ORDER:
In the circumstances stated in the reference 3rd read above and keeping in view the orders issued in the reference 2nd read above, Government after careful examination here by issue orders fixing the
following rates of remuneration payable to the staff deployed on training classes / polling /counting duties during 4th Ordinary Elections to Urban Local Bodies, 2014

1.Zonal Officer / Route Officer / Sectoral Officer Rs. 1500/-one time remuneration at lump sum
2.Presiding officer / Counting Supervisor Rs. 350/-per day
3.Polling officers / Counting Assistant Rs. 250/-per day
4.Office sub-ordinates (Class-IV) Rs. 150/-per day
5.Packed lunch and/or light refreshment to the personnel deployed at polling stations / counting centers Rs. 150/-per head per day
2. The Secretary, State Election Commission shall take necessary action accordingly.

The Andhra Pradesh Public Service Commission will conduct the Departmental Tests Examinations (Objective Type) vide Go.Ms.No.602 GA (Ser-C) Department, Dt:01/11/2011 and few Tests are written examinations as mentioned under Para 5 (h) at (22) District Head Quarters (except Ranga Reddy District which is clubbed with Hyderabad District) for MAY,2014 Session from 10-05-2014 to 15-05-2014 as per the Time-Table shown in accordance with the terms and conditions as laid down in Departmental Tests Rules, 1965 and as amended from time to time.
2. The Commission is inviting the Departmental Tests applications from the candidates for MAY, 2014 Session Examinations through ON-LINE only on payment of Rs.50/- for each Test. Application Form, Time-Table and other full details are available in the Commission’s Website http://www.apspsc.gov.in. Applicants shall apply the Departmental Test for MAY, 2014 Session examinations through ON-LINE ONLY from 25-03-2014 to 12-04-2014 (from 25-03-2014 to 09-04-2014 for payment of fees) as the earlier procedure of sale of applications at the Head Post Offices at District Head Quarters and at SALES COUNTER of APPSC Office has been dispensed with by the Commission. The candidate should read the Commission’s Notification and other instructions available in User’s Guide carefully before applying the Test and enter the particulars properly in the Application through ON-LINE.

As per the circular read 1st paper above, detailed instructions were issued to keep on updating the data of all employees in SPARK, As per circular referred 2nd cited, Heads of Department and Head of Ofiices were directed to take immediate steps to complete data entry of all fields in SPARK and subsequently lock the employee details after verfying the authenticity of the entered data by 31st December 2012 and extended the time limit to 28n February 2013 vide the circular read as 3rd paper above.

As per circular referred 4th above, submission of salary bills of all Government offices come under the purview of all District treasuries and then all treasuries in Thiruvananthapuram ond Ernakulam have been made online. Now Government proposes to extend the online submission of salary bills to all offices in the State. This demands that data base of all Government employees have to be validated before fully changing over to the new system. On verification of data in SPARK it is found that the data validation is not complete in many offices despite repeated instructions. ln the views of the above, all the SDOs and DDOs are hereby directed to comply with the following directions to keep the SPARK database updated.

Grant of Paid Holiday to Employees on the day of Poll
(i) Every person employed in any business trade, industrial undertaking or any other establishment and entitled to vote at etection to the House of the people or the Legislative Assembly of a State shall, on the day of poll, be granted a holiday.
(ii) No deduction or abatement of the wages of any such person shall be made on account of a holiday having been granted in accordance with sub-section (l) and if such person is employed on the basis that he would not ordinarily receive wages for such a day, he shall nonetheless be paid for such day the wages he would have drawn had not a holiday been granted to him on that day
(iii) lf an employer contravenes the provisions of sub-section (1) or sub-section (2), then such employer shall be punishable with fine, which may extend to five hundred rupees.
(iv) This section shall not apply to any elector whose absence may cause danger or substantial loss in respect of the employment in which he is engaged
The daily wage/casual workers are also entitled for a holiday and wages on poll day as provided in Section 1358 of the R.P. Act, 1951

In the references 5th to 7th read above, the Associations have requested the Government to postpone the recovery of contribution towards Employees Health Scheme from the Salary/Pension of Employees / Pensioners starting from March, 2014 payable on 1st April, 2014, till another date that may be decided after June, 2014 by the two successor States i.e., Andhra Pradesh and Telangana.

