ORDER:-
In the reference 1st read above, the C&DSE has submitted proposals for permission to notify 10603 vacancies of Teacher posts in the Category of School Assistants / Language Pandits / Secondary Grade Teachers / Physical Education Teachers, for direct recruitment in DSC 2014.

2. As the schedule for conducting DSC 2014 to fill up vacancies is being issued separately and requires some time for its completion, therefore, in view of the academic interest of the students, the C&DSE in the reference 2nd read above, requested the Government to accord permission to engage Academic instructors who have the requisite qualification D.Ed. / B.Ed. for SGTs and School Assistants as the case may be on a consolidated monthly remuneration of Rs. 5000/- in Primary Schools and Rs. 7000/- in High Schools, initially for a period of three months only

3. In the circumstances stated by the Commissioner and Director of School Education, AP, Hyderabad, Government after careful examination, hereby permit the C&DSE to engage Academic Instructors for three months against the regular vacancies of School Assistants / Language Pandits / Secondary Grade Teachers.

4. The C&DSE shall take necessary action to engage Academic Instructors duly following the rules, norms relating to engaging Academic Instructors, remuneration etc., without giving scope for any legal problems.

5. The C&DE is also requested to furnish compliance report with necessary budget requirements as per norms.

6. These orders are issued with the concurrence of Finance (HR.I) Department vide UO No 2267/119/A3/HR.I/2014, Dt 26/8/2014

ORDER
1.Government are pleased to order that Onam Advance of Rs.10, 000/- will be paid to all Government employees. The amount will be paid in multiples of Rs. 1000/-subject to a maximum of Rs.10,000/-. The amount of advance will be recovered in five equal monthly installments as usual and the same will be drawn and disbursed from 03.09.2014 onwards.
2.Government are also pleased t o order that Onam Advance @ Rs. 2000/ - will be paid to the
following categories of employees subject to t he conditions stipulated in Notes 1 to 3 under
Ar t icle 250(1) of Kerala Financial Code Volume-1.

(iii) Permanent Laborers in Government Departments
(i v) Workers of Regional Workshop under the PWD and the Dredger & Dry-dock workers at Alappuzha
(v) Family Planning Voluntary Workers
(vi) Anganwadi Workers & Helpers
(vii) Non-Permanent Workers in t he Agriculture, Animal Husbandry and Dairy Development and Spraying Workers under the scheme for spraying coconut palms to control leaf rot diseases & CLR workers of all Departments
( viii) Grass Cutters in t he Mounted Police Wing

The advance will be given either on the joint responsibility of the permanent and non permanent workers or on the joint responsibility of another non-permanent worker of the same farm, provided further that i t is duly guarant eed by the concerned labour union and provided that all previous advances of the concerned labourer had been recovered in full.

The advance will be given only to those workers who will continue to be employed by the respective Farm/Local Body during t he period of recovery of advance. The recovery of advance given in respect of Coconut Spraying workers will be effected by the Local Bodies concerned and will be watched by t he Agriculture Department

Similar categories of employees of t he Local Bodies namely Municipal Corporations, Municipalities, Guruvayur Township and Panchayat will be granted the advance at the option of the Local Bodies if the financial position of the Local Bodies concerned will permit.

The advance will be recovered in five equal monthly installments in respect of categories (i ) t o ( vii) and in 21 weekly installments in t he cases of persons getting weekly wages under it em ( viii). The advance will be drawn and disbursed from 03. 09. 2014 onwards

For admission into the MCA programme, it is essential for the candidates to have appeared in the State Common Entrance Examination i.e JECA – 2014 and to secure a rank, it has been decided by the State Government in the Higher Education Department to continue the admission process on the basis of the norms of the AICTE and other regulatory authorities, the following guidelines are prescribed for admission in the Master of Computer Application (MCA) course in the academic session 2014 – 15

JECA 2014 MCA Admissions Guidelines

1. Eligibility criteria for admission through JECA – 2014 as per AICTE norms mentioned in AICTE Approval process Handbook, 2013-14.
For admission in 3 years Masters in Computer Application Courses, the eligibility criteria are as follows:
a) Recognized Bachelor’s Degree of minimum three years duration with Mathematics at 10 + 2 level or at Graduation Level.
b) Obtained at least 50% marks (45% in case of candidate belonging to reserved category) at the qualifying Examination. In addition to the above-mentioned basic eligibility criteria, any specific requirement of Institutes (Univ./Univ. Departments and Self-financing Colleges if desired) may be communicated to the WBJEEB prior to preparation of seat-matrix of JECA – 2014 for JECA counselling

