.
The Employees' Provident Fund Organization's Central Board of Trustees (CBT) has decided on the PF Interest Rate for 2013-2014. 8.75% rate of interest will be paid on the PF deposits for the financial year 2013-2014. 8.5% rate of interest was paid for the previous 2011-2012 and 2012-2013 financial years. But this year members will get extra 0.25% interest rate. 8 crore subscribers will be benefited from this move.

ORDER:
In the G.O 2nd read above, orders were issued appointing the Pay Revision Commissioner and also laying down the terms of reference of the Pay Revision Commission. Review of existing pension structure is also one of the terms of reference of the Pay Revision Commissioner.
2. Pending recommendations of the Pay Revision Commissioner, in the G.O 3rd read above, Government issued orders sanctioning Interim Relief to the Government employees at the rate of 27% of the Basic Pay with effect from 01.01.2014 as per the conditions laid down therein.
3. As the review of existing pension structure is also one of the terms of reference of the Pay Revision Commission, Government has considered it appropriate to sanction Interim Relief to the Pensioners also pending recommendations of the Pay Revision Commission in this regard.
4. Accordingly, Government hereby sanction Interim Relief at the rate of 27% of Basic Pension with effect from 01.01.2014 along with the pension payable in the month of February 2014.
5. The Interim Relief sanctioned in paragraph 4 above is subject to the following conditions:-

ORDER:

The Interim Relief ordered above shall apply to (a) (i) those who retired from service after 01.07.2008 drawing pay in the Revised Pay Scales, 2010; (ii) those who retired prior to 1.7.2008 and whose pension was consolidated in the light of orders issued in the G.O. first read above; and (b) Jagir and Estate Pensioners and (c) Service pensioners or Family pensioners in respect of the categories mentioned at para 2(c) of the GO 3rd cited and who are governed by AP Revised Pension Rules, 1980. |

ORDER:-
Government has decided to grant Adhoc Bonus equivalent to 30 days emoluments on a base of 30 days a month to all regular and temporary Government employees, employees of Local Bodies and Aided Educational Institutions including teachers on regular time scales of pay for the financial year 2012-2013.
2. Employees in Groups ‘C’ and ‘D’ were paid Adhoc Bonus equivalent to 30 days emoluments subject to a ceiling of Rs.3,000/- during the year 2011-2012. Accordingly, Government direct that all regular and temporary Government employees who are on regular time scales of pay, employees of Local Bodies and Aided Educational Institutions including teachers on regular time scales of pay in ‘C’ and ‘D’ group be paid adhoc bonus equivalent to 30 days emoluments on a base of 30 days a month for the financial year 2012-2013. The Adhoc Bonus shall be computed on the basis of actual emoluments as on 31st March 2013. The amount of adhoc bonus shall be calculated as if monthly emoluments were Rs.3,000/- per month. In respect of those drawing pay in the pre-revised / revised scales of pay, the calculation of adhoc bonus shall be based on the emoluments drawn subject to the upper ceiling of Rs.3,000/- (Rupees Three thousand only) per month. The upper ceiling limit shall be applicable irrespective of whether the emoluments are drawn in the pre-revised or revised scales of pay.
5. Deputationists from the State Government working in Corporations / Boards / Joint Sector companies who are not in receipt of bonus / exgratia payment from the undertakings concerned are eligible for the benefit of Adhoc Bonus / Special Adhoc Bonus.
6. The Adhoc Bonus/Special Adhoc Bonus sanctioned in paras 2 to 5 above shall be admissible subject to the conditions prescribed in the annexure to this order.
7. The expenditure on Adhoc Bonus/Special Adhoc Bonus shall be debited to the sub-detailed head “04 Other Allowances” under the detailed head “01. Salaries” or the detailed head “02. Wages” as the case may be, under the relevant service head of the department concerned.
8. The expenditure on Special Adhoc Bonus in respect of temporary Assistants appointed on contract basis in the year 2003 shall be debited to the Detailed / Sub-Detailed head “33 - Payments for Professional and Special Services” “04 – Contract Payment” under the relevant service head of the department concerned.
9. Necessary provisions have been made under the relevant heads of account in Budget Estimates 2013-2014. However, if additional provisions are required, it will be made under the relevant heads of account in RE/FMA 2013-2014 and the required funds may be drawn pending such provision.