O R D E R:
In the reference 1stread above, the Government had introduced a scheme for payment of salaries and all other payments of the employees through Banks, while making the scheme optional to the Employees.
2) In the reference 2nd read above, it was ordered that salaries and other payments of the employees, who are yet to exercise their option to open their Bank Account, shall be credited to the Current Account of the Drawing and Disbursing Officer in the Government Bank in the first instance along with the Salaries of those employees who have already opted for the Bank Scheme. In this process, Salaries and other payments of the employees who have exercised their option in favor of opening Bank Account shall be credited to their Bank Accounts and for those employees who have yet to exercise their option shall be paid in cash by the DDO through encashing cheques from the DDOs Account.
3) In the reference 3rd read above, the DTA and PAO were requested to issue instructions to their subordinate officers to ensure that all payments are credited to the Bank Accounts of the employees in the Districts concerned and through Electronic Clearance System (ECS) in respect of the employees of twin cities of Hyderabad and Secunderabad.
4) In the reference 4th read above, the Director of Treasuries & Accounts, A.P., Hyderabad has
requested the Government to issue instructions making mandatory for payment of salaries of all employees duly superseding the instructions issued in the reference 1st read above.
5) In partial modification of the orders issued in the reference 1st to 3rd read above, Government hereby issue the following amendment

6) The Director of Treasuries & Accounts, A.P., Hyderabad and the Pay and Accounts Officer,
Hyderabad and Director of Works Accounts, Hyderabad shall issue necessary instructions to the
Subordinate Officers working under their respective administrative control for strict compliance of
the above amended orders.

The Kishore Vaigyanik Protsahan Yojana (KVPY) is an on-going National Program of Fellowships in Basic Sciences, initiated and funded by the Department of Science and Technology, Government of India, to attract exceptionally and highly motivated students for pursuing basic science courses and research career in science.

The objectives of the program are to identify students with talent and aptitude for research; help them realize their potential in their studies; encourage them to take up research careers in Science, and ensure the growth of the best scientific minds for research and development in the country.

The advertisement for the KVPY Fellowship appears in all the national dailies normally on the Technology Day (May 11) and the Second Sunday of July every year.
The selection of students is made from those studying in XI standard to 1st year in any undergraduate Program in Basic Sciences namely B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S. in Mathematics, Physics, Chemistry and Biology having aptitude for scientific research. Special groups / committees are set up at IISc, to screen the applications and conduct an aptitude test at various centers in the country. Based on the performance in the aptitude test, short-listed students are called for an interview which is the final stage of the selection procedure. For receiving a fellowship, both aptitude test and interview marks are considered.

The merit list is based on 75% weightage for Aptitude Test marks and 25% weight age for the interview marks in the streams SA, SB and SX. SA can be written by students studying in class 11. SX can be written by students studying in class 12.
Selection Procedure:
1. Aptitude Test: After scrutiny of application forms and meeting the eligibility criteria for various streams, all eligible students will be called for a written aptitude test conducted both in Hindi and English at different centers across the country on Sunday, the 27th October 2013. The details of the venue of the aptitude test for the eligible students and their seat number will be published in the KVPY website during the first week of October 2013.
2. Interview: Based on the performance in the aptitude test, short-listed students will be asked to appear for an interview which is the final stage of the selection procedure.

RPSC Grade 2 Senior Teacher Results 2014

RPSC (Rajasthan Public Service Commission) has issued Grade 2 Senior Teachers Recruitment notification in 2013. RPSC 2nd Grade Teachers written examination was held from 21.02.2014 to 25.02.2014 in various examination centers across Rajasthan. Selection will be depend on the merit in the written examination and a personal interview.

