AP State Govt has released G.O Ms.No.63 Dated 31.08.2015 regarding AP Teaches Transfers 2015. AP Teachers need to apply online for Transfers.

EDUCATION (SER.II) DEPARTMENT G.O.Ms.No. 63 Dated:31.08.2015

In order to facilitate and regulate the transfers of Headmasters Grade II Gazetted and teachers working in Government / ZPP / MPP schools in Andhra Pradesh School Education Service and Andhra Pradesh School Education Subordinate Service, Government have decided to issue rules relating to transfers. Further, Under Right to Education (RTE) Act 2009, every child in age group of 6 to 14 years will have to be provided upto Eight years of Elementary Education on admission to an age appropriate class in the vicinity of his / her neighborhood.

Further, there is a need to rationalize the staff in schools and posts in Primary and Upper Primary as there are some schools with over strength of students vis-à-vis the sanctioned teaching posts and on the other hand some schools with uneconomic strength of students with more teachers. Government also desired to ensure appropriate school/class level teacher – pupil ratio and strengthen academic monitoring / support to teachers at mandal and divisional level. Keeping the above in view, there is need to regulate the staffing pattern by way of transfers.

Government have decided to call for the applications for transfer of teachers through online and conduct web counseling duly obtaining the options as was done in the transfer counseling of A.P. Model Schools, Admission into DIETCET etc. The Headmasters/teachers shall apply online in the IP address given for the purpose.

In exercise of the powers conferred by Section 78 and 99 of A.P. Education Act 1982 (Act 1 of 1982) and under Article 309 of the Constitution of India and in supersession of all the earlier Rules and guidelines on transfer of teachers, the Government of Andhra Pradesh hereby makes the following Rules regulating the transfers of the categories of Headmasters Gr.II Gazetted, School Assistants and S.G.T.s and their equivalent categories in the A.P. School Education Service and A.P. School Education Subordinate Service working in the Government Schools and Z.P.P. and MPP Schools in the State
Transfers Eligibility

Those Teachers who have completed 8 years’ service in a particular school and the Headmasters Gr-II who have completed 5 years of in particular school as on 1st August (for the transfer year 2015-16 the cutoff date would be 1st August) shall be compulsorily transferred.

ORDER:
In the G.O. 1st read above, orders have been issued constituting Public Service Commission for the State of Telangana.

The Secretary, Telangana State Public Service Commission in the reference 2nd read above, has informed that the existing scheme and syllabus of United Andhra Pradesh has to be changed as per the needs and requirements of new State of Telangana and therefore, the Commission has constituted an Experts Committee to study and make recommendations to review the present classification of Groups and other services; scheme and pattern of examination of posts comes under the purview of the Public Service Commission. The said committee has submitted its report and the same has been furnished along with the recommendations of the TSPSC for approval of the Government


In the G.O. 3rd read above, a Cabinet Sub-Committee has been constituted to examine and recommend on Scheme of Examinations for various posts to be filled by the Telangana State Public Service Commission by the method of direct recruitment, keeping in view the report of the Expert’s Committee and the recommendations of the TSPSC. The Cabinet Sub Committee has submitted its report to Government.

Keeping in view the recommendations made by Cabinet Sub-Committee, after careful examination of the matter, Government hereby issue the following classification of posts, scheme and pattern of examination for various categories of posts to be filled-up by direct recruitment through Telangana State Public Service Commission. The following notification will be published in an Extra-ordinary issue of the Andhra Pradesh Gazette dated 22nd June 2015.

NOTIFICATION

In exercise of the powers conferred under sub-rule (1) of Rule 16 of the Andhra Pradesh Excise (Grant of license of selling by shop and conditions of License) Rules, 2012, the Government hereby notify the following annual licence fee of shops ( Form A-4 licences) for the years 2015-16 and 2016-17 as indicated in the annexure to this order.

