Sub:     RVM (SSA), A. P., Hyderabad - Monitoring of Schools, School Complexes and MRCs by State Team members from 28th December, 2011 to                            7th January, 2012 to ascertain the progress of academic activities in the Districts – Certain instructions – Issued - Reg.

            All the Regional Joint Directors of School Education, the District Educational Officers, the Project Officers of Rajiv Vidya Mission (SSA) and the Principals of DIET in the State are informed that the State Level Monitoring Teams constituted with the members of SRGs and DIET faculty to assess the effect of various academic interventions introduced by the Rajiv Vidya Mission (SSA) at the field level. These members will visit the schools, school complexes and MRCs in the district during 28th December, 2011 to 7th January, 2012 (11 days) and observes the following aspects during their visits.

v           School functioning – Time table, conduct of school assembly, LEP implementation, Conduct of AMC/ SMC meetings, Innovative activities, Utilization of children literature etc;
v           Classroom Processes – Utilization of SLIM cards, activities, projects, teachers interventions for the low achievers, Learning environment, classroom management.
v           Teacher – Professional preparation of teacher, teacher attendance, teaching styles
v           PUPILs – Pupil performance in different subjects
v           Head Master – Functioning, conduct of academic activities and school developmental activities, monitoring of academic inputs of teachers, academic progress of children, children attendance, utilization of funds.
v           School Complex HM – Conduct of school complex meetings, academic activities undertaken, monitoring of attached schools, provision of facilities as Resource center, utilization of funds.
v           Mandal Resource Center – Functioning of MRPs and MEOs, monitoring of schools and school complexes, maintenance of Data base of the schools, conduct of review meetings, progress of LEP programme in the schools,  facilities as a Resource center, utilization of  funds.  

The Plan of Action for Monitoring of Districts is as follows:
v     5-teams were constituted at State level comprising DIET faculty,  SRGs, AMOs, AAMOs, DRGs which will be headed by Regional Joint Directors of School Education of respective regions.
v     Each Team covers 4/5 districts.
v     Each team comprises 8 members apart from Regional Joint Director of School Education.
v     Each team shall be divided into 8-sub-teams consisting 2-memebers in each sub-team (one from State level and second member from District level i.e AAMO or DRP. Each sub-team covers 8 mandals of representing educational Zones or Revenue Division.
v     Each team shall spend two days in every district and cover the following aspects:
o       On first day every sub-team visits the following schools
§         2- Primary schools
§          1- UP School
o       On 2nd day the sub-team visits
§         1- School Complex
§         1- MRC
o       On 2nd day in afternoon,  a review meeting with the MEOs, MRPs will be conducted  in presence of District Collector, RJD, DEO, DIET Principal & Staff and DPO staff,  the observations of Team members  during their visits shall be  presented  follow with discussions.  
o       Thus in each District  the  8- member team covers
§         16- Primary schools
§           8- UP schools
§         8-School complexes
§         8- MRCs.
o       In the State the coverage is as follows
Total No. of Primary Schools = 16 x 23 districts = 368             552
Total No. of UP schools           = 8 x 23 districts   = 184 
Total No. of School complexes = 8 x 23 districts = 184
Total No. of MRCs                     = 8 x23 districts =  184
o       Report submission of visited districts by Respective teams on or before 9th January, 2012 to the SPO, RVM (SSA).
o       Preparation of State Report and submission by 16th January, 2012.:

To assess the performance of Schools, School complexes and MRCs, the monitoring teams shall be provided with the following tools.
1.      School Monitoring formats
2.      School Complex Monitoring formats
3.      MRCs Monitoring format
4.      School Grading format
5.      Class room Performance Indicators
6.      Performance Indicators of HM
7.      Performance Indicators of  School Complexes
8.      Performance Indicators of MRCs.
                    
            After the visit of Districts, the teams shall consolidate the data of the districts visited along with reports (with findings) and submit the reports to SPO on or before                   9th January, 2011. The list of team members representing from the state is herewith annexed. 

To brief the team members about monitoring and how to go about, a one-day meeting is organized at SPO, APRVM, Hyderabad on 26-11-2011. In this regard the DEOs, the P.Os of RVM (SSA) and the Principals of DIETS concerned are requested to depute the team members on 26-12-2011 to SPO and also to the respective districts as per schedule.



To support the State Level sub-teams while visiting in respective districts, the P.Os are requested to depute adequate number of personnel i.e., AMO / AAMOs, DRPs as members of Sub Team.

            The District Educational Officers, the Project Officers of RVM (SSA) are requested to arrange the review meeting on the 2nd day of the monitoring teams.  In this review meeting the District Collector and Chairman of RVM, RJDSEs, DEOs, DIET staff, the DPO Staff and the MEOs shall be invited and discussions may be initiated on the reports presented by monitoring teams.
           
            The Project Officers of RVM (SSA) shall provide one vehicle for each sub-team members to visit the Schools and institutions and to provide stay arrangements during their stay.  TA and DA and honorarium of Rs. 200/- per day shall be paid by respective DPOs for the team members representing from respective districts. The T.A and D.A honorarium of Rs. 200/- per day will be paid for State level Team members by SPO. Further it is requested to provide the sufficient Photostat copies of the monitoring tools said above to the team members. The expenditure may be met from the REMS of AWP & B 2011 – 12.
           
            This has got the approval of State Project Director, APRVM, Hyderabad.