2. Management Quota.
For Institutes opting for 10% of seats for admission through Management Quota for MCA Course, 90% of seats shall be available for admission through Joint Entrance Examination (JECA – 2014). Institutes have to intimate their decision regarding Management Quota, whether opting it or not, to the Director of Technical Education, West Bengal in respect of academic year 2014-15 prior to JECA-2014Counselling.
3. Freeship Scheme Self-financing Institutes who have opted for admitting students under Management
Quota shall have to provide Tuition Fee Waivers under the West Bengal Free-ship Scheme (WBFS) as contained in the Higher Education Department’s Order no. No. 270-Edn(T)/10M-70/2012, Dated, Kolkata, 20th June 2014 read with the Corrigendum Order No. 367-Edn(T)/10M-70/2012, dated, Kolkata, 1st August 2014.

Decentralized Counselling for the JECA – 2014 (MCA Admissions)

If seats remain vacant after JECA – 2014 Counsellin g in different participating Institutes/Universities of the State offering MCA programme, the same will be opened for admission through decentralized counselling for JECA – 2014, for qualified candidates who fulfil the following AICTE norms

a) Recognized three years Bachelors Degree with Mathematics at 10 + 2 level or at Graduation level
b) 50% marks (45% marks for candidates belonging to reserved categories) at the qualifying examination.

This advertisement is issued for Direct Recruitment of Secondary Grade Teachers under Elementary Education Department, BC and MBC Welfare Department and Adi-Dravida Welfare Department. It has been decided to fill the following vacancies of Secondary Grade Teachers from the candidates who
have been qualified in the Tamil Nadu Teachers Eligibility Test (TNTET) Paper I Examination conducted in 2012 and 2013

TNTRB Direct Recruitment of SGTs Backlog, Current Vacancies 2012-2013

A. Department of Elementary Education (Backlog Vacancies)

These vacancies will be filled by the eligible qualified candidate among Hindu Piramalai – Kallar communities on preferential basis. 50% reservation for women candidates, 20% reservation for persons studied in Tamil Medium on preferential basis and 3% reservation for Physically Challenged Persons shall be provided in the above mentioned vacancies. 5% shall also be reserved for Ex Service man subject to availability of such candidates. (Visually Impaired and Hearing Impaired candidates are not eligible for Secondary Grade Teachers selection process.)

2. Scale of pay: PB-2: 5200 – 20800 + Grade Pay 2800.
3. Age limit : Not more than 57 years of age as on 01-07-2014.
4. Educational Qualification :
The candidate should possess the following qualification on the last date of Notification for conducting clarification camp for the direct recruitment of Secondary Grade Teachers i.e on 06.08.2014.

1. Diploma in Teacher Education/ Diploma in Elementary Education under (10+2+2 pattern) in a recognized teacher training institute/DIET and they should have passed the Paper I of Tamilnadu Teacher Eligibility Test. Regarding the candidates who have passed D.T.Ed., course from States other than Tamilnadu their D.T.Ed., will be eligible only if their certificates are evaluated by SCERT Tamilnadu.

2. The candidates who wish to be considered for the Secondary Grade Teacher vacancies in the Minority languages should have opted the concerned minority language as language under Part – I in Paper I of
Tamilnadu Teacher Eligibility Test.

5. How to apply : With the academic year 2014-2015 having commenced already, the Recruitment process has to be finalized at the earliest. In this context, the Teachers Recruitment Board has decided to accept the option of willingness to join Government Service, already submitted by the candidates at
the time of certificate verification of TNTET-2012 & 2013, as application for the post of Secondary Grade Teacher. Therefore, all the candidates who have appeared for certificate verification need not apply again for the above said Secondary Grade Teacher post separately.

6. Board has already issued Notification for clarification camp relating to queries from the TNTET Paper I qualified candidates for the direct recruitment of Secondary Grade Teachers vide Notification No. 5/2014, dated 06.08.2014.

7. After verification by Teachers Recruitment Board, the information /document and declaration submitted by the candidates at the clarification camp were updated in the Certificate Verification database and a final database was arrived. Based on this, the selection to the Notified vacancies will be made Department wise as per the guidelines laid down in the G.O.Ms.No.71, School Education (TRB) Department, dated 30.05.2014 and duly following the Rule of Reservation in vogue.

8. All the selections made as per this Notification will be subject to the outcome of various Writ Petitions / Writ Appeals including W.A. No.707 & 708 of 2014 and M.P.No.1 and 1 of 2014 filed before the Hon’ble High Court of Madras.