Annexure

Privilege by shop for the sale of Indian Made Foreign Liquor and Foreign Liquor:
  • a) Rs. 30,00,000 (Rupees thirty lakhs only) per year in places where the population of the Village, Town does not exceed 5,000
  • Rs. 34,00,000 (Rupees thirty four lakhs  only) per year in places where the population of the Village, Town is above 5,000 but upto 10,000
  • Rs. 37,00,000 (Rupees thirty seven lakhs only) per year in places where the population of the Village, Town, Municipality is above10,000 to but upto 25,000.
  • Rs.40,00,000 (Rupees forty lakhs only) per year in places where the population of Village, Town, Municipality is above 25,000 but upto 50,000
  • Rs.45,00,000 (Rupees forty five lakhs only) per year in places where the population of Village, Town, Municipality and Municipal Corporation is above 50,000 but upto 3,00,000.
  • Rs.50,00,000 (Rupees fifty lakhs only) per year in places where the population of Municipality/Municipal Corporation is above 3,00,000 but upto 5,000,000.
  • Rs.65,00,000 (Rupees sixty five lakhs only) per year in places where the population of Municipal Corporation is above  5,000,000
  •  Provided that the licence fee in respect of a shop situated in a village/town, any part of which is within a belt of 5 km from the periphery of a Municipal Corporation measured in a straight line on the horizontal plane, shall also be at the rate of license fee of a shop situated within the limits of such Municipal Corporation.
  • Provided further that the license fee in respect of a shop situated in a village/town, any part of which is within a belt of 2 km from the periphery of Municipalities, measured in a straight line on the horizontal plane, shall also be at the rate of license fee of a shop situated within the limits of such Municipalities
  • Provided also that the license fee in respect of a shop situated in a village/town, any part of which, is within a belt of 1 km from the periphery of Nagar Panchayats / Major Panchayats, measured in a straight line on the horizontal plane shall also be at the rate of license fee of a shop situated within the limits of such Nagar Panchayats / Major Panchayats.
  • Provided also where the shop falls within the belt area of a Municipal Corporation as well as a Municipality, the license fee payable shall be the fee applicable to the shop situated in the belt area of the Municipal Corporation

Telangana Teachers Transfers Guidelines, TS Teachers Transfer Schedule has been released. The Telangana Govt has released G.O Ms.No.12 Dated 16.06.2015 regarding this matter. The following are TS Teachers Transfers Guidelines and Schedule for 2015. Teachers need to apply online for transfers in this year too as usual.



TS Teachers Transfers Guidelines 2015

Head Master Gr.II (Gazetted), who have completed (5) years of service in a particular School as on 1st July of the current year shall be compulsorily transferred,provided those who are going to retire within two years from 1st July of the current year shall not be shifted until and unless the incumbent requests for such transfer.

Teachers, who have completed (8) years service in a particular school as on 1st July of the current year shall be compulsorily transferred, provided those who are going to retire within two years from 1st July of the current year shall not be shifted until and unless the incumbent requests for such transfer

The male Head Master Grade-II (Gazetted) /Teacher aged below 50 years as on 1st July of current year and working in Girls High School.

All transfers shall be affected within the present Management, Agency Area to Agency Area, Plain Area to Plain Area

Entitlement Points

Entitlement points shall be awarded to the Head Master Gr.II (Gazetted)/ Teacher who applies for Transfer in the following manner:
a) For service in the present School, basing on its location, as per the following scale, as on 1st July of the current year:-
i. Service in category IV areas: Five (5) points for every year of service and 0.416 for every month.
ii. Service in Category III areas: Three (3) points for every year of service and 0.25 for every completed month.
iii. Service in the Category II areas: Two (2) points for every year of service and 0.16 for every completed month.
iv. Service in the Category I areas: One (1) point for every year of service and 0.083 for every completed month.

ORDER:
The Government is committed to the welfare of its employees and seeks to promote work-life balance to enable the employees and their families lead happy and contented lives. In this direction, the Government’s policy is to ensure every employee is posted at a work place where she / he is most productive and contributes the best for improved governance and efficient public services. Overall, the Government is committed to right placement of the staff to improve efficiency and accountability in administration.

Accordingly, the existing ban on transfer of employees imposed in G.O.Ms No 211 of Finance (DCM-II) Department dated November 15, 2014, is hereby relaxed for the period from May 18 to 31, 2015, to ensure right placement of employee to secure optimum productivity and commitment to furtherance of Government’s development objectives.