MPTC/ZPTC Nominations will start from 17th March 2014. Elections will be held for 1096 ZPTC Seats and 16589 MPTC Seats across Andhra Pradesh. ZPTC Nominations will be accepted at the Zilla Parishad Offices and MPTC Nominations will be accepted at the Mandal Parishad Offices. Nomination Forms are available at the respective Zilla Parishad/Mandal Parishad offices. All the project officers of the RVM (SSA) in the state are informed that the APRVM(SSA) is supplying summative 3 question papers of Telugu, English and Urdu mediums to all the schools. In this regard the SPO is providing some additional guidelines regarding sorting of question papers and transportation of question papers from DPO to mandal point.
1.Engage identified CRPs and pay actual bus fare and an honorarium Rs200 per day along with working lunch as per norms.
2.The required material for packing and sealing is permitted as per  the SSA norms
3.Provide transportation to the mandal point as per the norms fixed at DPO
The expenditure incurred for the above work may be met from the intervention "academic support to URCs/BRCs or management cost.
Therefore, the project officers of the RVM (SSA) are requested to make neccassary arrangments for mandal wise packing and transportation from DPOs to mandal

Government of West Bengal, School Education Department has published some instructions for ensuing HSE (Higher Secondary Exams) for the year 2014.
To instruct the school authorities to the effect that where both examinations for 9th Class and Higher Secondary will be held other classes will be suspended for the days of examinations. In other cases where only the examination of Class 11 will be held in 2nd half of the school hour, the school authority will decide to suspend the classes for the entire day or for the 2nd half only on the basis of the situation. The schools which have been ordered to spare their teachers for invigilation and other function in other examination centers need not require suspending normal classes.
2. To instruct the school authorities to release the Head Examiner (18 days), Practical Head Examiner (7 days), Examiners (5 days), Scrutinisers (9 days), DAC (17 days), Council Nominees (13 days) on the specified dates as per requisition made by the Council and the period will be treated as ON DUTY.

The Lok Satta Party manifesto envisages formation of ward committees and an annual per capita grant of Rs.1000. As a result, a ward committee representing a population of 4000 will get a grant of Rs.2 crore in five years.

1.The state government has decided to introduce a new housing scheme named "Akanksha" for providing house building loan to the state govt employees with an initial provision of Rs100 Crore.
The state govt will provide land for housing free of cost in different locations. The employees will either construct their own house after obtaining loans from the state government or banks or financial institution or have govt agencies built on their behalf. The eligibility criteria and the detailed procedure will be later issued by the finance department.

MPTC/ZPTC Elections will be conducted by the ballot papers system. Electronic Voting Mechines (EVM) will not be used for these elections in this year. MPTC ZPTC Voter List will soon be declared by the concerned district officers. These elections will be held in a single phase polling.
50% seats are reserved for women, as a result woman candidates will get 11 ZPs, 549 MPP seats, 553 ZPTC Seats, 8622 MPTC seats.
White Ballot Paper will be used for ZPTC, and Pink ballot paper will be used for MPTC elections

State Wise Voter ID Card Status

Voter ID or Voter ID Card is required to cast your vote. Voter ID card Status can be found online. Voter List (Electoral Rolls) of all states are now available online. Candidates who have applied for a Voter Card, can track voter id card status at the respective state election commission websites. ORDER:
In the G.O. 1st read above, Government have introduced New Pension Scheme (CPS) to the AP Government employees who were appointed on or after 01.09.2004. In the G.O. 2nd read above,
Government have issued operational guidelines. In the New Pension scheme each employee shall pay a monthly contribution of 10% basic Pay + DA from his salary and the Government will contribute an equal
amount as its share.
2. In the reference 3rd read above the Provident Fund Regulatory Development Authority (PFRDA) has proposed an interim procedure and accordingly the Government in the reference 4th read above, have
issued instructions of interim procedure pending finalization of the Guidelines.
3. In the reference 5th read above the Director of Treasuries and Accounts (DTA) has requested to consider the guidelines as proposed by the PFRDA and requested to issue orders on withdrawal procedures consequent to instructions issued vide reference 4th read above.
4. Government, after careful consideration of the matter, hereby prescribe the Exit guidelines and the procedures to be followed by the stake holders for submitting and forwarding exit / withdrawal proposals as per the guidelines contained in Annexure-I and II enclosed herewith. Accordingly Government hereby withdraw the instructions issued in the Circular Memo 4th read above. However, if any payments are made in the past, they have to be adjusted against the accumulated funds in CPS.
5. All the Drawing and Disbursing Officers and Treasury Officers are requested to take necessary action immediately.