Government has decided to grant Special Adhoc Bonus to these employees and direct that employees in groups ‘A’ & ‘B’ including those on University Grants Commission / All India Council for Technical Education / Indian Council of Agricultural Research scales of pay and All India Service Regulations be paid Special Adhoc Bonus of Rs.1,000/- (Rupees One thousand only). 4. The Special Adhoc Bonus of Rs.1,000/- (Rupees One Thousand only) shall also be admissible to full-time and part-time employees paid from contingencies at fixed monthly rates, employees on consolidated pay/special time scale of pay including employees in Nutritious Meal Programme/ Integrated Child Nutrition Project (Anganwadi Workers), Mini Anganwadi Workers, Village Assistants, Panchayat Assistants / Clerks on special time scales of pay in Village Panchayats under Rural Development and Panchayat Raj Department, Contract employees, Temporary Assistants on contract basis, the employees on daily wages and the employees partly worked on daily wages and subsequently brought under regular establishment and worked continuously for atleast 240 days or more during the year 2012-2013. |
6. The Adhoc Bonus/Special Adhoc Bonus sanctioned in paras 2 to 5 above shall be admissible subject to the conditions prescribed in the annexure to this order.

ORDER:
In the Government Order first read above, a new Contributory Pension Scheme based on defined contribution has been introduced for all employees who are recruited on or after 01.04.2003. In the Government Order second read above, Government inter-alia ordered that the Accountant General will maintain the accounts for the Contributory Pension Scheme as in the case of General Provident Fund and the Index Number to the employees who join the Contributory Pension Scheme will be allotted by the Accountant General on receipt of application from the Head of Department / Heads of Offices in the prescribed form.
2. Subsequently, in the Government Order third read above the work of assigning Index Numbers and maintaining Contributory Pension Scheme in respect of the following employees were entrusted to the Government Data Centre.
1) Teachers of Panchayat Union schools.
2) Teachers of Aided school / Institutions.
3) Non teaching staff of Panchayat Union schools.
4) Municipal Corporation and Municipal employees
5) Non provincialised employees of Town Panchayats.
6) Non provincialised employees of Panchayat Unions
3. The progress of the work relating to the maintenance of the accounts in respect of Contributory Pension Scheme ofGovernment employees and Teachers of Aided Educational Institutions were reviewedby Government in consultation with the Accountant General and Commissioner, Government Data Centre and the following decisions were taken thereon.
i) The Contributory Pension Scheme schedules relating to 2013-2014 have to be handed over to the GovernmentData Centre as the posting of Contributory Pension Scheme credit schedules for the year 2013-2014 will be made by Government Data Centre.
ii) The applications for admission and allotment of Index number to Contributory Pension Scheme subscribers received up to 31st December 2013 willbe processed by Accountant General’s office and applications received after the cutoff date may be returned to the departments.
iii) The Contributory Pension Scheme accounts for the year 2012-2013 will be completed by the end of January 2014 and the existing data transferred to Government Data Centre.
iv) The missing credit papers and other correspondence relating to Contributory Pension Scheme will be handled by Government Data Centre.

In the reference read above, the State Government has constituted the Tenth Pay Revision Commission (PRC), which is currently seized of the matters relating to the pay and allied matters of the state government employees. Subsequently, the Service Associations have requested for sanction of Interim Relief (IR) pending final action on the recommendations of PRC.
2. The Government has considered the request of Service Associations and after careful examination decided to sanction Interim Relief pending recommendations of the PRC to all Government Employees, including the employees of the Local Bodies (PR and ULBs) and the Government Institutions receiving Grants-in-Aid from the Government, and Work Charged Employees and Full-Time Contingent Employees who are currently drawing pay in the Revised Scales of Pay 2010. Accordingly, the following orders are issued
d. The Interim Relief will not be admissible to the Officers of the Andhra Pradesh State Higher Judicial Service, the Andhra Pradesh State Judicial Service, All India Service Officers (AIS), and those drawing salaries on UGC / AICTE / ICAR / Government of India Scales, contract staff, and staff of Societies, Autonomous Institutions, Public Sector Undertakings and all those not covered under categories mentioned at ‘Para-2 c’ above. The Interim Relief will also not be admissible to the Part Time Contingent Establishment.
e. The payment on account of Interim Relief involving fractions of fifty paisa and above shall be rounded off to the next rupee and fraction of less than fifty paisa shall be ignored.
f. The Interim Relief sanctioned above shall not count for computation of Dearness Allowance, House Rent Allowance, City Compensatory Allowance or any other Allowances, Encashment of leave, Pay Fixation, Pension or Gratuity etc., and
g. The expenditure on sanction of Interim Relief shall be debited to the detailed Head “010.Salaries – 015.Interim Relief” under respective Major, Minor and Sub heads of Account.
3. All the Departments of Secretariat and Heads of Departments are requested to take prompt steps to provide additional funds under the relevant Heads of Accounts.