Guidelines for Placement



The transfers will be undertaken with adherence to the following instructions.

The transfer of employees will be undertaken between May 18 and May 31, 2015. There shall be no transfer prior to or after this period.

The transfer policy should be an effective tool in capacity building with the employees getting a variety of experience within the department, thus becoming more fit to hold higher responsibilities.
Any employee retiring on and before June 30, 2016 shall not be transferred.

No person shall be transferred before completion of two years of service at a particular duty station as on May 01, 2015. Likewise, no person shall be retained beyond five years of service in any station. Service in all cadres at any duty station shall be counted while calculating the period of service at a particular duty station While effecting transfers, the Competent authority shall accord priority in the order given below, subject to satisfaction of other conditions specified in this Order Employee who has completed more than five years at a duty station duly counting the total service rendered in all cadres shall be transferred without exception;

Employees who have completed two years of service may be transferred either on administrative grounds or on account of the following conditions upon request for transfer

Husband and Wife cases (Only one of the spouses shall be shifted following the prescribed procedure)

Process for Transfer


The Government will issue orders for the transfer of all State Cadre officers. Whereas, the Head of the Department (HoD) will order the transfer of Zonal and Multi-Zonal Officers. While issuing transfers of all State Cadre Officers, Zonal and Multizonal Officers, the Government/HOD shall indicate the specific place/post available in a District if there is only a single post for that category/cadre of officers in the District.

If there is more than one post available in that cadre/ category in that district, such officers shall be allotted to the districts and the District Level Committee will finalize the place of posting within the district.

4. AP PRC 2015 DA G.O Ms.No.47 Dated 30.04.2015

The 10th PRC, inter alia, recommended the following on the Dearness Allowance. The dearness Allowance be regulated at 0.524% for the Andhra Pradesh state govt employees for every one percent of dearness allowance sanctioned to the employees of Govt of India with effect from 01.01.2014

AP PRC 2015 HRA G.O Ms.No.48 Dated 30.04.2015

AP State Govt today released AP PRC 2015 HRA G.O Ms.No.48 on 30.04.2015. 10th PRC has recommanded HRA as per the following.

  • The classification of cities and towns as also the rates of allowance as indicated by the Commission be retained for the purpose of admissibility of HRA.
  • The existing ceiling of Rs.12,000/- be enhanced to Rs.20,000/- per month for the areas covered by Greater Hyderabad Municipal Corporation.
  • For other places where ceiling is Rs.8,000/-, the same be enhanced to Rs.15,000/- per month. 
  • The existing rules with regard to the payment of HRA at the rates applicable to the places located within the periphery of 8 KMs for the towns / cities concerned be continued.
  • The census figures of 2011 have been taken into consideration for classification under different categories for purpose of drawl of HRA.

TN Govt New DA 6% G.O is released today. TN Govt has enhanced 6% DA from 1st January 2015 for its employees and pensioners. Tamilnadu Govt has released G.O No.121 Dated 22.04.2015 for 6% New DA from 01.01.2015. The following is the G.O copy of 121

ALLOWANCES  –  Dearness  Allowance  –  Enhanced  Rate  of  Dearness Allowance from 1st January 2015 – Orders – Issued.

READ - the following papers:
1.  G.O.Ms.No.245,  Finance  (Allowances)  Department,  dated 10th October 2014.
2.   From  the  Government  of  India,  Ministry  of  Finance, Department  of  Expenditure,  New  Delhi,  Office Memorandum  No.1/2/2015-E-II  (B),  dated  10th April, 2015.

ORDER:
In  the  Government  Order  first  read  above,  orders  were  issued sanctioning  revised  rate  of  Dearness  Allowance  to  State  Government employees as detailed below:

Date from which payable: 1st July 2014
Rate of Dearness Allowance (per month): 107 per cent of Pay plus Grade Pay


2.    The  Government  of  India,  in  its  Office  Memorandum  second read above, has now enhanced the Dearness Allowance to its employees from 107% to 113% with effect from 1st January, 2015.