SSC CGL Tier 1 Re Exam Result 2014

SSC CGL Tier 1 Re Exam Results will be published soon. Earlier the SSC has conducted the CGL re-examination on 27th April 2014 and on 20th July 2014. SSC CGL 2013 has been cancelled and again conducted by the SSC (Staff Selection Commission). Candidates who have appeared for SSC CGL Tier-I Re exam Results have been published at the official website http://ssc.nic.in/press-release/ROLL_L1_19_08_2014.pdf

SSC CGL Tier-I exam was held on 14.04.2013 and 21.04.2013. But it was cancelled due to some reasons. Results of this examination has been announced, but several appeals this exam was totally cancelled and has been scheduled to be conducted in the year 2014. SSC CGL Tier-I written re exam was held on 27.04.2014 and again on 20.04.2014.

Candidates who got past the Tier-I exam can attend to Tier-2 Examination. Staff Selection Commission will soon announce the dates for the SSC CGL Tier 2 examination. Candidates need to check the SSC website for updated information regarding this matter

Order
In the reference 1st read above, orders were issued imposing the ban on transfers except in respect of certain cases referred therein.
2. The Government after careful consideration hereby relax the ban on transfers immediately, subject to the following conditions.
i) The departments are free to transfer all executive functionaries.
ii) Those Ministerial staff who have completed 3 years at a Station be transferred. Station means place (City, Town, and Village) of actual working for the purpose of transfers and not office or institution.
iii) Secretariat staff are excluded from the above.
iv) The transfers of Teachers be done by following the method of counselling.
v) The process of transfers shall be completed by 30th September.
vi) Separate guidelines will be issued by the Medical &Health Department, Collegiate Education Department and Intermediate Education Department in case of transfer of specialist Doctors and Lecturers.
vii) The ban on transfers will come into force with effect from 1st October, 2014

The following Notification shall be published in the Extra Ordinary Issue of the Telangana Gazette dated:14.08.2014.

NOTIFICATION
In exercise of the powers conferred by section s 101 of the Andhra Pradesh Reorganization Act, 2014 (Central Act No.6 of 2014) and section s 3 and 15 of the Andhra Pradesh Educational Institutions (Regulation of Admission and Prohibition of Capitation Fee) Act, 1983, (Andhra Pradesh Act No.5 of 1983), the Governor of Andhra Pradesh hereby makes the following amendments to the Andhra
Pradesh Unaided Non - Minority Professional Institutions (Regulation of Admissions into under-graduate and Pharm.D (Doctor of Pharmacy) Professional Courses through Common Entrance Test) Rules, 2011 issued in G.O.Ms.No.75, Higher Education (EC.2) Department, dated 28.07.2011 and as subsequently amended from time to time.


AMENDMENTS
In rule 6(ii) of the said rules under the sub heading “TO FILL UP CATEGORY –B SEATS (30%)”
1. in para -1,
(a) in clause – (ii), for the figure “5%”, the figure “15%” shall be substituted
(i) in clause (iii), for the expression, “AIEEE” the expression “JEE-(Mains)” shall be substituted.
2. In para-2
(i) in clause (vi), after the words “seats by the institution:, the following shall be added namely:
“The students shall also be provided an option to submit applications in person at the college and in such cases also acknowledgement of receipt of application shall be issued by the management”
(ii) in clause (x), after the words “apply online”, the words “or in person” shall be inserted.
(iii) in clause (xi), the words “online” shall be omitted.
(iv) in clause (xii), after the words, “apply online” the words “or in person” shall be inserted.
(v) In Clause (xiv), after the words “upload the data”, the words “of both applications received
through online and in person. One select list shall be prepared and be uploaded in the web portal
for verification and validation” shall be inserted.
(vi) in clause (xv), for the expression “AIEEE”, the expression “JEE-(Mains)” shall be substituted.
(vii) In clause (xvi), after the words “merit of the candidates” the following shall be added namely:-
“The management of the college has an option to call upon the selected candidates to appear in person for interview to substantiate their credibility and financial capacity to its satisfaction. In the event of the
management finding that any of the selected candidates is not suitable for admission, the management shall be at liberty to reject the candidature of such candidates and the reasons should be communicated to the Competent Authority”.

ORDER:
1.In the GO. 2nd read above, the following orders were issued
(1) To waive the agriculture crop loans and gold loans availed for agricultural purposes, together not exceeding Rs.1.50 lakhs per family. (2) To infuse fresh capital not exceeding Rs.1.00 lakh per DWCRA group in order to financially strengthen the groups

2. The operational guidelines to implement the above orders are annexed herewith.
3. All the implementing agencies viz; Commercial Banks, Regional Rural Banks, Cooperative Banks (Other than Urban Cooperatives) as also Primary Agriculture Cooperative Credit Societies (PACS) and Farmers’ Service Cooperative Societies ( FSCS) which are accredited to the lending institutions for advancing direct agriculture crop loans, are advised to follow the guidelines for strict compliance.
4. The State Level Bankers’ Committee (SLBC) of Andhra Pradesh is requested to guide and monitor the implementation of the scheme as per the guidelines.