In continuation of this Department Memo No. 08-F (Pen) dated 2nd January 2013 sanctioning instalment of relief to the State Government Pensioners/Family Pensioners with effect from 1st January 2013 onwards, the joint secretary to the west bengal government is directed to state that the Governor is pleased to decide that the West Bengal State Government Pensioners/Family Pensioners shall draw Dearness Relief @ 58% of basic pension/ basic family pension with effect from January 01, 2014 onwards in supersession of the rates mentioned in the Order dated 02.01.2013

AP State Govt will be regularizing 24,575 contract employees. There are totally 24,575 workers are working in the APSRTC as contract workers. Among these, 14, 657 are Drivers and 9,920 are conductors. AP Govt will soon released G.O regarding this regularization. RTC Employees unions EU, and TMU has expressed their happiness on this. This is a very good news for the contract workers on the eve of new year 2014.

ORDER:
1. In the G.O. first read above the General Administration (Services-A) Department issued orders adopting an annual calendar for recruitment's and prescribed a schedule for estimation and notification of vacancies for recruitment. It was ordered that all departments should follow this schedule. In the G.Os. second to fifth read above orders were issued according permission to fill certain vacancies in different categories including the categories that are classified as Group-I, Group-II and Group-IV Services, other gazetted, non-gazetted and technical categories in various departments through direct recruitment by the relevant recruiting agencies. Several secretariat departments have sent further proposals for filling vacancies in various categories meant for direct recruitment in the departments and institutions under their administrative control.
2. After careful examination of the proposals of the departments and keeping in view the actual requirement with reference to the nature of work and activities of the departments and the overall financial implications, the Government hereby accord permission to fill Twenty Six Thousand Three Hundred and Ninety Five (26,395) vacancies in different categories in various departments, Corporations through direct recruitment by the relevant recruiting agencies, as shown in the Annexure to this order.
3. The Secretary, Andhra Pradesh Public Service Commission shall take appropriate steps for filling the above vacancies through direct recruitment by obtaining the details, such as zone/ district wise vacancy position, roster points and qualifications, etc., from the concerned authorities in the prescribed proforma. The Andhra Pradesh Public Service Commission shall issue schedule for recruitment expeditiously and issue notification accordingly.
4. All administrative departments and the Heads of Departments, Managing Directors concerned shall furnish details of all vacant posts authorized in this order, including the zone/district wise vacancy position, roster points and qualifications, etc., to the recruiting agencies immediately under intimation to Finance Department
5. For the posts authorized to be filled by the Departmental Selection Committees, and the corporations, the administrative departments of secretariat and the heads of departments concerned and the corporations as the case may be, shall take necessary action for filling the respective posts duly following the Rule of Reservation, the provisions of the Presidential Order and the provisions of the Service Rules applicable to the relevant posts. They shall adopt a transparent selection procedure based on written test for the purpose. The departments shall obtain specific orders on the composition of the selection committee, selection process and other issues related to the recruitment process duly following the rules of business by routing the file through the Finance Department before undertaking the recruitment by the departmental selection committees.
6. All concerned are hereby instructed to take immediate action to implement these orders

ORDER:-
3. The Government after careful examination has decided to launch the New Health Insurance Scheme for the Pensioners (including spouse) / Family Pensioners. Accordingly, the Government direct that New Health Insurance Scheme for the Pensioners (including spouse) / Family Pensioners shall be formulated on the following basis:-i) the New Health Insurance Scheme shall operate on a CASHLESS basis and it shall be made compulsory to all the Pensioners (including spouse) / Family Pensioners.
ii) the quantum of assistance shall be fixed as Rs.2.00 lakh for both Pensioners (including spouse) and Family Pensioners for a block period of four years from the date of the launch of the scheme.
iii) if the spouse of the pensioners is also a pensioner, the recovery of subscription shall be effected from one person only, based on the option exercised by them.
iv) the New Health Insurance Scheme shall be implemented by the Insurance provider finalized from among the Public Sector Insurance provider by following due tender procedure.
v) the New Health Insurance Scheme shall be implemented through the Commissioner of Treasuries and Accounts as is being done in the case of New Health Insurance Scheme for the Government Employees.
vi) the amount of the Pensioners contribution to the scheme will be decided after the selection of the Insurance Company and finalization of the costs.
4. Further modalities / terms and conditions for the New Health Insurance Scheme for the Pensioners (including spouse)/Family pensioners will be issued separately

2. In the Budget Speech 2013-2014, the Hon’ble Minister for Finance has announced in the floor of the House to launch a separate Health Insurance Scheme in line with the Government Servants Health Insurance Scheme to reduce the burden of the health related expenses of the pensioners. |