3.   Following  the  orders  issued  by  the  Government  of  India,  the Government  sanction  the  revised  rate  of  Dearness  Allowance  to  the State Government employees as indicated below

Date from which payable: 1st January, 2015
Rate of Dearness Allowance (per month):  113 per cent of Pay plus Grade Pay

4.    The  Government  also  direct  that  the  above  increase  in Dearness Allowance shall be paid in cash with effect from 01.01.2015.

5.  The  arrears  of  Dearness  Allowance  for  the  months  of January,  February  and  March  2015  shall  be  disbursed  in  cash immediately.   While  working  out  the  revised  Dearness  Allowance,
fraction  of  a  rupee  shall  be  rounded  off  to  next  higher  rupee  if  such fraction is 50 paise and above and shall be ignored if it is less than  50 paise.

6.   The  Government  also  direct  that  the  revised  Dearness Allowance sanctioned above, shall be admissible to full time employees who  are  at  present  getting  Dearness  Allowance  and  paid  from
contingencies  at  fixed  monthly  rates.   The  revised  rates  of  Dearness Allowance sanctioned in this order shall not be admissible to part time employees


7.   The  revised  Dearness  Allowance  sanctioned  in  this  order shall also apply to the teaching and non-teaching staff working in aided educational  institutions,  employees  under  local  bodies,  employees governed  by  the  University  Grants  Commission/All  India  Council  for Technical  Education  scales  of  pay,  the  Teachers/Physical Directors/Librarians  in  Government  and  Aided  Polytechnics  and Special  Diploma  Institutions,  Village  Assistants  in  Revenue Department,  Noon  Meal  Organisers,  Child  Welfare  Organisers, Anganwadi  Workers,  Cooks,  Helpers,   Panchayat  Secretaries/Clerks  in Village  Panchayat  under  Rural  Development  and  Panchayat  Raj
Department and Sanitary Workers drawing special time scale of pay

8.   The  expenditure  shall  be  debited  to  the  detailed  head  of account `03. Dearness Allowance' under the relevant minor, sub-major and major heads of account.

9.   The  Treasury  Officers  /  Pay  and  Accounts  Officers  shall make  payment  of  the  revised  Dearness  Allowance  when  bills  are presented  without  waiting  for  the  authorization  from  the  Principal Accountant General (A&E), Tamil Nadu, Chennai-18.

In response to the calls given by their representative associations,  several categories of employees of the State Government of Andhra Pradesh participated in general strike during the periods from
13.08.2013 to 17.10.2013 and 06.02.2014 to 20.02.2014, opposing the decision of the Government of India to bifurcate the erstwhile state of Andhra Pradesh.

2.  In the reference 1stread and second read above, The Government has issued orders, in effect to sanction Earned Leave for the period of absence of the employee. Where employees did not have adequate Earned Leave in their account, it was ordered that the earned leave available will first be exhausted and the shortfall will be considered for sanction as Earned Leave to be earned, and shall be adjusted from the future credit of Earned Leave for that employee. Only in case of employees retiring within one year with effect from 13-8-2013, if such employees do not have adequate Earned Leave in their account, it was ordered that any eligible leave be considered for sanction after exhausting the available Earned Leave

The employees associations in their representations to the Hon’ble Chief Minister in the references 3rd to 5th read above, requested the Government to treat the above strike period as duty or sanction ‘Special Casual Leave’ stating that the strike of Seemandhra employees was for the unity of the State and it was not for service benefits

A fitment benefit of 29% for fixing the pay in the Revised Pay Scales.
Continue the existing 32 grades and 80 segments of the Revised Master Scale.
To sanction five stagnation increments beyond the time scale in all grades in the event of stagnation.
A fitment benefit of 43% would be given for fixing the pay in the Revised Pay Scales, 2015 as against the fitment benefit of 29% recommended by the Tenth Pay Revision Commission. The Dearness Allowance of 63.344% as on 01-07-2013 will be merged in the pay as recommended by PRC.
The Revised Pay Scales will be implemented notionally from 01.07.2013 with monetary benefit from 02.06.2014.

The Dearness Allowance be regulated at 0.524% for the State Employees for every one percent of Dearness Allowance sanctioned to the Employees of Government of India with effect from 01.01.2014.