Scope and Coverage:
The scheme applies to crop loans (including gold loans sanctioned for raising crops) extended by Scheduled Commercial Banks, Regional Rural Banks and Cooperative banks (not UCBs) through their branches/ Societies in the State of Andhra Pradesh (13 districts). Loans granted to primary Agriculture
Cooperative Credit Societies/FSCs which are accredited to lending institutions for advancing direct agriculture crop loans to agriculture family are also covered under the scheme.

Cut-off date for waiver:
2. The Crop loans & agriculture gold loans disbursed for crop purposes only, including the loans converted to MTL due to calamities, upto 31.12.2013 and outstanding (including interest) as on 31/3/2014 are eligible for coverage under the scheme.
3. Loans which were outstanding as on 31.03.2014 would be eligible for waiver even if they were subsequently repaid to the bank/cooperative

Loans excluded:
4. Short term loans sanctioned for meeting working capital needs of horticulture activity, allied activities like fisheries, poultry, dairy etc; and agricultural produce (pledge) loans including loans against warehouse receipts, working capital to activities related to indirect finance like fertilizers, Etc,.

Eligibility Criteria:
i. For purposes of loan waiver family is taken as a unit. The total amount of loan waived for all eligible purposes from all banks taken together cannot exceed the ceiling of Rs.1.50 lakhs fixed for the waiver.
ii. The total amount eligible for waiver shall be limited to crop loan and agriculture gold loan for crop purposes and short term credit converted into MT loan subject to the ceiling prescribed for family.
iii. The total amount that can be waived will be the aggregate of actual amount outstanding in the respective loan accounts of family subject to a ceiling of Rs.1.50 lakh, for crop loan or gold loan or converted crop loan jointly for family. The benefit should be limited to Rs.1.50 lakhs per family.

The new Government of the State of Telangana has assured the farmers that, as a first step towards alleviating their hardship, a scheme will be introduced for the waiver of their outstanding crop loans. In the current dispensation, crop loans are sanctioned for a period of one year and rolled over at the end of the year on payment of interest. Thus, there is no fresh cash inflow to farmers thus forcing them to purchase high cost inputs on credit at a very high interest. The Government of Telangana is convinced that unless this cycle is broken with a one-time crop loan waiver, farmers will remain trapped in perpetual indebtedness. This measure will also enable the farmers to make fresh investments in agriculture. Keeping in view this imperative, the Government of Telangana has formulated the Crop Loan Waiver Scheme. This scheme covers only institutional loans and does not cover loans from non-institutional sources.

Scope of the Telangana Crop Loan Waiver Scheme and Eligible Amount

This scheme will cover short term production loans, and crop loans against gold, disbursed to farmers in the Telangana State by scheduled commercial banks, cooperative credit institutions (including urban cooperative banks) and regional rural banks, collectively called as the “lending institutions”.
The eligible amount for debt waiver would be limited to the amount of loan (together with applicable interest), which is disbursed and outstanding as of 31st of March, 2014 or Rs.1,00,000 per farmer family whichever is lower.
The farmer family is defined as head of the family, spouse and dependent children.

The following loans/accounts shall not be eligible under the Crop Loan Waiver Scheme.

a) Advances against pledge or hypothecation of agriculture produce other than standing crop
b) Tied loans
c) Closed crop loan accounts
Short term production loan means a loan given in connection with the raising of crops which is to be repaid within 18 months. It will include working capital loan, for traditional and non-traditional plantation and horticulture.

Implementation Guidelines of theCrop Loan Waiver Scheme

a) Preparation of list of farmers with outstanding crop loan dues and arriving at the amount of claim
i) Each lending institution – bank branch - which has disbursed short term crop loans to farmers shall prepare village-wise list of farmers with outstanding crop loan dues as on March 31, 2014 in the prescribed format (Annexure-A).
ii) Each lending institution, shall also prepare a village -wise list of farmers who have outstanding dues as on March 31, 2014 in respect of crop loans taken against gold in the prescribed format (Annexure-B).
iii) The list of farmers in Annexure-A and Annexure-B should be compared by the Bank Branch Manager and a final list of farmers who have outstan ding crop loan and limited to a maximum extent of Rs.1.00 lakh should be prepared by the Bank Branch Manager in the format designed in Annexure-C. One copy of Annexure-A, B, C should be sent by the Bank Branch Manager each to LDM and District Collector.