Government have accepted the recommendation of the Tenth Commission. Dearness Allowance to the State Government employees shall be regulated@0.524% for every one percent of Dearness Allowance sanctioned to he employees of Government of sanctioned in the India with effect from 01.01.2014.

The existing ceiling of Rs.12,000/- be enhanced to Rs.20,000/- per month for the areas covered by Greater Hyderabad Municipal Corporation

For other places where ceiling is Rs.8,000/-, the same be enhanced to Rs.15,000/- per month

ORDER:
In partial modification of the GOs cited, the following modifications have been issued:
In the reference 1st read above, the Government issued operational guidelines for implementing the debt redemption scheme to  farmers of Andhra Pradesh. Accordingly, collection of data in 34 columns Template from Banks /RRB’s/DCCB’s etc; has since been completed and the 1st phase of list containing 22.79 lakh eligible farmers for providing relief, is made available to the bank-branches / concerned Mandal Revenue Officer and the beneficiary-farmers. W.e.f. from 10.12.2014.

2. The farmer’s accounts that could not be processed /cleared during the 1st phase for want of details of documents such as Ration Card, Aadhaar etc; are being given another opportunity for verification/submission of the required details in the 2nd phase. National Information Center (NIC) will publish the list of such loan accounts in their portal. This list of will be made available to the bank-branches and placed in public domain for rectification and reprocessing w.e.f. 10.12.2014.

3. On page 4 of GO 2nd read above, against item 18, details with regard to submission of online grievance and Mandal Level Grievance Redressal Committee have been furnished. In partial modification of these guidelines, the Government has now decided to keep in place a three-tier grievance redressal mechanism to deal with grievance effectively, details of which are as follows:

1. A Mandal-Level Committee where the Mandal Revenue Officer will be the Nodal Officer / convener. The concerned Branch Manager and Agriculture Officer of the Mandal will be the other members of the Committee.

2. Revenue Divisional Officer of the concerned Revenue Division will be the appellate authority for the grievances which could not be resolved by the Mandal Revenue Officer –Committee mentioned above.

3. The final level is the District Level Grievance Redressal Committee. The format for on-line accessing for filing of grievances is available at http://125.21.84.139/

Farmers’ Debt Redemption

3.Redemption of farmer’s debt has been one of the most important policy commitments of the Government to provide the much-needed private as well as public investment for productivity enhancement and value addition to the Agricultural sector. The Government’s objective is to provide the much-deserved and long awaited relief to the farm families who have been pauperized over the years by moneylenders, unregulated micro-finance institutions (MFIs), and grossly inadequate investment in agriculture over a decade.

Procedure for Transfer of Funds


9.The Rythu Sadhikara Samstha shall be the Nodal Agency to co-ordinate, supervise, and monitor all activities relating to the Farmers’ Debt Redemption Scheme. The Samstha will transfer funds received from the Government in the reference sixth read above, through an Escrow Account to be established for the purpose of Farmers’ Debt Redemption. The Samstha will facilitate all Banks participating in the Farmers’ Debt Redemption Scheme to establish an Escrow Nodal Account for the Farmers’ Debt Redemption at the Head / Zonal / Regional level, as per the convenience of the concerned Bank.

10.Based on the details of farmer families cleared for debt redemption by the Government in the first phase – communicated through NIC / Finance Department – the Rythu Sadhikara Samstha will order for transfer of amount eligible for redemption to each Bank Branch. Based on this authorisation, the participating Banks will transfer the authorised funds from the Escrow Nodal account to their Bank Branches. Each Bank Branch will establish a ‘Escrow Current Account’ to be utilised for the exclusive purpose of receiving and managing funds relating to the ‘Farmers’ Debt Redemption’ Scheme

11.The Branch Manager shall be responsible for careful verification of the beneficiary account cleared under the Debt Redemption Scheme, confirm the outstanding balance based on the Bank records, tally with their books, verify the correctness of the amount authorised for transfer for debt redemption by the Rythu Sadhikara Samstha. The Branch Manager shall appropriate the insurance claim, if any, received from the Agriculture Insurance Company of India Ltd (AIC), by notionally reducing the outstanding balances in the respective accounts as on 31 December 2013, before computing the amount of benefit.

12.The Branch Managers shall obtain an application-cum-affidavit from each beneficiary family in the format to be prescribed by the Rythu Sadhikara Samstha before transferring the benefit to the beneficiary account. The Branch Manager will transfer the debt redemption entitlement amount to the farmers’ loan account. The farmers who receive benefit under the Scheme are eligible for fresh finance from the lending institution, including additional amount, if any required and found eligible. Where the amount of redemption is less than the outstanding amount, fresh loan will be sanctioned, if requested, depending on eligibility

Government of Telangana as a part of its social safety net strategy, hereby,  introduces the Aasara pensions with a view to ensure secure life with dignity for all the poor. This scheme is meant to protect the most vulnerable sections of society in particular the old and infirm; people with HIV-AIDS, widows, incapacitated weavers and toddy tappers, who have lost their means of livelihood with growing age, in order to support their day to day minimum needs required to lead a life of dignity and social security.

2. In the past, social security pensions provided were meager and, barely sufficient to cover the basic minimum requirements of the needy. With a view to combat the ever-increasing cost of living and inflation, the Government, hereby, introduces a new scheme called Aasara pensions, which will provide substantial financial benefits to all the above categories, particularly those who are most
needy.

3. Government with a view to identify eligible beneficiaries, conducted a comprehensive one day Samagra Kutumba Survey (SKS) of households in the State of Telangana on August 19, 2014. The data collected during the Survey is expected to form the basis of identifying the poor and vulnerable who are truly eligible for the social safety net protection, through the AASARA Pensions.
Towards this purpose, instructions have already been issued vide Memo 6th cited above to commence a detailed process of identification of the poor and vulnerable.

Some of the Important Points of the New Guidelines mentioned in the G.O Ms.No.32

1.The total cost on implementation of Employees Health Scheme shall be borne by the Government and no contribution will be collected from the employees/ pensioners.
2.There shall be no upper limit on the financial coverage and the total cost of treatment of the patient for the enlisted therapies will be covered under the Scheme.
3.Treatment for all the enlisted procedures will be provided in all the network hospitals (both private and Government) empanelled with Aarogyasri Health Care Trust. However position will be reviewed after six months so as to ensure a minimum of 60% participation by Government Hospitals in terms of amount. To achieve that, if required, certain procedures may be reserved for Government hospitals which have required infrastructure for such procedures.
4.Out patient for Chronic Diseases will be provided in the notified Government Hospitals only and the guidelines for chronic OP treatment shall be issued separately.
5.There is no need for ‘steering committee’ for the Scheme.
6.Inclusion of other categories of employees will be examined after implementation of the Scheme for six month

Accordingly Government hereby direct that the “Employees Health Scheme” shall be implemented with effect from 01-11-2014 with the modifications mentioned in para-2 above

ORDER:

1.    In the G.O. first read  above, that has been  amended in the G.Os., 4th  and 5th  read above, the then Government of pre organised Andhra Pradesh State launched “Employees Health Scheme” with effect from 05-12-2013, to provide cashless treatment to the employees, pensioners and their dependent family members in empanelled network hospitals for the listed therapies notified in G.O.Ms.No.176 HM&FW (M2) Dept dated 01-11-2013,  duly replacing the reimbursement of expenditure incurred for inpatient care subject to the provisions of APIMA Rules, 1972.

2.    Consequent on  reorganization of Andhra Pradesh, Government has reviewed the implementation of the Employees Health Scheme.    After careful consideration of the matter, Government  hereby issue the following orders in modification of the orders issued in the Government Orders first to fourth read above,  with reference to the “Employees Health Scheme”

A.    The Scheme, which was originally launched with effect from  05-12-2013, shall be implemented with all the following  modifications,  in a full-fledged manner, with immediate effect. Health cards to all the remaining beneficiaries shall be issued immediately.