1.The State of Telangana was formed and came into existence as the 29th State in the Union of India on and from 2nd June, 2014 under the A.P.Reorganization Act, 2014.

2. Several sections of the society have voluntarily participated in the movements demanding the Central and State Governments for creation of the State of Telangana. Non-Gazetted, Gazetted and other classes of employees have played a n important role in building up the movement in a peaceful and democratic manner and in mobilizing the support of the nation for the just demand. The contribution of the employees community was immense in the emergence of the State of Telangana.
3.In token of appreciation of the role played by the employee community, the Government have decided to sanction a special increment by name Telangana Increment to the employees to mark fulfillment of the longstanding demand for formation of separate State of Telangana.

4.Accordingly, Government hereby order sanction of Telangana Increment in the nature of a special pay equivalent to the immediate previous increment draw n in their current pay scale, which wo uld be a permanently fixed amount during the entire period of service (like earlier family planning increment), to the following categories of employees serving the Government of Telangana.

a)All employees of the State Government who are in receipt of pay in a regular pay scale in the RPS, 2010/UGC/AICTE pay scales.

b)Employees of the Local Bodies, Agricultural Market Committees, Zilla Grandhalaya Samasthas and Aided Institutions, who are in receipt of pay in a reg ular pay scale in the RPS, 2010.

c)Work-charged establishment in receipt of pay in a regular pay scale in the RPS, 2010.

d)Teaching and Non-Teaching Staff of Universities who are drawing pay in a regular scale of pay in the RPS, 2010/UGC/AICTE pay scales

Government has been engaging personnel on contract basis for certain technical and other categories in Government departments and other institutions under the control of the State Government, to meet short term man power requirements. The term of these contract personnel is being extended from time to time based on their requirement duly entering in to fresh contract with mutually agreed terms.
Most of the Contract personnel are working over a long period of time against the regular posts sanctioned and there is a request from their side to evolve a scheme for regularization of the Contract Employees

Government has decided to constitute a committee of officers to examine the issue with reference to provisions of the A.P. Act 2 of 1994, State and Subordinate Service Rules, Special Rules and judicial
pronouncements on the subject. It shall also go in to the details of various categories of contract personnel, their method of appointment, compliance with rule of reservation and all related issues so as to formulate a scheme for regularization of contract personnel with the approval of Competent

Telangana Special Increment from August 2014 for Teachers and Employees

Telangana Special Increment will be given to teachers and employees of the Telangana state. Employees will get this Telangana Special Increment from the month of August 2014. Telangana Chief Minister Mr.K.Chandra Sekhar Rao has signed the special increment file today and G.O regarding this will soon be issued. The increment benefit will be paid to teachers on September 1 with August salaries.

Mr.KCR has promised all the employees and teachers that his government will give an extra increment (Telangana Special Increment) during his election campaign. The same is noted in the TRS Party manifesto. Employees will be benefited with an extra increment just before implementation of PRC
The TRS Party has also said that their government will give central scales to employees in their manifesto. An official announcement will be made regarding this issue later.

Tamilnadu Chief Minister Jayalalithaa has introduced "Amma Baby Care Kit" Scheme. This Scheme is announced for the new born babies who born in the government hospitals of Tamilnadu. This news is announced in the assembly by the chief minister J.Jayalalithaa. About 7,00,000 families will be benefited from this scheme. There are 16 items will be included in the kit. The following items will be placed in the kit provided by the state government of Tamilnadu.


Baby Towel, Baby Dress, Baby Bed, Mosquito Net, Napkin, Oil, Shampoo, Soap, Soap Box, Nail Cutter, Toys, Sanitizer, Soap for mother and Sowbhagya Legiyam to improve mother's health.

West Bengal Diploma In Elementary Education Part-1 Exams 2014

Diploma in Elementary Education Part 1 Examination, 2014 (Session 2013-2015) will be conducted as per Syllabus of Two Year Diploma in Elementary Education Course prescribed by the West Bengal Board of Primary Education. These Examinations will be held in the Venue other than the respective Primary Teachers’ Training Institutes. All the Principals / Lecturer–in–Charge of the concerned Primary Teachers’ Training Institutes are requested to co-operate with the Chairman, District Primary School Council and District Inspector of Schools (P.E) of the concerned District in this matter.

D.El.Ed Examination Fees:
Examination Fees @ Rs. 600/- (Rupees six hundred) only per trainee of the Diploma in Elementary Education Part-1 Examination, 2014 (Session – 2013–2015). Last date of submission of filled up form is 8th August, 2014.