B.  In the first phase the following categories of beneficiaries will be covered.
a) Serving employees:
(i)  All regular State Government Employees, as defined under the       
     Fundamental Rules (FR), including Provincialised work  charged               
     employees; and
(ii)  Provincialised employees of Local Bodies
b)     Retired employees:
(i)    All Service Pensioners;
(ii)    Family pensioners and;
(iii)       Re-employed service pensioners

The Employees / Pensioners health cards shall be seeded with Aadhar data, which shall be the basis for Biometric identification under Employees Health Scheme

ORDER:

In the G.O. first read above, as amended in the G.Os., 4th  and 5th read above, the then  Government of Andhra Pradesh launched the “Employees Health Scheme” (EHS) with effect from 05-12-2013, to provide cashless treatment to the employees, pensioners and their dependent family members in empanelled network hospitals for the listed therapies notified in G.O.Ms.No.176 HM&FW (M2) Dept dated 01-11-2013, and this scheme ipso facto replaces the existing reimbursement system under APIMA Rules, 1972. In para 4.2.2.1 of the G.O., first read above it is mentioned that Out Patient (O.P)  treatment for pre-defined long-term (Chronic) diseases will be provided in notified hospitals and that orders on the modalities and provision of budget to the notified hospitals will be issued   separately.  In his letter 6th read above, the Chief Executive Officer, Aarogyasri Healthcare Trust had submitted proposals for issuing guidelines on ‘chronic OP treatment’.

2.  Consequent on reorganization of Andhra Pradesh, Government have reviewed the implementation of the Employees Health Scheme and has decided that out patient treatment for chronic  diseases, including consultation, medicines and diagnostics shall be provided in the notified Government Hospitals and the expenditure on this would be met from within 15% of the total estimated annual budget of Rs.220 crores.

3.    Accordingly, after careful examination, Government hereby issue the following guidelines for Chronic Out-Patient treatment in notified Government Hospitals:

ORDER:
1.In the Government Order first read above, orders were issued sanctioning revised rate of Dearness Allowance to State Government employees as detailed below:-

Date from which payable: 1st January 2014
Rate of Dearness Allowance (per month): 100 per cent of Pay plus Grade Pay

2. The Government of India in its Office Memorandum second read above has now enhanced the Dearness Allowance to its employees from 100% to 107% with effect from 1st July, 2014.
3. Following the orders issued by the Government of India, the Government sanction the revised rate of Dearness Allowance to the State Government employees as indicated below:-
Date from which payable: 1st July 2014
Rate of Dearness Allowance (per month): 107 per cent of Pay plus Grade Pay
4. The Government also direct that the above increase in Dearness Allowance shall be paid in cash with effect from 01.07.2014
5. The arrears of Dearness Allowance for the months of July, August and September 2014 shall be disbursed in cash immediately. While working out the revised Dearness Allowance, fraction of a rupee shall be rounded off to next higher rupee if such fraction is 50 paise and above and shall be
ignored if it is less than 50 paise.
6. The Government also direct that the revised Dearness Allowance sanctioned above, shall be admissible to full time employees who are at present getting Dearness Allowance and paid from contingencies at fixed monthly rates. The revised rates of Dearness Allowance sanctioned in this
order shall not be admissible to part time employees
7. The revised Dearness Allowance sanctioned in this order shall also apply to the teaching and non-teaching staff working in aided educational institutions, employees under local bodies, employees governed by the University Grants Commission/All India Council for Technical
Education scales of pay, the Teachers/Physical Directors/Librarians in Government and Aided Polytechnics and Special Diploma Institutions, Village Assistants in Revenue Department, Noon Meal Organisers, Child Welfare Organisers, Anganwadi Workers, Cooks, Helpers, Panchayat
Assistants/Clerks in Village Panchayat under Rural Development and Panchayat Raj Department and sanitary workers drawing special time scale of pay .
8. The expenditure shall be debited to the detailed head of account `03. Dearness Allowance' under the relevant minor, sub-major and major heads of account.
9. The Treasury Officers / Pay and Accounts Officers shall make payment of the revised Dearness Allowance when bills are presented without waiting for the authorization from the Principal Accountant General (A&E), Tamil Nadu, Chennai-18

ORDER:
1.Government hereby order the revision of rates of Dearness Relief to pensioners sanctioned in the G.O. 22nd read above from 71.904% to 77.896% with effect from 01.07.2014in respect of: -

(i) those who retired from service after 01.07.2008 and drawing pension in the Revised Pay Scales, 2010;
(ii) those who retired prior to 01.7.2008 and whose pension was consolidated in the light of orders issued in the G.O. 2nd read above.

2. Government also hereby order the revision of rates of Dearness Relief from 179.922%to 191.226%with effect from 01.07.2014to the Pensioners who are drawing their pension in Revised Pay Scales, 2005 and not consolidated in terms of the orders issued in the reference 2nd read above.

3. Government also hereby order the revision of rates of Dearness Relief from 186.504%to 196.320%with effect from 01.07.2014to the Pensioners who are drawing their pension in Revised Pay Scales, 1999 and not consolidated in terms of the orders issued in G.O.(P) No.248, Finance (Pen.I) Department, dated 04.10.2005.

4. Government also hereby order the revision of rates of Dearness Relief in respect of pensioners who retired after 01.01.1996 drawing UGC Pay Scales 1996 from 200% to 212%with effect from 01.07.2014since the Dearness Relief was regulated upto 01.01.2007by merging 50% Dearness Relief with basic pension through G.O (P) No.183 Finance (Pen.I) Department dated 2.8.2007 based on the orders issued in G.O. (P) No.173 Finance (PC.I) Department dated 23.7.2007.

5. Government also hereby order the revision of rates of Dearness Relief to the pensioners who retired while drawing UGC Pay Scales 2006 from 01.01.2006 from 100%to 107%with effect from 01.07.2014.

6. Government also hereby order the revision of rates of Dearness Relief to the pensioners/family pensioners whose pension was consolidated as per orders issued in G.O.Ms.No.54, Higher Education (UE.II) Department, dated 08.06.2011 and G.O.Ms.No.31, Higher Education (UE.II) Department, dated 24.05.2013 from 100%to 107%with effect from 01.07.2014.

7. Government also hereby order the revision of rates of Dearness Relief sanctioned in G.O.Ms.No.4 Law (Law & J-SC.F) Department dated 06.01.2011 to the Pensioners who drawing pension as per Justice E.Padmanabhan Committee report from 100%to 107%with effect from 01.07.2014.

The arrears of the Revised Dearness Relief to Pensioners shall be paid along with the pension of October, 2014 payable on 1stNovember, 2014

ORDER:

Government hereby order revision of Dearness Allowance(DA) sanctioned in the Government Orders27th read above to the employees of Government of Andhra Pradesh from 71.904%of the basic pay to77.896%of basic pay with effect from 1st July, 2014.

2. The Dearness Allowance sanctioned in the above para shall also be payable to:

i) The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samasthas, Work Charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010 and to the full time contingent employees whose remuneration has been revised from Rs.3850/- to Rs.6700/- per month vide G.O.Ms.No.171, Finance (P.C.III) Department, dated 13.05.2010

ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.

iii) Teaching and Non-Teaching Staff of Universities who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.

3. Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales, 2006, from 100%to 107%of the
basic pay with effect from 1st July, 2014.

The above rate of Dearness Allowance is also applicable to:
(i) The Teaching and Non-Teaching staff of Government and Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 2006.

(ii) The Teaching staff of the Universities and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales,2006.

4. Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales 1996, from 200%to 212%of the
basic pay with effect from 1st July 2014, as DA equivalent to 50% Basic Pay was already merged
through G.O.Ms.No.9, Higher Education (U.E.I) Department, dated: 8-2-2006 and G.O.(P)No.173,
Finance (PC.I) Department, dated:23.07.2007.

The above Dearness Allowance rate is also applicable to:
(i) the Teaching and Non-Teaching staff of Government and Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 1996.

(ii)  the Teaching staff of the Universities and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales,1996.

5.  Government also hereby order the revision of Dearness Allowance rates in respect of Judicial Officers whose pay scales were revised as per Fifth National Judicial Pay Commission Report vide G.O.Ms.No.60, Law (LA&J SC-F) Department, dated: 07.05.2003 from 200% to 212% of the basic pay with effect from 1st July 2014, as Dearness Allowance equivalent to 50% of basic pay was already merged as Dearness pay vide G.O.Ms.No.27, Law (LA&J SC-F) Department, dated: 13.03.2008
